<div>POSITION SUMMARY:

The Project Controls Manager is responsible for providing comprehensive scheduling and cost control functions for all capital projects undertaken by the Technical Services group. The Project Controls Manager will work with Project Managers to provide accurate reporting of cost and schedule projections, production of timely and accurate data, and delivery of key documentation to management. 


REQUIREMENTS &amp; RESPONSIBILITIES:

Track actual costs and provide accurate and timely cost, progress, earned value, and forecast data to support sound project management decisions.
</li><li>Maintain control over project quantities, baselines, schedule performance, and AFE charging.
</li><li>Ensure contract requirements are understood and adhered to and that all required documentation is maintained.
</li><li>Identify and manage project risks and opportunities; oversee risk analysis activities.
</li><li>Assist project manager to develop project scope of work.</li><li>
Study and understand all relevant project documents pertaining to the preparation of plans and schedules.</li><li>
Work with all relevant project and discipline personnel to prepare plans and schedules.</li><li>
Convert scope of work document into logically linked resourced-loaded project schedule.</li><li>
Prepare realistic, achievable schedules as logical networks and where necessary integrate engineering, procurement, and construction schedules.</li><li>
Monitor progress against project schedule and prepare progress reports.</li><li>
Gather accurate progress and expended cost information at relevant time intervals.</li><li>
Prepare, review, and ensure the timely issue of all relevant reports to stakeholders.</li><li>
Verbally and in writing advise project management and discipline personnel on impacts, contingencies and generally guide the scopes towards the earliest possible finish.</li><li>
Analyze progress and effects on schedule and advise necessary corrective actions.</li><li>
Develop and/or modify Project Controls processes and working procedures based on feedback from project stakeholders and upper management.</li><li>
Serve as a key point of contact for upper management to discuss high-visibility projects and issues.</li><li>
Participate in schedule and project risk analysis as required.</li><li>
Provide input into the budget forecasting process.</li><li>
Manage cost discipline to ensure accurate and timely control and forecasting of man-hour budgets and ensure that the impact of all change requests is properly assessed and included in the schedules.</li><li>
Lead, develop, and mentor Project Controls staff.</li></ul> 

QUALIFICATIONS AND EXPERIENCE:
<ul><li> Bachelor&rsquo;s degree in Economics, Finance (or similar Business discipline)</li></ul>
<ul><li> Requires (15) years of Project Controls related experience.</li></ul>
<ul><li> Licensed CPA consider a benefit</li></ul>
<ul><li> Must have working experience with Joint Operating Agreements and Production Sharing Contracts</li></ul>
<ul><li> Understanding of project economics and decision making criteria considered essential</li></ul>
<ul><li> Must be able to effectively communicate with project stakeholders and upper management.</li></ul>
<ul><li> Requires a good working knowledge of project management software, specifically Excel.</li></ul>
<ul><li> Requires the ability to manage multiple projects and determine priorities.</li></ul>
<ul><li> Strong analytical, problem solving and decision-making skills with focus on technical and cost efficiency.</li></ul>
<ul><li> Excellent communication and influencing skills with an ability to build trust and alignment across all organization levels.</li></ul>
<ul><li> High level of self-motivation, organization and adaptability to shifting priorities and challenges.</li></ul>
<ul><li> Must understand the basic principles of project management.</li></ul>
<ul><li> Requires a general understanding of Cost Management, Estimating and Change Control.</li></ul>
<ul><li> Must have a high degree of computer literacy.</li></ul>

Requires sufficient personal mobility and physical reflexes to function in a general office environment and accomplish tasks and duties as outlined above.
