<div>SUMMARY: Responsible for procurement of assigned goods and services required to support the business. Uses best procurement practices to obtain lowest cost and best lead times for assigned items. Continuously develops relationships with strategic suppliers and OEMs.
DUTIES &amp; RESPONSIBILITIES:
Responsibilities include, but are not limited to:<ul><li>
Performs purchasing duties requiring necessary skills to plan and procure supplies, materials, equipment, and services.</li><li>
Under supervision, prepares RFIs, RFPs, and RFQs for goods and services.</li><li>
Evaluates supplier proposals and updates ERP system to communicate current pricing &amp; lead time data to customer service for final quote preparation to end customer for repair.</li><li>
Places purchase orders for goods and services in support of the business plan.</li><li>
Expedites purchase orders as required to support our customers.</li><li>
Resolves issues pertaining to purchase orders: receiving, invoicing discrepancies and timely closure of purchase orders.</li><li>
Has extensive contact with suppliers.</li><li>
Interfaces with team members at many levels, up to and including middle management.</li><li>
Receiving of repair order to facility &ndash; create work order, tag, deliver to production for evaluation.</li><li>
Other duties as assigned.</li></ul>
MINIMUM REQUIREMENTS:
<ul><li>Associate degree</li><li>
2+ year of relevant/technical work experience<ul><li>
or an additional 2 years of specific work experience in lieu of degree.</li></ul></li><li>
Demonstrated high levels of verbal and written communication, human relation skills and reasoning ability.</li><li>
Experience with planning systems and requirement generation (Min/Max process).</li><li>
Ability to effectively negotiate price, quality, and delivery schedules to maximize cost savings.</li><li>
Superior contract negotiator with strategic purchasing skills and vision.</li><li>
Full understanding of the legal aspects of purchasing and the ability to negotiate and manage contractual relations.</li><li>
Excellent skills in multi-tasking, organization, and prioritization of multiple projects.</li><li>
Basic understanding of the Lean concepts and the ability to use supply chain management principles to support continuous improvement.</li><li>
Proficient in Microsoft Office applications especially Access, Excel, and Word.</li><li>
Conduct Supplier Performance review in conjunction with strategic objectives.</li><li>
Experience using Quantum.</li></ul>
PREFERRED REQUIREMENTS:<ul><li>
Bachelor&rsquo;s degree</li><li>
5+ years of experience purchasing aviation components</li><li>
2+ years in aviation/MRO environment</li></ul>

<div>SUMMARY: VSE Corporation, is seeking a Director, HR Systems &amp; Payroll. The Director of Global HR Systems &amp; Payroll leads the strategy, execution, and optimization of HR and payroll operations for a public company with a multi-state workforce of up to 2,000 employees. This role oversees payroll accuracy&mdash;including executive compensation, stock-based awards, and deferred compensation&mdash;ensures regulatory compliance, and manages audits. The Director leads a high-performing team, manages HR/payroll vendors, drives system integrations, and is accountable for the success of HR employee integrations during acquisitions, while collaborating closely with HR teams, supporting training, and communicating system changes to employees. The role leverages technology and AI-enabled solutions to improve efficiency, accuracy, and employee experience.
DUTIES &amp; RESPONSIBILITIES:<ul><li>
Lead, mentor, and develop a payroll and HR systems team, fostering operational excellence and high performance.</li><li>
Manage relationships with HR/payroll vendors to ensure service quality, compliance, and alignment with business objectives.</li><li>
Promote adoption of best practices, continuous improvement, and professional development within the team.</li><li>
Maintain, optimize, and scale HRIS and payroll systems to meet organizational needs.</li><li>
Lead system integrations, including M&amp;A employee data migrations, multi-system interfaces, and process harmonization.</li><li>
Implement AI and automation tools to enhance HR processes, payroll accuracy, and reporting capabilities.</li><li>
Collaborate with HR teams to ensure effective use of HR systems across the organization.</li><li>
Oversee accurate and timely payroll for multi-state employees.</li><li>
Manage executive compensation programs, including stock-based awards, deferred compensation, bonuses, and incentive plans.</li><li>
Ensure compliance with SEC, IRS, FASB, and SOX regulations.</li><li>
Partner with Finance for payroll reconciliations, reporting, and audit preparation.</li><li>
Maintain adherence to federal, state, and local payroll laws, corporate policies, and internal controls.Implements safeguards to ensure employee data privacy and protection</li><li>
Serve as a key liaison for internal and external audits, providing documentation, remediation, and reporting.</li><li>
Develop and monitor controls to mitigate risk and ensure accuracy of payroll and HR data.</li><li>
Own overall accountability for successful HR systems and payroll integrations during acquisitions, ensuring timelines, quality, and compliance goals are met.</li><li>
Lead and oversee team members responsible for project management, providing guidance, oversight, and strategic direction.</li><li>
Collaborate with cross-functional teams (HR, Finance, IT, Legal) to remove obstacles and ensure smooth execution of employee data migrations, payroll alignment, and systems adoption.</li><li>
Monitor project progress, mitigate risks, and report status to senior leadership.</li><li>
Support HR teams in designing and delivering training on HR system updates and process changes.</li><li>
Communicate system changes, updates, and best practices to employees to drive adoption and engagement.</li><li>
Act as a resource for HR business partners and employees regarding system functionality and payroll processes.</li><li>

MINIMUM REQUIREMENTS:<ul><li>
Bachelor&rsquo;s degree in Human Resources, Accounting, Information Technology, Finance, or related field. Experience is acceptable in lieu of a degree</li><li>
8+ years of progressive HRIS, payroll, and HR systems leadership experience, ideally in a public company.</li><li>
Five (5) years of SAAS experience (Ceridian Dayforce preferred).</li><li>
Three (3) years leading payroll function and payroll team.</li><li>
Demonstrated experience managing multi-state payroll, executive compensation, stock-based plans, and deferred compensation.</li><li>
Proven experience managing HR/payroll vendors and leading system integrations, including M&amp;A-related employee transitions.</li><li>
Expertise with HRIS systems (Paycom, Workday, SAP SuccessFactors, ADP, Oracle) and technology-driven process improvements.</li><li>
Excel Proficient (VLOOKUP&rsquo;s, If statements, conditional formatting etc.).</li><li>
Ability to prioritize tasks based on timelines and multitasking as needed</li><li>
Strong knowledge of SEC, IRS, FASB, SOX compliance, and audit processes.</li><li>
Excellent leadership, project oversight, analytical, problem-solving, and communication skills.</li><li>
Must pass background and drug screening.</li></ul>
PREFERRED REQUIREMENTS<ul><li>
Ten (10) years of progressive HRIS experience.</li><li>
Master&rsquo;s Degree in Human Resources, Information Technology, business or related discipline.</li><li>
Experience with mergers, acquisitions and divestitures.</li><li>
Excellent attention to detail, analytical, and critical thinking skills.</li><li>
Experience with Self Service applications, Performance Management (e.g. SuccessFactors), Applicant Tracking (e.g. Workday, Smart Choice or Paycom), and Learning Management Systems (e.g. Cornerstone).</li><li>
HR System integration or system transition experience.</li></ul>
