SCOPE 
The Contractor will provide an experienced Business Analyst to: 
<ul><li>Elicit, analyze, and document business requirements clearly.</li><li>Facilitate workshops and meetings with stakeholders to gather requirements and validate solutions.</li><li>Use of tools like UML, BPMN, and process flow diagrams for modeling.</li><li>Develop user stories, acceptance criteria, and maintain traceability in Azure DevOps.</li><li>Support testing activities by creating user acceptance test cases and coordinating UAT.</li><li>Collaborate with technical teams to translate business needs into actionable solutions and oversee testing and rollout.</li><li>Work within Agile frameworks (Feature Driven Design and Scrum) to deliver iterative solutions.</li><li>Provide guidance on best practices for business analysis and process improvement.</li><li>The Contractor, through its selected candidate, must perform all tasks and complete the deliverables identified in this Statement of Work (SOW).</li></ul>
 
Minimum Qualifications 
<ul><li>5+ years of experience as a Business Analyst on technology projects.</li><li>Experience analyzing workflows, identify inefficiencies, and recommend improvements to support strategic goals.</li><li>Experience with Microsoft Dynamics 365 Case Management solutions.</li><li>Experience as an IT Business Analyst for software development projects.</li><li>Proficiency in eliciting requirements, documenting user stories, and defining acceptance criteria.</li><li>Hands-on experience using Azure DevOps or GitHub for backlog management and tracking.</li><li>Experience developing and executing user acceptance test cases.</li><li>Strong knowledge of Agile methodologies, including Scrum and Feature Driven Design.</li><li>Excellent written and verbal communication skills.</li></ul>
Preferred Experience 
Preferred experience for a senior business analyst: 
<ul><li>Extensive experience in business process modeling and improvement.</li><li>Proven track record of leading cross-functional teams and managing large-scale projects.</li><li>Deep understanding of data analysis techniques and tools.</li><li>Strong strategic thinking and problem-solving abilities.</li><li>High proficiency in stakeholder management and communication.</li><li>Experience with cloud computing and enterprise architecture.</li><li>Experience working in a government or public sector environment.</li><li>Experience utilizing BI tools (Power BI, Tableau) to provide insights and support decision-making.</li></ul>
Educational qualifications meeting at least one of the following levels: 
<ul><li>Bachelor's or master's degree in computer science, Information Systems, or another related field or equivalent work experience.</li><li>Certified Scrum Master (CSM), Project Management Professional (PMP), or Business Analysis certifications (CBAP, PMI-PBA).</li></ul>
CONTRACTOR RESPONSIBILITIES 
The Business Analyst (Advanced) will be responsible for the following tasks: 
<ul><li>Conduct thorough analysis of business processes, systems, and requirements to identify areas for improvement.</li><li>Collaborate with stakeholders to gather, document, and validate business requirements.</li><li>Develop business cases and feasibility studies to support project proposals and decision-making.</li><li>Create detailed functional specifications and user stories for development teams.</li><li>Develop user stories, acceptance criteria, and maintain traceability in Azure DevOps.</li><li>Facilitate workshops and meetings to drive consensus and clarify requirements.</li><li>Provide guidance and oversight during the development and testing phases to ensure alignment with business goals.</li><li>Conduct gap analysis and impact assessment for system changes and enhancements.</li><li>Support management activities, including training, communication, and user adoption strategies.</li><li>Develop and maintain comprehensive documentation, including process flows, data models, and business rules.</li><li>Perform quality assurance and validation to ensure solutions meet business needs and comply with standards.</li><li>Provide ongoing support and expertise for business users, addressing issues and identifying opportunities for continuous improvement.</li><li>Coach, mentor, and train OATS team members and other FDACS staff.</li><li>Create and maintain technical documentation and Standard Operating Procedures (SOPs).</li><li>Attend and participate in project meetings and provide regular status updates.</li><li>Submit weekly project reports and time sheets.</li></ul></div></div>

Business Analyst (C. Advanced)

Minimum Qualifications
 a. Academic and Certification
 i. Bachelor's degree in computer science, Information Systems, other related field, or equivalent work experience.
 ii. Power BI Certification
 b. Skills and Abilities
 i. Must be skilled in end-to-end development of Power BI software and integrated Power Platform tools (Apps/Automate)
 ii. Must be skilled in working with Business Units to translate business requirements into intuitive technical designs
 iii. Must be skilled in Data Modeling
 iv. Must be skilled in DAX and M language
 v. Must be skilled in data extraction, transformation, and loading (ETL) in Power Query and enterprise tools
 vi. Must be skilled in testing and supporting application software and managing the secure hosting environment within network infrastructure
 vii. Must be proficient in data cleanup
 viii. Must be skilled in making critical recommendations on the development of new code versus the reuse of existing assets to maximize efficiency
 ix. Solid understanding of quality assurance and integration methodologies
 x. Skilled in managing the technical environment required to host dashboards securely within approved infrastructures
 xi. Skilled in component and data architecture design
 xii. Skilled in developing solutions requiring analysis and research
 xiii. Must be able to provide clear and effective training
 xiv. Must be highly self-motivated and directed
 xv. Must have strong analytical, organizational leadership, and interpersonal skills
 
Must have excellent oral and written communication skills and be able to adapt message to a variety of stakeholders

Experience
 i. A minimum of 2 years of programming/systems analysis experience
 ii. Full Systems Life Cycle: This candidate needs experience in the end-to-end development of Power BI software, ensuring that the centralized hosting platform and integrated Power Platform tools (Power Apps, Power Automate) are delivered on time and within budget.
 iii. Experience with Technical Integrations.
 iv. Experience with Performance & Maintenance.
 v. Experience with understanding quality assurance and integration methodologies.
 d. General
 i. Office Automation/Productivity Tools: Proficient in Microsoft Excel, PowerPoint, SharePoint, Teams, Visio, Word.
 ii. Native Connectors such as: Integrate Power BI with Microsoft 365, Azure, Dynamics 365, SQL/Oracle databases, SharePoint, Salesforce, Google Analytics, APIs, custom connectors
 iii. Communication: Team player with excellent verbal and written communication skills. Experienced Toastmasters strongly preferred
