PURPOSE: 
The Mishkon Division provides supports and services in a healthy and safe environment for adults living with intellectual and developmental disabilities (I/DD) in residential programs and in the community. POSITION OVERVIEW: 
The Senior Business Manager oversees and leads a dynamic team, including a Business Manager and a Fiscal Team. The Senior Business Manager will be responsible for driving the financial success of the programs, ensuring alignment of resources with business goals, and fostering a collaborative and results-driven environment. The role requires strong leadership, financial expertise, and strategic thinking to optimize financial controls and maintain effective cross-functional relationships.
 
KEY ESSENTIAL FUNCTIONS: 
Fiscal Management and Oversight: 
<ul>
<li>Oversee and supervise the daily activities of the finance staff, such as the Business Manager, Bookkeepers and Finance Administrative Assistants. Monitor budget performance and prepare monthly, quarterly, annual and ad hoc reports on financial status of each program to Senior Leadership.</li>
<li>In collaboration with program leadership, manage program expenses and ensure programs say within budgetary guidelines.</li>
<li>Develop standard finance workflows to streamline and improve financial processes, such as personal needs allowance (PNA), purchase cards and petty cash requests and distribution.</li>
<li>Centralize procurement and invoicing under the Mishkon Finance Department to increase visibility in programs’ spending, improve cost control and prevent overspending.</li>
<li>Create standard program billing workflows in the ICF, IRAs and Community Habilitation programs to ensure optimum billing is maintained on a weekly basis.</li>
</ul>
Leadership and Team Management: 
<ul>
<li>Direct supervision of assigned staff, including the Business Manager; Bookkeepers; Fiscal Administrative Assistants.</li>
<li>Provide coaching, training and feedback to the Business Manager, Bookkeepers and Fiscal Administrative Assistants through weekly formal supervisions, regular team meetings, to enhance their skills and performance.</li>
<li>Foster a positive and productive team culture, ensuring continuous development, effective collaboration, and alignment with divisional and organizational goals through regular feedback, performance evaluations.</li>
<li>Train new and existing staff on financial policies and procedures to ensure sustainability and accountability.</li>
<li>Participate in and lead performance improvement projects.</li>
</ul>
Risk Management and Compliance: 
<ul>
<li>Develop internal controls and ensure proper maintenance of financial records are in compliance with compliance with federal, state, city and agency standards and policies.</li>
<li>Conduct internal audits and ensure proper financial controls are in place.</li>
<li>Identify potential risks and develop risk mitigation strategies.</li>

Senior Business Manager

PURPOSE: 
The Jewish Board’s Adult Residential Division supports adults with serious and persistent mental illness to live in the community with as much independence as possible. Using a non-judgmental, harm-reduction approach, staff model and guide residents to create and meet personalized recovery goals, develop independent living skills, and live in a healthy and secure manner. Our work is guided by principles that underscore the critical importance of stable housing, use a culturally competent and anti-racist lens, and respect the dignity and legitimacy of each individual’s journey.
 
POSITION OVERVIEW: 
The Case Manager is the most senior level of direct care staff working within the Jewish Board’s supportive housing programs to help residents live in the community as independently as possible.
 
KEY ESSENTIAL FUNCTIONS: 
Resident Support
 <ul>
<li>Carries a caseload and practices person-centered and collaborative service planning with residents.</li>
<li>Is assigned the most complex clients; carries a larger caseload than case associates and case assistants</li>
<li>Ensures service plans are completed and signed by residents according to regulatory guidelines and standards.</li>
<li>Evaluates and assesses independent living skills using a detailed functional assessment tool or supports residents in using tool for self-assessment. Supports residents in meeting individual goals.</li>
<li>Supports residents toward the goal of medication management independence, including appropriate person-centered interventions.</li>
<li>Advocates on behalf of residents with other services providers and in a way that takes into account health disparities and systemic racism.</li>
<li>Interprets and explains agency policies and procedures to residents.</li>
<li>May run resident support groups.</li>
<li>Participates in monthly collaborative walk-throughs of unit/apartment with residents.</li>
<li>Escorts residents to appointments, as needed.</li>
<li>Facilitates monthly roommate meetings, when appropriate.</li>
<li>Assists residents with physically demanding tasks, such as carrying groceries, laundry, and other household items, as needed.</li>
<li>Heats fully cooked foods, on occasion.</li>
<li>Resolves crises and de-escalates situations threatening resident comfort and well-being.</li>

