The Texas General Land Office is seeking a Senior Data Engineer (Programmer V) within the Information Technology Services Department of the agency.</p><p>
Performs highly advanced (senior level) computer programming and software engineering work for the Information Technology Services department. Work involves designing, developing, testing, and maintaining complex software solutions across a holistic application domain or shared platform to support agency programs and operations. The position addresses ambiguous or novel technical problems requiring advanced analysis and judgment.</p><p></p><p><br>
Responsibilities include providing technical leadership across an application domain or platform; shaping and applying domain-level standards, patterns, and delivery practices; and designing and implementing complex or non-routine solutions. This role ensures consistency, reliability, maintainability, and SDLC alignment across related applications or services and balances hands-on software development with broader technical leadership responsibilities.</p><p></p><p><br>
Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This position serves as a senior technical authority and provides technical leadership and mentorship through hands-on implementation, code and design reviews, and technical guidance, without formal supervisory or people management responsibilities. All levels in this job series are expected to perform hands-on software development work; the scope and complexity of implementation responsibilities increase with level.</p><p></p><p><b><br>

About the Role</b></p><p>
The Senior Data Engineer position is critical to developing, enhancing, and sustaining enterprise data platforms that support analytics, reporting, regulatory compliance, and operational decision-making across the Texas General Land Office. This role serves as a senior technical contributor within Information Technology Services (ITS), providing hands-on expertise in the design, implementation, and support of complex data engineering, integration, and data management solutions.</p><p></p><p><br>
The position plays an important role in advancing the agency&rsquo;s transition from legacy data architectures toward scalable cloud-based data platforms, including modern warehouse and distributed processing environments such as Snowflake, Databricks, and similar technologies. This role contributes to technical solution design, implements data pipelines and platform enhancements, and collaborates with architects and senior engineers to ensure data solutions are reliable, efficient, and aligned with modernization objectives.</p><p></p><p><br>
Operating with considerable latitude for initiative and independent judgment, the Senior Data Engineer applies advanced technical expertise to deliver and maintain enterprise data solutions while supporting the adoption of engineering standards and best practices. Minimum Qualifications: </b>Bachelor&rsquo;s degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.</div><div>
Four (4) years of professional experience in data engineering, including designing, developing, implementing, and maintaining data pipelines, data integration solutions, and enterprise data platforms.</div><div><b>

Physical Requirements:</b></p><p>
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. GENERAL DESCRIPTION</b></p><p>
Performs highly advanced (senior-level) managerial work providing direction and guidance for the operations of the Juvenile Justice Training Academy (JJTA) in alignment with the mission, vision, and strategy of the Texas Juvenile Justice Department. The JJTA provides training to agency staff, ensures compliance with certification requirements for juvenile probation and supervision officers, and provides technical assistance to county juvenile probation departments throughout the state.</p><p>
Leads a division of staff to develop, evaluate, and deliver training that will equip agency staff with the professional skills needed for succeeding in their roles and achieving the goals of the department. Works closely with the Directors of Secure Facilities and Integrated Treatment to determine operational needs and establish implementation plans.</p><p>
Work involves overseeing the timely and efficient delivery training methods through innovative and progressive learning initiatives; guides the assessment of training needs and utilizes research methods to identify current trends, best practices, and evidence-based research to proactively develop curricula; continually evaluates and improves all efforts to enhance training topics and service delivery with the goals of raising the knowledge, confidence, and skill levels of all training participants; works cooperatively and in partnership with internal and external resources; accurately maintains training records for agency staff and juvenile justice stakeholders; and provides high quality service to expedite the certification process for juvenile officers in Texas.</p><p>
Demonstrates exceptional judgment, discretion, and professionalism in handling highly sensitive, confidential, and complex information. Exercises sound discernment in prioritizing issues, managing competing demands, and determining when matters should be elevated to executive leadership. Develops the agency training plan and effective training scheduling and delivery strategies; oversees the development of agency-wide communications regarding training opportunities and program implementation.</p><p>
Develops and implements regular needs assessments to identify performance gaps and tailor training and support to meet the needs of agency staff. Monitor performance measures to ensure training initiatives improve staff competency and performance.</p><p>
Connects learning initiatives directly to the Agency mission, vision, pillars, and values.</p><p>
Ensures a stepped realistic approach to training implementation at secure facilities, halfway houses, parole offices, and provides guidance to probation departments in doing the same.</p><p>
Collaborates with agency subject matter experts to drive implementation of best practices and programs, toolkits, training materials, handbooks, and other resources.</p><p>
Develops, reviews, and evaluates budget requests; recommends staffing and funding for program activities; establishes funding priorities; and develops budgets for conferences and all training events.</p><p>
May represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.</p><p>
Functions as a liaison with external training entities to form collaborative relationships for training partnerships with TJJD; oversees contracts related to the delivery of training programs.</p><p>
Plans, assigns, and supervises the work of others; and uses leadership and teambuilding skills to motivate department staff to work toward common objectives and goals.</p><p>

MINIMUM QUALIFICATIONS</b></p><p>
Bachelor&rsquo;s degree with major course work in criminal justice, behavioral science, business administration, public administration, human resources, education, or a related field. Ten years of full-time wage-earning experience that may be a combination of the following: experience in the oversight, administration, or management of a business function, division, or department related to training, probation systems, corrections, mental health, supervision/detention programs, technology; or training experience in any field; and/or conference and event planning experience for small, medium and large conferences, seminars and training programs on a state and/or national level. Four (4) years of the required experience must be in a supervisory/management position that oversees, manages, or directs a program or operation involving the type of work described above.</p><p><b>
PREFERRED QUALIFICATIONS</b></p><ul><li> State agency program experience.</li><li> Advanced degree in any related field.</li><li> Knowledge of the Texas juvenile justice system, juvenile corrections, and community-based juvenile probation system.</li><li> Displayed understanding and application of adult learning theories.</li><li> Advanced expertise in the use of all Microsoft Office products (Word, Publisher, Visio, PowerPoint, Excel, and Access).</li><li> Publication, writing, technical writing, and editing experience.</li><li> Planning and project management experience and use of Microsoft Project software.</li></ul><p>
Experience and Education Substitutions:</p><p>
One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.</p><p>

The CISO leads the Office of the Attorney General&rsquo;s (OAG) information security program, setting vision and strategy to protect information assets, systems, and infrastructure. About Rate Regulation</b></p><p>
The Rate Regulation division is the branch of the PUCT that is most involved in the agency's traditional regulatory rate-setting function. The Rate Regulation division consists of two sections: Financial Review and Tariff and Rate Analysis.</p><p>
The Financial Review section includes staff members with educational backgrounds primarily in accounting and finance; these staff members evaluate the legitimacy and reasonableness of a utility company's expense levels and develop estimates of an appropriate rate of return on the utility company's capital investment.</p><p>
The Tariff and Rate Analysis section includes staff members with educational backgrounds primarily in economics and finance; these staff members develop the specific rates that a utility company charges its customers and address issues related to the proper allocation of a utility's costs to different customer groups, such as residential, commercial, and industrial customers.</p><p>

WORK SCHEDULE</b></p><p>
The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position.</p><p>
Newly hired employees are required to complete a waiting period before becoming eligible to telecommute.
