<p></p><div>The Health Financial Analyst is responsible for performing detailed analysis of Health financial reports and healthcare vendor contracts. The incumbent will track and maintain health care related financial activities, provide data and reports on health care financials, and calculate and submit accounting entries and reconciliations. This position will proactively work with Health department staff, TRS agency employees, and external healthcare vendors and consultants.<br>

The Health Financial Analyst Senior is responsible for overseeing and producing healthcare benefits financial and accounting functions. The incumbent will be responsible for developing and monitoring health care related financial reports, prepare, review, and analyze various financial or benefit payment related reports, and perform complex accounting entries and reconciliations. This position proactively works with Health staff, healthcare vendors, and agency employees.<br>

This is a hybrid position in Austin, Texas and will be filled at one of two levels - Health Financial Analyst or Health Financial Analyst Senior. The selected candidate will be offered the position level that most closely matches their education and experience.<br>

Health Financial Analyst: $73,790-$92,237<br>
Senior Health Financial Analyst: $98,214-$122,768<br>

<b>WHAT YOU WILL DO:</b><br>
<br>
<b>Financial Analysis and Consulting</b><br>
<ul><li>Evaluates complex healthcare vendor contracts to understand key financial components.</li><li>Evaluates complex healthcare contracts and federal and state law to assess financial impact to healthcare plans. <b>(Senior)</b></li><li>Analyzes healthcare vendor financial reports for financial accuracy and identifies discrepancies.</li><li>Identifies variances in key metrics and makes informed recommendations.</li><li>Develops and or performs financial analysis and recalculations that validate financial transactions between TRS and its healthcare vendors.</li><li>Works with vendors and other Health teams on financial recoveries and correcting errors. <b>(Senior)</b></li><li>Provides financial data to support health care contract monitoring, procurements, and actuarial projections.</li><li>Works with vendors and/or senior staff on financial recoveries and correcting errors.</li></ul><br>
<b>
Accounting Entries and Reconciliations</b><br>
<ul><li>Prepares monthly and annual reconciliations between the general ledger and sub ledgers. <b>(Senior oversees)</b></li><li>Calculates, submits, and tracks monthly and year-end general ledger journal entries.</li><li>Conducts research to resolve reconciliation discrepancies.</li><li>Performs complex calculations on healthcare financial transactions and determines accounting treatment.</li><li>Oversees and/or prepares monthly, quarterly, and annual financial statements with schedules and exhibits, and periodic and special management reports regarding accounting and fiscal activities. <b>(Senior)</b></li><li>Performs a lead role in the preparation of the TRS Annual Comprehensive Financial Report (ACFR), including preparing or reviewing completed document for consistency of presentation and compliance with applicable standards. <b>(Senior)</b></li><li>Conducts the review, interpretation, and implementation of new accounting standards and financial reporting requirements. <b>(Senior)</b></li><li>Participates on accounting-related committees at an agency level. <b>(Senior)</b></li></ul><br>

Reporting (Analyst)</b><br>
<ul><li>Creates and maintains dashboards and reports using PowerBI, and other business intelligence tools</li><li>Contributes to the preparation of the TRS Annual Comprehensive Financial Report (ACFR), including preparing or reviewing documentation for compliance with applicable standards.</li><li>Prepares monthly, quarterly, and annual financial statements with schedules and exhibits, and periodic and special management reports regarding accounting and fiscal activities.</li><li>Prepares departmental budget reports.</li></ul><br>

<b>Required Education</b><br>
<ul><li>Bachelor's degree from an accredited college or university in accounting, finance or a closely related field.</li><li>High school diploma or equivalent and additional full-time experience in accounting, financial statement preparation, financial analysis, or related experience requiring compilation, reconciliation, and/or analysis of detailed financial information or similarly related experience may be substituted on an equivalent year-for-year basis.</li><li>A master's degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis.</li></ul><br>

Required Experience</b><br>
<ul><li>Four (4) years of full-time directly related, progressively responsible experience in accounting, financial statement preparation, financial analysis, or related experience requiring compilation, reconciliation, and/or analysis of detailed financial information.</li><li>Six (6) years of full-time directly related, progressively responsible experience in accounting, financial statement preparation, financial analysis, or related experience requiring compilation, reconciliation, analysis of detailed financial information or similarly related experience. <b>(Senior)</b></li></ul></div><div><b><br>
Preferred Qualifications</b><br>