Case Managers

POSITION OVERVIEW: 
The Behavior Intervention Specialist, Level 1 will design, implement and monitor the Behavior Management Programs, Instructional Goals and Valued Outcomes for all individuals using the Positive Approaches Paradigm. This individual must be familiar with OPWDD and DOH regulations as they apply to the Intermediate Care Facility (ICF) and Independent Residence Alternative (IRA) and Community Services, such as Day Habilitation. The Behavior Specialist, Level 1, will have an assigned caseload of up to 35 individuals and will assist in coverage, as needed. Travel to units, IRAs, day programs and in the community is routine and required. Responsible for communication with and training the interdisciplinary team, outside providers, and family members. Responsible for timely and complete documentation.
 
KEY ESSENTIAL FUNCTIONS: 
Behavioral Assessment & Planning
 <ul>
<li>Administer and interpret the clients’ cognitive, social/motivational and adaptive living skills.</li>
<li>Conduct Functional Behavior Assessments (FBAs) to identify triggers, functions, and patterns of challenging behaviors.</li>
<li>Develop Individualized Behavior Support Plans (BSPs) based on OPWDD regulations and best practices (e.g., ABA principles, PBS)</li>
<li>Collaborate with Interdisciplinary teams IDT (clinicians, SDPs, families, care managers) to ensure consistency in behavioral interventions.</li>
<li>Complete observations and training regarding behavior supports.</li>
</ul>
Intervention & Monitoring
 <ul>
<li>Interact with residential individuals daily.</li>
<li>Train Direct Support Professionals (DSPs), families, and staff on behavior support strategies.</li>
<li>Responsible for accurate data collection and summaries.</li>
<li>Monitor and document the effectiveness of interventions through data collection and analysis.</li>
<li>Adjust behavior plans as needed based on ongoing observations and progress reviews.</li>
<li>Maintain a case load of up to 35 individuals and provide coverage, as needed.</li>
</ul>
Crisis Prevention & Management
 <ul>
<li>Implement SCIP-R (Strategies for Crisis Intervention and Prevention – Revised) or other OPWDD approved crisis intervention techniques when deemed clinically appropriate.</li>
<li>Assist in reducing restrictive interventions by promoting proactive, least-restrictive strategies.</li>
<li>Become a SCIP-R trainer and provide SCP-R training.</li>
</ul>
Compliance & Documentation
 <ul>
<li>Ensure compliance with OPWDD regulations, NYS Part 633/635, and agency policies.</li>
<li>Maintain accurate records, including behavioral incidents, informational progress notes, and Medicaid billing documentation (such as staff action plans and other if applicable).</li>
<li>Compile paperwork and participate in Human Rights, team meetings, and Psych apts.</li>

Collaboration & Advocacy

<li>Participate as an active member of the interdisciplinary team process.</li>

EDUCATIONAL/TRAININGS REQUIRED (Level 1 BIS, 633.16(b)(32):

<li>A master’s degree from a program in a clinical or treatment field of psychology, social worker, school psychology, or applied psychology as it relates to human development and clinical interventions, and documented training in assessment techniques and behavior support plan development, OR</li>
<li>A national board certification in behavior analysis (BACB), OR</li>
<li>A NYS license as a Behavior Analysis (LBA), OR</li>
<li>A master’s degree in behavior analysis or a field closely related to clinical or community psychology that is approved by OPWDD, OR</li>

Behavior Intervention Specialist (Level 1)

PURPOSE: 
The Jewish Board’s Community Care Management programs provide compassionate, high quality, evidence-based services to individuals and families in the communities we serve. Our staff use a culturally competent, person-centered approach to help individuals and their families develop skills and resources to improve overall functioning, to instill hope, and to strengthen resiliency. Our programs work closely with community partners to address health disparities in our neighborhoods while also celebrating the strengths and resilience of our communities. Care Management is a service that helps adults with chronic illnesses get and use the medical, social and community services they need to stay healthy. Care Coordinators help members figure out and take the actions needed to get and stay healthy-making it to appointments, sticking to a medication schedule, and accessing benefits.
 
