The Team Leader will serve as the senior clinician on the Community Support Team (CST) team; and have overall responsibility for the direct supervision of employees on their team and will oversee the coordination and quality of services for clients on their team. They will develop a cohesive team by hiring and training dynamic clinicians, providing coaching and mentoring to team members. The Team Leader will routinely interface with other Team Leaders, Managers, the Executive Team and external partners to enhance communication, and cooperation/collaboration across programs/departments and community partners to improve the quality and comprehensiveness of services provided. The Team Leader will provide and ensure the team provides client-centered, strengths-based, and trauma-informed services to clients with severe mental illness and co-occurring substance abuse/addiction utilizing a harm reduction approach.

Responsibilities:
<ul>
<li>Complete weekly supervision with employees to provide feedback and follow-up on employee duties and responsibilities</li>
<li>Assess team&rsquo;s morale and continue to work towards keeping employee and team culture positive.
</li><li>Model a client-centered, recovery-oriented approach to services that includes the use of evidenced based practices, i.e. trauma informed care, motivational interviewing, and harm reduction techniques.
</li><li>Coordinate care with interdisciplinary staff and family members to ensure continuity of care for clients.</li>
<li>Recognize and act on opportunities to move clients to appropriate levels of care; provide referrals to additional services as indicated.</li>
<li>Track capacity for the team to ensure that staff to client ratios are at appropriate numbers.
</li><li>Assess client&rsquo;s personal, medical, emotional, social, and environmental situation through home, community, and office visits.
</li><li>Assist clients in identifying signs and symptoms of de-compensation and need for hospitalization. Work collaboratively with clients to identify coping skills to assist in managing symptoms and stressors experienced.</li>
<li>Support team members with crisis interventions such as petitioning and wellness checks.
</li><li>Support team members in working to assist clients in learning and improving independent living skills, applying for entitlements, accompanying clients to important appointments in the community and providing support with issues related to housing, substance use, budgeting, medical issues, social support, and medication.</li>
<li>Model effective communication within the team model for a multi-disciplinary approach to client care.</li>
<li>Assist the team with scheduling daily to ensure that all clients that need to be seen are on the schedule and assist with seeing clients as needed.</li>
<li>Run regularly scheduled team meetings and convey information/changes that are coming from management to the team.</li>
<li>Assist with hiring, onboarding new employees and ongoing training of staff to provide quality services to clients.
</li><li>Monitor employees&rsquo; direct service hours and ensures that direct reports and the team are meeting direct service targets.</li>
<li>Monitor client charts and staff&rsquo;s time management to ensure all documentation is complete and on time (IM-CANs, notes, etc &hellip;)</li>
<li>Monitor Relias Trainings to ensure staff are compliant with annual trainings.</li>
<li>Provide services to clients in the community when needed.</li>
<li>Be familiar with authorization processes for level of care and ensure timely responses to insurance issues that arise.
</li><li>Work with the Financial Services Department to finalize client&rsquo;s rental payments, submit client budgets and BMFs which includes making adjustments as needed</li>
<li>Monitor team expenditures of client assistance and client loan funds</li>
<li>Perform other related duties and/or projects as assigned
</li></ul>Qualifications:
<ul>
<li>Master&rsquo;s Degree in Social Work, Psychology, Counseling, or other closely related field</li>
<li>Minimum two years experience working with people with mental health and/or substance abuse diagnoses</li>
<li>Valid Illinois driver&rsquo;s license with daily access to a well-maintained vehicle with $100,000/$300,000 liability insurance</li>
<li>Supervisory or leadership experience highly preferred</li>

Job Summary

The Team Leader / MRSS Supervisor provides frontline supervisory oversight, clinical consultation, and operational leadership for an assigned crisis response team within the Mobile Response Stabilization Services program. This role is responsible for ensuring that clinical quality, compliance, documentation standards, and team performance meet program expectations. The Team Leader maintains direct service responsibilities, models best practice in crisis engagement, and serves as the primary point of contact for day-to-day team operations. 

