</div><p>The NCSC/Security Directorate (SD) protects the nation's security interests by providing comprehensive security solutions. SD develops and implements policies, guidance, and standards for personnel security, IC-wide and SCI security-relevant issues, and security clearance reform. SD also engages with government and industry partners to protect national security equities against foreign intelligence and security threats and advance the U.S. Government's risk management environment to safeguard against adversarial and insider threats. The NCSC/SD directly supports the DNI's responsibilities as the Security Executive Agency (SecEA) across the Executive Branch and serves as the DNI's designee for oversight of national security programs across the Intelligence Community (IC). The SD, Personnel Security Policy Officer, is responsible for supporting the Chief in leading the successful formulation, development, coordination, production, and evaluation of executive-level security-policies, processes, and guidance in support of the NCSC mission, enabling functions, and the intelligence disciplines. The Policy Officer is also responsible for the communicating, coordinating, and supporting implementation of these policies and guidance across the Executive Branch, including IC Stakeholders.<br>

The selected candidate will:<br>

Support the formulation, development, production, and evaluation of a broad range of policies processes, and guidance on Security-related topics including mission enabling functions, and intelligence oversight disciplines.<br>

Initiate, cultivate, and maintain productive working relationships with colleagues, experts, IC members, and policy committees and use these relationships to share information of IC interest; attend internal and external training, seminars, or conferences on broad intelligence topics or more strategic subject areas.<br>
<br>
Plan, develop, and provide substantive intelligence briefings, presentations, reports, and other materials to inform senior leadership and other stakeholders on policy issues.<br>
<br>
Plan, research, produce, and communicate trends and developments to organizational leadership, senior policymakers, and other senior U.S. Government officials.<br>
<br>
Plan, develop and promote communications that increase stakeholders', consumers', IC colleagues', and USG executive agents' overall understanding of USG and IC policies, processes, and procedures to promote mission effectiveness.<br>
<br>
Plan and develop communications and reports that address Executive Branch taskings, Congressional hearings, and executive-level briefings; explain organizational equities to the IC and other government agencies at meetings, conferences, and other public fora.<br>

Conduct substantive reviews of an extensive volume of written materials and contribute to written and verbal products including congressional testimony or responses to inquiries, senior-level issue papers or briefings, and letters and memoranda.</p></div>

</div><p>NCTC's Counterterrorism Executive is seeking a talented graphic designer with strong problem-solving skills to work on a team supporting analytic and multimedia production. The officer will primarily produce visual products that convey intelligence analysis for US policymakers, law enforcement officials, warfighters, and executives charged with national security responsibilities, including the President of the United States. This officer will:<br>

Plan and coordinate highly complex graphic design projects; define project goals, scope, and requirements (i.e., audience, deadline, final product format, delivery methods) for all phases of planning and production; lead team projects and interpret customer requirements and project complexity to determine required team and technical resources needed for timely, accurate product delivery.<br>

Plan and initiate content and lead production coordination activities with the project team, including the development of new concepts and unique specialty content, such as large-scale physical displays, audiovisual editing, graphics, slides, digital signs, thumbnails, charts, publications (reports, etc.), newsletter templates, website assets, and illustrations.<br>

Plan and develop original content by researching and analyzing multimedia methodology and subject matter to develop original concepts, creating project storyboards and work plans, researching, and acquiring necessary releases, licenses, and approvals, and providing direction and guidance to project team members.<br>

Design and produce complex, highly sophisticated graphic design products, including detailed illustrations, interactive charts, photographs, interactive graphics, and graphics related to multimedia products.<br>

<b>SALARY DETERMINATION</b><br>
<br>
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.<br>
<br>
In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.<br>
