Textron Systems is seeking an experienced Electrical/Mechanical Sourcing Engineer focused on Design for Manufacturing and Assembly as part of the Strategic Outsourcing Strategy. The focus will be engagement with the internal customers to support the development of business opportunities, collaborate with Strategic Sourcing Managers to provide an effective, stable, and successful roadmap for Partnerships and Suppliers for Supply Chain. This individual will be responsible for providing engineering input (technical producibility/DFX, evaluations, assessments, etc.) to support new product development with internal customers, building and acting as the critical conduit to set up the supply base and with the goal to mature the manufacturing readiness. The Senior Sourcing Engineer will identify, build, manage and maintain capable supplier sources, and grow their network and knowledge. They will drive the optimization of design for supplier manufacturability, design for supplier assembly, outsourcing design to cost &amp; quality, and further support prototyping validation/readiness leading to a successful product roadmap for stable transition to production. Responsibilities will also include the collaboration and integration of the outsourcing strategy with other roles within the Supply Chain and Operations Team and demonstrate Sourcing Engineering value in the establishment of suppliers. The Senior Sourcing Engineer will support upstream activities, such as Bill of Material (BOM) development, Plan for every Part initiative (PFEP), inclusion of emerging manufacturing technologies, Design for Manufacturing (DFM), cost validation &amp; estimating. The Senior Sourcing Engineer will work closely with Design Engineering Team/IPT, Engineering Prototype and Test Teams, Manufacturing Engineering and Quality to help complete initial prototype builds, analyze supplier results, and act as the technical focal for supplier management.
Key Responsibilities:
<ul><li>Collaborate with Sourcing Management and with internal customers (Business Development, Programs, Engineering, Manufacturing, etc.) and provide technical outsourcing recommendations that will support the maturation of business opportunities and program development goals.</li>
<li>Foster relationships &amp; team positive and engaging attitude while interacting with a diverse and multi-functional workforce during highly paced project development challenges.</li>
<li>Participate and provide outsourcing technical recommendations during design conceptual reviews.</li>
<li>Perform outsourcing product &amp; process alignment of technical requirements with all stakeholders</li>
<li>Identify supplier selection criteria and perform down-selection/trade studies with internal stakeholders.</li>
<li>Support the development of technical documentation and requirements (specifications, statements of work, etc.) leading to timely release of information to the supply base.</li>
<li>Facilitate supplier Kick-off&rsquo;s - Cadence Meetings, Technical Interchange Meetings, Action Lists, Integrated Schedules, and status reporting using Standard work tools and processes.</li>
<li>When requested, provide inputs. support and review technical evaluation documentation, populate capability development documentation and participate in Design Reviews (TRR, TIM, PDR, CDR, etc.).</li>
<li>Collaborate with Supply Chain buyers and Sub-Contract and estimating team to develop outsourcing should-cost analysis.</li>
<li>Work with preferred suppliers and internal team members to develop products and processes and make effective recommendations to optimize producibility and cost.</li>
<li>Identify and support resolution of supplier/partner gap analysis based on technical &amp; manufacturing readiness assessments to mature the product into a smooth Transition to Production (TTP)</li>
<li>Work with Supplier Development Engineers to ensure supplier quality flow-down, directives and requirements are communicated clearly and understood.</li>
<li>Perform requirements validations for capability and manufacturability, manage and perform Suppler Issue/risk assessments (DFMEA/PFMEA), and identify mitigation strategies that improve cost, schedule, and quality performance.</li>
<li>Help identify performance tracking metrics, developing standardized processes and tools for Product Readiness Reviews (PRR) for assessment analysis &amp; tracking.</li>
<li>Collaborate supplier/part manufacturing and sourcing plans with IPT (Integrated Project Team), including Sub-contract and Buyers.</li>
<li>Identify cost savings and cost avoidance information for sourcing improvement opportunities.</li>
<li>Build, maintain and grow a database of potential supplier sources that meet performance criteria based on business mission objectives.</li>
<li>Benchmark &amp; work with key suppliers to establish effective yield metrics and performance indicators.</li>
<li>Support execution and delivery of Supply Chain Rapid Prototyping/Procurement request process.</li>
<li>Support outsourcing of product testing, tooling, fixturing, assembly and validation</li>
</ul>Qualifications
Job Experience/qualifications:
<ul><li>Wide bandwidth knowledge of mechanical and/or electrical design and awareness of lean manufacturing principles.</li>
<li>Ability to influence the team on outsourcing technical solutions, special projects and process improvements</li>
<li>Ability to analyze and understand technical drawings, (If Electrical - electrical schematics, wiring diagrams), Model Based Definition Files, preliminary bills of material, engineering sketches, CAD models, prototypes, specifications, and ad-hoc requirements.</li>
<li>Ability to detect and analyze potential design issues, and to apply logical or scientific solutions to a wide range of intellectual and practical problems.</li>
