General Summary
A Registered Respiratory Therapist (RRT), under medical direction, provides treatment, management, diagnostic evaluation, and care of patients with deficiencies and abnormalities of the Pulmonary System. The RRT assesses patient who require respiratory care by interview, physical examination of the chest and review of the patient&rsquo;s chart and chest x-rays. The RRT provides respiratory care by administration of medicated aerosol treatments, IPPB, ultrasonic nebulization, chest physiotherapy, incentive spirometry, humidification, and oxygen therapy. This health care professional also: maintains mechanical ventilators and makes appropriate ventilator setting changes after consultation with the physician; evaluates patients for weaning from mechanical ventilation; participates in CPR; obtains and analyzes arterial blood gas samples; participates in multidisciplinary care planning; and recommends various modes of therapy to physicians.

Patient Assessment: collect health data through interviews, a physical exam of the chest, evaluation of breath sounds, and a review of the patient&rsquo;s medical record.</li><li>
Develops appropriate treatment regimens based on patient care needs identified during the assessment within the framework of accepted criteria and discusses the care plan with the ordering physician.</li><li>
Demonstrates knowledge and skill in the administration of respiratory therapy modalities to include: oxygen therapy, respiratory medications, aerosol therapy, IPPB, ultrasonic nebulization, incentive spirometry, Chest physiotherapy, mechanical ventilation, CPAP, and BiPAP.</li><li>
Educate patients and families about respiratory modalities, and medications.</li><li>
Active involvement with Quality Improvement initiatives, follows all appropriate policies, procedures, and protocols, follows Risk Management, Infection Control, Fire and Safety, and Corporate Compliance policies and procedures.</li><li>
Maintain, clean, stock, and setup of respiratory therapy equipment.</li><li>
Maintain mechanical ventilators by cleaning, set-up of the patient circuit, and performing the pre-use ventilator procedure.</li><li>
Demonstrate knowledge and skill in the selection of appropriate ventilator settings and evaluate patients for weaning.</li><li>
Demonstrate proper technique for arterial punctures, site preparation, patient identification, and acceptable samples.</li><li>
Be proficient in the use of pH/Blood Gas analyzers including maintenance, quality control, rule violations, and documentation.</li><li>
Provide supervision as needed to other members of the Respiratory Therapy department.</li><li>
Maintain certification in CardioPulmonary Resuscitation.</li><li>
Identify problem areas pertaining to respiratory therapy and take appropriate actions or make recommendations to correct the problem.</li><li>

Education and Experience<ul><li>
Graduation from a Commission on Accreditation for Respiratory Care (CoARC) approved school of Respiratory Therapy.</li><li>
Two years of recent (within the past 12 months) hospital experience is required.</li><li>
Credentialed by the National Board of Respiratory Care as a Certified or Registered Therapist.</li><li>
Licensed by the State of Maryland Board for Physician Quality Assurance</li><li>

General Summary 
Under limited supervision, and with the latitude for initiative and independent judgment, performs, coordinates, and manages the creation and outsourcing of billing analysis in accordance with the Center for Medicaid and Medicare Services (CMS) regulations and the Clinical Trial Policy for all clinical trials. The billing analysis must be compliant with the Medicare billing rules. 
 
This position also serves as liaison with the investigators, research teams, healthcare providers, budgeting and contracting offices at UMMS and UMB, and in coordination with departmental clinical trial management processes. This position works with various systems including Epic and HPM Explorer for the purpose of segregating charges to ensure compliant billing for research services as well as providing pricing for budgeting purposes.

1. Creates coverage analysis grids and analyzes the performance of the actual coverage analysis.

3. Applies CMS regulations, FDA guidance, and ethical policies when performing coverage analysis.
4. Develops the coverage analysis including reviewing each potentially billable item within the clinical trial and citing specific resources for justification of the appropriate designations.
5. Applies the appropriate CDM and/or CPT codes for potentially billable items in the coverage analysis in order to assist in the management of claims review, as well as identifying items that are to be billed to the sponsor via the budgeting and contract teams at the Office of Research and Development (ORD) at University of Baltimore (UMB).
6. Collaborates with research teams in performing the coverage analysis, as well as facilitating the clinical trial management process involving UMB, UMMS, and FPI.
7. Researches and applies regulations and law related to Medicare regulations, OIG regulations, FDA guidance, and related compliance documents using various resources including computer search modalities.
8. Synchronizes the final coverage analysis with appropriate final study documents.
9. Triages coverage analysis requests to our coverage analysis vendor when applicable. Acts as the intermediary between the vendor and the study teams during coverage analysis creation, tracks progress, and reports results.
10. Researches and applies policies, guidance and guidelines from various sources including federal, state, UMMS and the University of Maryland Baltimore (UMB).
11. Responsible for the dissemination of relevant documents and information to various parties.
12. Serves as liaison and contact with the clinical research teams and healthcare providers.
13. Segregates charges in Epic by distinguishing research charges billed to the study versus those research charges that can be billed to insurance.
14. Reviews and resolves invoice discrepancies with the Central Billing Office and the study teams,
15. Creates Epic RSH Records and Fee Schedules for each research study.
16. Performs monthly coverage analysis and charge segregation audits to ensure ongoing compliance.

Education and Experience 
 
1. Bachelor&rsquo;s degree in Healthcare Administration, Medical Coding, Auditing, Finance, Accounting, Nursing, or a related field required.
2. Four (4) years of clinical research experience required. Additional experience may be substituted for the educational requirement on a year-for-year basis for up to four (4) years.
3. Certification in Healthcare Research Compliance or Epic preferred.