POSITION OVERVIEW: 
The Administrative Supervisor leads the Care Management team and is responsible for ensuring day-to-day operation of the program under the supervision of the Director of Care Management. The Administrative Supervisor provides administrative and clinical supervision to the Care Management program team including Supervisor(s), Care Coordinators and/or Case Assistants (Peer Specialists) as well as consulting Nursing and Psychiatric team members. As needed, Administrative Supervisors are also expected to perform the duties of Care Coordinators, including but not limited to coordination of services for an assigned caseload of enrollees. As this is an evolving program, additional responsibilities will be added.
 
KEY ESSENTIAL FUNCTIONS: 
A. Programmatic & Administrative: 
<ul>
<li>Provide administrative supervision to program staff.</li>
<li>Ensure clinical and administrative compliance in all program areas.</li>
<li>Monitor service provision, referrals, and census.</li>
<li>Ensure proper and timely monthly billing for services; utilize electronic and manual systems to run reports and monitor billing.</li>
<li>Conduct and arrange staff training & development, as required, and conduct performance appraisals.</li>

WORK ENVIRONMENT/PHYSICAL EFFORT

<li>The work environment varies from office-based interaction with co-workers and members (70% of the time) to engaging members, providers and other constituents in their homes and in other community settings (e.g. hospitals, clinics, benefit offices) 30% of the time. While the offices of the Jewish Board are accessible in accordance with the ADA, the sites to which staff may need to travel may or may not be.</li>
<li>To perform the essential functions of this job the candidate must be able to travel within New York City carrying equipment such as a notebook, forms, laptop, mobile hotspot and cell phone weighing up to approximately 10 pounds.</li>
<li>To perform the essential functions of this job, the candidate is routinely required to sit (70% of the time) and stand (20% of the time), and travel to and from appointments using varied public and private transportation options (10% of the time).</li>

Administrative Supervisor

PURPOSE: 
The Jewish Board’s Community Behavioral Health treatment programs provide compassionate, high quality, evidence-based services to individuals and families in the communities we serve. POSITION OVERVIEW: 
This position provides clinical services as part of an OMH licensed outpatient mental health clinic/ CCBHC location, interventions include, but are not limited to, evaluations; individual, group and/or family therapy; case management; and crisis interventions. Must live within the United States and have a valid NYS State Licensed.
 
KEY ESSENTIAL FUNCTIONS: 
<ul>
<li>Conduct comprehensive evaluations/ intakes as required.</li>
<li>Develop treatment plans in collaboration with clients to identify treatment needs and interventions and review/revise treatment plans to reflect client’s treatment progress and changing problems/goals.</li>
<li>Provide individual, group, family, and crisis interventions.</li>
<li>Liaise with families, schools, criminal justice, and other community agencies to coordinate care.</li>
<li>Provide linkages as driven by screenings and client identified needs to embedded care coordination, SUD services, nursing, psychiatric and medical services.</li>
<li>Participate in clinical meetings, staff meetings, trainings, and supervision.</li>
<li>Maintain all documentation according to the standards and time limits established by the Jewish Board, regulatory agencies, and/or funding sources.</li>
<li>Maintain professional behaviors and ethical standards as established by licensing board, relevant professional association and the Jewish Board policies and procedures.</li>
<li>Paid required participation agency training in evidenced based models (such as CBT/MI) applicable to continuing education credit requirements.</li>
<li>Other duties as assigned.</li>

EDUCATIONAL / TRAINING REQUIRED
 
Master’s degree in counseling, creative arts, or social work from an accredited program AND a New York State License in Mental Health Counseling (LMHC); Creative Arts Therapy (LCAT), or social work (LMSW/LCSW) required.
 
