The Project Coordination Manager provides strategic and operational leadership for a team delivering highly advanced consultative services, technical assistance, and portfolio-level project coordination in support of HHS IT projects and programs. The position administers daily operations for the Project Coordination function; establishes goals and objectives; and develops, implements, and continuously improves policies, processes, and procedures that strengthen governance, oversight readiness, and the efficient delivery of IT services. The Project Coordination Manager directs and supervises the development, quality assurance, and executive-ready packaging of required internal and external oversight deliverables&mdash;including project approval and state/federal financial participation documentation&mdash;and ensures timely coordination and resolution of questions and issues raised during review cycles. 
This position leads and oversees consistent portfolio health and performance reporting, including clear executive-level narratives and the continuous improvement of data quality, reporting standards, and portfolio analytics used for decision-making. The Project Coordination Manager manages the division&rsquo;s relationship, communications, and compliance coordination with the State&rsquo;s Quality Assurance Team (QAT) in alignment with the DIR project delivery framework, including required monitoring and quarterly reporting and the coordination of external oversight communications. The role performs complex business analysis and applies in-depth knowledge of technology and state legislative requirements to support established goals, while also managing staff through assigning and balancing resources, coaching and development, performance documentation, and process improvement implementation; and ensuring the team delivers effective training, job aids, and tool-enabled solutions that improve stakeholder understanding and strengthen governance.

Directs and supervises the end-to-end development, review, and quality assurance of required internal and external oversight deliverables (including project approval and state/federal financial participation documentation) by establishing standards, templates, and review checkpoints; ensuring completeness, clarity, and defensibility; coordinating internal approvals and routing; and ensuring organized records that support audit readiness, traceability, and repeatable execution across the portfolio. 
 
Relationship Management, Compliance Coordination, and External Communications (20%) 
Manages the division&rsquo;s relationship with the State&rsquo;s Quality Assurance Team (QAT) by coordinating required monitoring and quarterly reporting activities aligned to the DIR project delivery framework; leading timely, accurate, and complete responses to questions and issues raised during review cycles; facilitating resolution across internal stakeholders; and ensuring external oversight communications are coordinated, consistent, and appropriately escalated to protect the agency and maintain compliance. 
 
Portfolio Health Reporting, Performance Controls, and Data Quality Improvement (20%) 
Leads consistent portfolio health and performance reporting by setting reporting standards and narratives for executive audiences; overseeing portfolio analytics and data quality practices; monitoring trends and risk/issue signals; ensuring timely status reporting and action planning; and driving escalation and follow-through through appropriate governance channels to strengthen predictability, transparency, and decision-making across HHS IT projects and programs. 
 
Strategic Planning, Policy/Process Improvement, and Training Enablement (10%) 
Develops, implements, and continuously improves policies, processes, and procedures that strengthen governance and oversight readiness; leads training, job aids, and stakeholder communications that improve understanding of oversight requirements and quality standards; performs complex business analysis to recommend process/tool-enabled improvements; and represents leadership (including performing delegated leadership tasks and representing the director in meetings as needed).

EJF 3. The OGS Administrative Assistant answers phones on a rotating basis for building coverage and on a daily basis for the guardianship program. Will route calls to appropriate staff, return calls and take messages, manages the Supervisors calendar, manages unit leave calendar and training calendar, prepares responses for the Supervisor for inquiries from OGS program staff, service providers, other state agencies, and the general public regarding the Office of Guardianship Services program, and monitors the OGS budget. EJF 4: The OGS Administrative Assistant will be the first contact with stakeholders in person and via telephonic interaction and will display a positive attitude toward customer services. Administrative Assistant will develop liaisons and working relationships with all guardianship staff and program regional attorneys as well as with county court staff including clerks, attorneys, county attorneys and court appointed representatives through in person and phone contact. The assistant is responsible for the preparation and review of legal correspondence, administrative documents and court documents as well as obtaining court documents from local and non-local court houses to ensure the required information is available to program. Obtaining documents will require travel to court houses, county courts or clerks&rsquo; offices. The assistant is responsible for external database searches involving understanding and navigation of the internet to identify real and personal property of proposed wards within the state of Texas and other states, in order to complete guardianship applications. Assistant will verify legal filings were filed timely and correctly and notify staff of any inaccuracies. 20%</div><div> 
EJF 5 &ndash; The OGS Administrative Assistant must work independently by reviewing program referrals and obtaining additional information from referral sources, other state agencies and courts. Will answer general guardianship referral questions. Will complete inventories or assist staff with the personal and real property inventory of the clients served. Will manage the guardianship storage room and properly label and organize any property belonging to clients. Will track, document, file and inventory the personal and confidential, original documents belonging to clients in the guardianship locked firesafe storage cabinets. Will review all documents every 6 months and document findings in database. Will monitor bank and trust accounts of clients. Will exercise considerable judgement in determining needed items for the client, will shop for the client and deliver purchased goods to the client.