Primary Role During a Crisis Response

The Team Leader / MRSS Supervisor holds primary responsibility for the supervision, development, and performance management of assigned Crisis Counselors, Senior Crisis Counselors, Peer Support Specialists, and other assigned personnel. They ensure clinical fidelity on scene, monitor compliance with program requirements, and contribute to a culture of accountability, learning, and professional growth. 

Core Responsibilities
<ul>
<li>Supervision and Staff Development
<ul><li>Conduct weekly individual supervision with all assigned clinical and peer staff.</li>
<li>Support the professional growth, competency development, and goal-setting of each supervised employee.</li>
<li>Facilitate onboarding and orientation activities for new team members.</li>
<li>Monitor and document staff performance throughout the year to support formal evaluation processes.</li>
<li>Identify training and development needs and connect staff to appropriate resources.</li>
<li>Facilitate Senior Roundtable meetings as assigned.</li>
<li>Supervise interns, PRN staff, and other assigned personnel as directed.</li>
</ul></li><li>Clinical Oversight and Consultation
<ul><li>Provide clinical consultation to Crisis Counselors on complex, high-acuity, or uncertain presentations.</li>
<li>Review clinical documentation for quality, accuracy, and compliance with agency and regulatory standards.</li>
<li>Monitor clinical dispositions and level of care determinations for appropriateness and consistency.</li>
<li>Conduct or support critical incident reviews and debriefs following complex encounters.</li>
<li>Ensure that peer and clinical services are integrated effectively throughout the crisis continuum.</li>
</ul></li><li>Direct Service and Field Presence
<ul><li>Maintain assigned direct service expectations and productivity standards established by the organization.</li>
<li>Participate in mobile crisis responses to model best practice and provide on-scene clinical oversight.</li>
<li>Support team members during high-acuity or complex encounters as needed.</li>
</ul></li><li>Operational Oversight and Compliance
<ul><li>Ensure assigned staff follow established intake, crisis response, documentation, communication, and dispatch workflows.</li>
<li>Monitor compliance with all IDHS, HFS, CESSA, CARF, CCBHC, DBHR, organizational, and program-specific requirements.</li>
<li>Monitor staff certification, licensure, and training requirements and escalate concerns to Program Management.</li>
<li>Participate in program audits, quality improvement activities, and performance monitoring.</li>
<li>Escalate compliance concerns, critical incidents, and operational issues to Program Management promptly.</li>
<li>Maintain awareness of staff performance throughout the year to support formal evaluation processes.</li>
</ul></li><li>Documentation and Compliance
<ul><li>Complete all required supervisory and direct service documentation within established timelines.</li>
<li>Maintain all required clinical credentials, licensure, and QMHP status.</li>

Minimum Qualifications
<ul>
<li>Master's degree in social work, counseling, psychology, or a related clinical field required.</li>
<li>Qualified Mental Health Professional (QMHP) status required.</li>
<li>Active progression toward independent clinical licensure required; LCSW or LCPC preferred.</li>
<li>591-designated Team Leaders must hold full clinical licensure or obtain licensure within organizational expectations.</li>
<li>Minimum of two years of experience in crisis intervention, community mental health, or emergency behavioral health services required.</li>
<li>Previous supervisory, lead, or clinical oversight experience preferred.</li>
<li>CRSS certification not required; expected to work collaboratively with and support the integration of peer services.</li>
<li>Knowledge of trauma-informed care, harm reduction, recovery-oriented service approaches, and IDHS/CCBHC program requirements.</li>
<li>Ability to work a flexible schedule including evenings and weekends consistent with program operational needs.</li>
<li>Reliable transportation and valid driver's license required.</li>
<li>Ability to work effectively in community settings and respond to mobile crisis calls across designated service areas.</li>
