<p></p><div><p>The Transportation Realty Agent will report to the District Right of Way Office. Performs full-performance level professional work in negotiations generally involving the acquisition of complete properties and non-complex partial takings; real property appraisals; property management; relocation activities; negotiating for relocation of facilities owned by private or public utilities; or making required right-of-way field reviews and estimates. Serves as a negotiator in a district, a negotiator on utility relocations, and/or a relocation or property management specialist. Performs related work as required.</p>

<div><h2 class="jobSectionHeader"><b>Typical Duties and Responsibilities</b></h2></div>
<p></p><div><ul><li>Performs all functions on projects, such as negotiations, relocation assistance, public auction, courthouse research, and property management.</li><li>Negotiates through personal contacts with the owners or their agents the purchase of real property for right-of-way purposes.</li><li>Gathers preliminary title data through personal contacts with occupants of real property to be acquired on future highway projects.</li><li>Assists occupants of real property acquired for highway purposes in finding adequate replacement property.</li><li>Prepares cost estimates for relocations and provides for their reimbursement.</li><li>Researches real property data in county courthouses.</li><li>Conducts public auctions of buildings acquired in connection with right-of-way purchase.</li><li>Maintains contacts between the central office and district offices.</li><li>Assesses real property to determine value.</li><li>May be required to testify in court or at hearings to provide right-of-way and/or appraisal expertise.</li><li>Travel may be required; therefore, a valid driver&rsquo;s license is required.</li></ul></div><p></p>

<p></p><div><ul><li>Knowledge of real property appraisal, real property rights acquisition, relocation assistance, property management, and right-of-way engineering and surveying theories and techniques.</li><li>Knowledge of State and Federal laws, rules, and regulations as applied to real estate/right-of-way activities of the Department of Transportation.</li><li>Knowledge of professional negotiation procedures and techniques.</li><li>Knowledge of property values, real estate financing, property management principles, and salvage methods.</li><li>Ability to research courthouse records.</li><li>Ability to negotiate with property owners.</li><li>Ability to handle all property management and/or relocation work in a high-volume district.</li><li>Ability to compile, document, and present facts, and use judgment in their interpretation.</li><li>Ability to communicate effectively, both orally and in writing.</li></ul></div><p></p>

REQUIRED EXPERIENCE</b></p><ul><li>Two (2) years of full-time or equivalent part-time paid experience in appraisal or appraisal review, negotiations, real estate management or real estate sales, relocation, other right-of-way experience, construction, surveying, or related business operations.</li><li> Substitution: Successful completion of graduate coursework from a regionally accredited college or university may substitute for up to two (2) years of the required experience through an established formula.</li></ul><p></p><ul><li><br>

<div><ul><li>Answers in person, telephone and email inquiries from customers providing information regarding motor vehicle laws, policies, and procedures.</li><li>Explains forms, fees, taxes, and any other charges applicable.</li><li>Checks pending title work and renewals, explains rejections, and assists with any service issues, including lost work.</li><li>Compose and send emails to the DMV Regional Offices and other sections with the agency to facilitate customer interaction.</li><li>Operate the appointment scheduler for the DMV Regional Offices and Chatbot for wv.gov website</li><li>Maintain logs for informational purposes for reporting.</li><li>Enters data into the computer to access previous data and update new file information as</li></ul>
