Responsible for many day to day functions including the daily in-processing of new child abuse allegation, the coordination of police and CYS response to the child abuse allegations, assisting prosecutors with court preparation and presentation. He/she ensures that there is coordination of the investigations by the various agencies, in particular law enforcement and CYS, responsible for investigating child abuse crimes; prepares and compiles the files maintained by the office. The coordinator is often the first person from the DA&rsquo;s Office the victim and his/her family meet. He/she attends the victim interviews at the CAC and &ldquo;screens&rdquo; the cases for the unit; responds to local hospital emergency rooms in cases of severely injured children to assess the situation and report back to the prosecuting attorneys; and coordinates the multidisciplinary review of pending investigations. In preparation for the various court hearings, the coordinator actively assists the prosecuting attorneys with victim/witness interviews. This is an especially important task given the fact the victims are minors and may have been severely traumatized. Additionally, many of the cases involve witnesses who are medical professionals with limited time to spare for court appearances. The coordinator is a key player in coordinating the appearance of witnesses in court.An employee in this position collaborates with law-enforcement authorities, medical and social-service professionals, and County Prosecutors in investigating evidence/reports of child-abuse.&middot; Interviews and evaluates principals and prepares detailed written reports thereof; and collaborates with the assigned Prosecutors in electing and prosecuting the charges.&middot; Collaborates with social service professionals and police departments in identifying and documenting prospective cases of child abuse;&middot; Receives mandated notices of alleged child abuse;&middot; Screens for cases which meet the criterion warranting CAC involvement;&middot; Completes standardized reporting forms and establishes file folder for each referral;&middot; Collaborates with CYS in interviewing children alleged/suspected to have been criminally abused;&middot; Evaluates credibility and physical and psychological fitness to testify; furnishes same to assigned Prosecutor;&middot; Coordinates and attends consequent meetings among social service and law enforcement;&middot; Schedules forensic (medical) examinations of alleged victims; attends same, as directed;&middot; Orients and updates victims&rsquo; families on process of investigation and prosecution; acts as liaison among principals for duration of active case;&middot; Schedules and attends dispositional meetings;&middot; Prepares victims and witnesses for testimony (in conjunction with Victim Witness Coordinator);&middot; Responds to after-hours calls from LEO and/or hospital;&middot; Establishes and maintains computerized Somerset County Child-Abuse Database; enters and records process of reported cases;&middot; Performs related tasks, as necessary&middot; Graduation from high school or an accredited equivalency program, courses in secretarial, clerical skills, Bus. Admin., English and/or related fields; prior experience in a legal/gov&rsquo;t office a plus. POSITION: Case Manager &ndash; District Attorney (FLSA Status: Non-EXEMPT)SALARY: $28,000POSITION OVERVIEW: The Case Manager is responsible for assisting the Investigator or other lead in managing the DOJ BJA Grant and reporting, assist in the discovery process and investigating cases, assist in calculating prior record scores, and providing direct support to the office.EDUCATION / EXPERIENCE: Any combination equivalent to education and experience that provides the required skill and knowledge is qualifying. Typical qualifications would be equivalent to:&middot; Bachelor&rsquo;s Degree preferred,&middot; Strong written and verbal skills required.This individual is directly responsible for monitoring and facilitating all administrative and logistical aspects of the prosecution of their assigned caseload. For each case, the Case Manager shall: create and maintain the computerized case file; prepare criminal Information charging documents; determine the nature and extent of each defendant's prior criminal history; determine the appropriate sentencing guidelines ranges, enhancements and mandatory provisions to be considered when imposing sentence; prepare the sentencing guidelines form; track, record and when necessary facilitate the scheduling of each stage of prosecution from arraignment through post-sentencing appeal and probation/parole supervision; attend and assist the prosecutors as needed with Court sessions.This position prefers a bachelor's degree, preferably in criminology, sociology or the administration of justice from an accredited institution. This individual must have excellent analytical skills, must demonstrate keen attention to detail and must be proactive to assist the prosecutors and other Court personnel with scheduling matters. This individual must maintain a reputation for objectivity, integrity and accuracy in the performance of his or her duties so as to instill confidence and trust in the minds of the Judges, Prosecutors and Defense Attorneys who must rely upon the documents prepared by the Case Manager.A. Ensure that required J-NET and NCIC/CLEAN terminal inquiries are conducted properly for each case.B. Contact out-of-county and out-of-state agencies to verify the specific nature and disposition of prior offenses, translate into equivalent Pennsylvania statutes all prior convictions from other states and obtain any required certified documentation from other jurisdictions.C. Calculate the prior record score, current offense gravity score and appropriate sentencing guidelines ranges and document these calculations on a sentencing guidelines form for each case.D. Enter case sentence information into the SGS Web system.E. Remain knowledgeable as to the current law regarding sentencing guidelines and alternatives, to include mandatory sentences and sentencing enhancements, treatment programs and facilities, diversionary programs and other factors and options to be considered by Prosecutors.F. Respond to inquiries from other judicial, law enforcement, correctional or custody agencies and institutions regarding criminal histories originating in Somerset County.G. Prepare criminal Information charging documents and notify the Clerk of Courts of the acceptance, amendment or withdrawal of each count as submitted by the Magisterial District Justice.H. Monitor the progress of all prosecutions from pre-arraignment through primary disposition, review entries made to the Clerk of Courts&rsquo; dockets and ensure accurate entry of relevant data in the District Attorney&rsquo;s computer database.I. Coordinate scheduling for arraignment, pretrial conference, trial, issuance of bench warrant, appearance upon service of bench warrant and other events with the Judges, Court Administrator, Probation Department, Sheriff, Prison staff and other parties.J. Assist with file location and provision to prosecutors for daily ad hoc warrant hearings.K. Attend and assist Prosecutors with Court sessions, including the process of live docketing data entry during court proceeding.L. Assist with the training and evaluation of newly assigned Case Managers.N. Perform data mining, collection and analysis work as Executive Staff and Administration deem appropriate.O. Utilize initial &lsquo;ready&rsquo; trial lists to assign appropriate &lsquo;trial ready&rsquo; designations in the Prosecutor Management System.P. Calculate and track Rule 600.Q. Any other duties as assigned by a supervisor or member of the Executive Staff.R. Coordinate the scheduling of attorneys with the Magisterial District Courts and the Court of Common Pleas and maintain the master calendar for the office.S.
