About the Role</h3>
Volunteers of America Eastern Washington &amp; Northern Idaho is seeking a skilled, mission-driven Hope House Respite Center Program Manager to provide leadership and operational oversight for our Medical Respite Program.
Hope House has a long history in our community. Formerly a women-only crisis shelter, the program transitioned earlier this year to a Medical Respite model to better meet the needs of individuals experiencing homelessness who are medically vulnerable and require short-term, supportive care following hospitalization. This role offers a unique opportunity to build, stabilize, and shape a growing program and leave a meaningful, positive impact on community health outcomes.
Hope House operates within an integrated service environment that includes medical respite care alongside case management, pathways to stable housing, Substance Use Disorder Professional (SUDP) services, and behavioral health supports. While this role does not directly supervise these services, close collaboration across teams is essential to strengthening participant outcomes and continuity of care.
Reporting to the Director of Clinical Operations, the Program Manager translates clinical and compliance expectations into effective day-to-day operations, supports staff, ensures regulatory alignment, and strengthens partnerships with healthcare systems and community providers.<h3 class="jobSectionHeader"> 
What You&rsquo;ll Do</h3>
Program &amp; Clinical Operations<ul><li>
Lead day-to-day operations of the Hope House Medical Respite Program.</li><li>
Support implementation of integrated medical and behavioral health services aligned with VOA standards.</li><li>
Ensure services meet National Institute for Medical Respite Care (NIMRC) standards.</li><li>
Monitor program performance, patient flow, and outcomes to support continuous improvement.</li></ul>
Compliance, Quality &amp; Medicaid Support<ul><li>
Ensure adherence to Medicaid billing requirements, documentation standards, and applicable regulations.</li><li>
Support accurate and timely documentation workflows.</li><li>
Participate in quality assurance activities, audits, and corrective action planning.</li></ul> 
Leadership &amp; Workforce Support<ul><li>
Provide direct supervision and support to program leadership staff.</li><li>
Conduct regular supervision, coaching, and performance management.</li><li>
Support staffing plans, onboarding, training, and scheduling coverage.</li><li>
Participate in recruitment and hiring to ensure strong program staffing.</li></ul>
Collaboration &amp; Care Coordination<ul><li>
Work closely with hospitals, referral partners, and community providers to support seamless transitions into respite care.</li><li>
Strengthen partnerships that improve outcomes and reduce hospital readmissions.</li><li>
Collaborate internally across Clinical, Behavioral Health, Housing, and Operations teams.</li></ul>
Operational &amp; Facility Oversight<ul><li>
Ensure the Hope House facility meets safety, security, and regulatory standards.</li><li>
Coordinate with Safety and Security teams to maintain a safe environment.</li><li>
Oversee supplies, equipment, and operational needs.</li><li>
Participate in budgeting, forecasting, and operational planning.</li></ul><h3 class="jobSectionHeader">
Schedule &amp; Work Expectations</h3>
This is a full-time position (40 hours per week). Core hours are typically Monday&ndash;Friday between 7:00 a.m. and 6:00 p.m., with flexibility required based on program needs. Occasional evenings, weekends, holidays, and on-call responsibilities may be required. Local travel is expected.
Requirements:<h3 class="jobSectionHeader"> 
Required Qualifications</h3><ul><li>
Minimum two (2) years of supervisory or program leadership experience. 
Bachelor&rsquo;s or Master&rsquo;s degree in a related human services, healthcare, or behavioral health field or an equivalent combination of education and experience.</li><li>
Minimum three (3) years of experience working with high-risk or medically vulnerable populations.</li><li>
Knowledge of Spokane-area healthcare and community resources.</li><li>
Experience supporting Medicaid documentation, billing workflows, or healthcare compliance.</li><li>
Valid driver&rsquo;s license and ability to meet insurance requirements.</li><li>
Ability to pass required background and driving record checks.</li></ul><h3 class="jobSectionHeader">
Preferred Qualifications</h3><ul><li>
Experience in medical respite, healthcare, behavioral health, or nonprofit environments.</li><li>
Experience working in integrated or interdisciplinary care models.</li><li>
Familiarity with data-informed program improvement and outcome tracking.</li></ul><h3 class="jobSectionHeader">