<li>If Electrical, knowledge of J-STD-001 and IPC-610/620, and key industry standards that drive electrical design and manufacture.</li>
<li>Written and oral communication skills and the ability to work in a collaborative, diverse team environment. Includes the ability to justify analytical results and effectively communicate recommendations to positively influence designs.</li>
<li>Knowledge and application of Geometric Design &amp; Tolerancing (GD&amp;T)</li>
<li>Appreciation of the application of Design for Manufacturing (DFM), Assembly (DFA), and Cost (DFC).</li>
<li>Awareness of existing manufacturing technologies, and the ability to research emerging manufacturing technologies &amp; ability to perform Capability Analysis of Suppliers.</li>
<li>Appreciation and application of critical elements of a manufacturing environment, and to understand the interactions of various factors that affect mechanical/electrical engineering designs.</li>
<li>Basic computer skills: Microsoft Word, Excel, PowerPoint, Outlook, Project, Visio.</li>
<li>Manufacturing specific computer skills: ERP and MRP (e.g. Oracle); PLM (e.g. Matrix)</li>
<li>Experience with CAD software (UG NX 10 preferred) or electrical design tools (CHS, etc.).</li>
<li>Preferred experience with product costing tools such as aPriori, SEER, or equivalent</li>
<li>Good familiarization of Quality Management Systems and Requirements.</li>
<li>Appreciation of FAR requirements, outsourcing and Supply Chain procedures</li>
<li>Desire to continually learn new skills, attend technical expositions, and develop a sourcing network</li>
<li>Travel to supplier locations at least 30% of time.</li>
<li>Must be a U.S. citizen with the ability to obtain and maintain a security clearance.</li>
</ul>Education / Experience Requirements:
<ul><li>Bachelor's Degree required. Preferred degrees are Mechanical Engineering, or Electrical Engineering or Manufacturing Engineering.</li>
<li>5 years&rsquo; experience in design environment, as well as in a manufacturing environment or hands-on role.</li>
<li>Preferred 5 years&rsquo; experience in Supply Chain.</li>
<li>Preferred Six Sigma knowledge or Green Belt certified.</li>
<li>Preferred PMP certified.</li>

In this role, the Principal Contracts Specialist shall proactively provide support to contract management and directors of a particular in administering government, international and commercial contracts. Under the direction of leadership, they will support all aspects of contract management throughout the contracting process, from pre-proposal activities through contract closure. In performing this role, the Principal Contracts Specialist will:
<ul><li>Support the review and risk analysis of solicitations and terms and conditions in coordination with your supervisor.</li>
<li>Participate in bid/no bid decisions and proposal review meetings.</li>
<li>Review cost proposals, maintain cost and pricing data records for TINA compliance, support fact-finding, DCAA audits, and negotiations.</li>
<li>Proactively administer a variety of contracts (government/commercial, domestic/international) of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications thereto.</li>
<li>Prepare and coordinate business correspondence, generate required contract-related reports, and maintain accurate and complete contract files and records for the company.</li>
<li>Remain actively engaged with (and serve as an integral member of) designated program teams and develop strong interfaces with personnel in other functional areas.</li>
<li>Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and notify contract managers or directors of potential non-compliances or other problems that could have an adverse impact on the company.</li>
<li>Identify and administer contract changes and coordinate resolution of contract issues with your supervisors.</li>
<li>Actively administer the closeout of completed contracts.</li>
<li>Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.</li>
<li>Ensure coordination with Legal on contract matters that may have legal significance (such as, identifying to Legal non-standard or potentially high-risk terms and conditions) prior to advising management of contractual risks, rights and obligations, and terms and conditions interpretations.</li>
</ul>Qualifications
Qualifications
<ul><li>Solid knowledge and understanding of basic contracting principles and all contract types.</li>
<li>9 plus years&rsquo; experience with federal, commercial and some international contracts.</li>
<li>Excellent interpersonal skills.</li>
<li>Strong knowledge of the federal acquisition process, government contracting principles and governing regulations (including FAR/DFAR).</li>
<li>Demonstrated experience in government contract administration.</li>
<li>Basic understanding of business agreements and general business practices.</li>
<li>Working knowledge of subcontracting practices, accounting, finance, pricing, and estimating principles, and business law.</li>
<li>Working knowledge of Commercial and International contract terms, ITAR, EAR and US import and export regulations.</li>
<li>Solid oral/written communication and organizational skills.</li>
<li>Ability to effectively communicate with all levels of management.</li>
<li>Ability to manage multiple work assignments and meet critical deadlines.</li>
<li>High integrity and an unyielding commitment to compliance.</li>
<li>Willingness and ability to travel domestically and internationally.</li>
<li>Personal computer skill proficiency.</li>
<li>BA/BS degree in a related field.</li>
<li>Actively pursuing professional certificates in government contracts is a plus.</li>