EXPERIENCE REQUIRED / LANGUAGE PREFERENCE:

<li>A minimum of one year of relevant clinical experience is required.</li>
<li>Experience treating children or adolescents is preferred.</li>
<li>Fluency in a second language is preferred.</li>

COMPUTER SKILLS REQUIRED:

<li>Experience documenting in electronic health records and using Microsoft Office.</li>
<li>Experience with tele-mental health platforms a plus.</li>

PURPOSE

PROGRAM DESCRIPTION
 The ACT programs provide an integrated set of evidenced based treatment, rehabilitation, case management and support services to individuals residing in NYC, in Shelter programs, and/or living in supportive housing programs or their own residences in the community who are diagnosed with severe mental illness and whose needs have not been well met by more traditional service delivery approaches. Through a mobile, multi-disciplinary team of staff, recipients are supported in their recovery through an individualized, person-centered model of care.
 
POSITION OVERVIEW: 
This multi- faceted position works directly with adults living with severe and persistent mental illness (SPMI) and substance use disorders (SUD) living in NYC. In addition to providing direct care, this position provides administrative oversight and support to the treatment team to ensure the delivery of services is in accordance with regulatory and payer requirements. Clinical Coordinators use a recovery oriented approach to link recipients to the services they need to obtain housing and to achieve wellness self-management and increasing independence. Working in a team setting and primarily in the community, Clinical Coordinators assess risk and needs, develop person centered care plans, provide care management services, track and arrange appointments, educate clients and coordinate other aspects of clients’ health and community services. KEY ESSENTIAL FUNCTIONS: 
<ul>
<li>Assume administrative tasks such as chart auditing, collaborating with outside partners, facilitating team meetings and being the point person in crisis situations when Program and Team Director are not available.</li>
<li>Supervise students</li>
<li>Assist with on-boarding/orientation of new staff</li>
<li>When needed/requested, lead team in-service training on topics that will improve service to clients.</li>
<li>Comprehensive assessment of client within 45-60 days of entry into program.</li>
<li>Work closely with team to visit each client a minimum of 6 times monthly.</li>
<li>Integration of medical, specialized and behavioral health services in addition to social support and/or educational support services</li>
<li>Periodic reassessment of a client’s medical and behavioral health needs and update of, adherence to recommended treatments, and need for care coordination</li>
<li>Attend scheduled team meetings and one-on-one supervisions</li>
<li>Attend mandatory ACT trainings and Jewish Board MKSEI 13 Module course training.</li>
<li>Collaborative development of an Individualized Care Plan (ICP) with the client, the client’s family and/or caregivers in addition to other service providers, and review and revise ICP per regulatory standards or when there are significant changes in functioning or clinical status.</li>
<li>Provide care management services</li>
<li>Track all specialty medical, behavioral and support service referrals made for patient using Health Information Technology (HIT) provided.</li>
<li>Assure that client has access to, engages in and retains needed services as defined in the ICP.</li>
<li>Provide outreach services to clients to increase engagement in services identified on individualized care plan</li>
<li>Complete all required documentation</li>
<li>Provide after-hours emergency coverage via cell phone on rotating basis.</li>
</ul>
EDUCATIONAL / TRAINING REQUIRED: 
<ul>
<li>Obtained a Master’s level degree in human services field with appropriate NYS licensure (e.g. MSW, LMSW, LMHC, LCSW, LMFT, Creative Arts Therapist LCAT, licensed Occupational therapist, Certified Psychiatric Rehabilitation Counselor, Rehabilitation Counselor, licensed psychologist or hold a Master’s Degree as a Therapeutic Recreation Specialist or Psychologist or Pastoral Counselor or Master’s degree in a related field.</li>
<li>Previous work on an ACT team or similar type of community based/ mobile based program for at least one year.</li>
</ul>
VISUAL AND MANUAL DEXIERITY: 
<ul>
<li>Able to read data and documents, including spreadsheets, reports and Electronic Health Records in printed form and on computer screens.</li>
<li>Able to input data into the Electronic Health Record.</li>
<li>Limited applications of manual dexterity and hand-eye coordination.</li>
