The United States District Court for the Western District of Texas is currently accepting applications for the position of Division Manager. The selected candidate will be responsible for the management of the Clerk&rsquo;s Office in San Antonio, Texas.</div><div></div><div><br>
The Division Manager performs a full range of high-level supervisory responsibilities. The incumbent is administratively and technically responsible for overseeing the work performed by employees in this divisional office. As part of the Clerk&rsquo;s management team, the Division Manager frequently interacts with Federal Judges and chambers staff, the Clerk, Chief Deputy, and administrative and operational management staff.</div><div></div><div><br>
In addition, the Division Manager works with the leadership team to develop short- and long-range improvement plans for the court, including the development, implementation, and refining of office policies, procedures, and programs. This position reports directly to the Chief Deputy and is responsible for oversight of division staff who serve four U.S. District Judges, two Senior U.S. District Judges, and four U.S. Magistrate Judges.</div></div><p></p>
<div><h2 class="jobSectionHeader"><b>Responsibilities</b></h2></div>
<p></p><div><div>The Division Manager performs duties and carries responsibilities such as the following:</div><br>
<div></div><ul><li>
Supervises the daily activities of a divisional office, ensuring the timely and accurate planning, scheduling, and completion of work. Structures and assigns the workload to effectively and efficiently utilize staff.</li><li>
In collaboration with systems staff, designs, and prepares statistical reports that reflect the accuracy and timeliness of case processing activities. Compiles and analyzes information obtained in such reports in order to streamline work processes, gauge success of work initiatives, and develop and measure performance.</li><li>
Establishes performance standards and uses mechanisms to measure employees&rsquo; level of success in meeting performance standards. Effectively reinforces the importance of confidentiality by ensuring no sensitive or confidential information is disclosed to others.</li><li>
Effectively develops and coaches&rsquo; staff to achieve performance and developmental goals. Identifies opportunities for staff development and professional growth.</li><li>
Coordinates with the Chief Deputy on matters such as productivity, procedural and policy issues and practices; assists in the development and administration of initiatives, provides information and observations regarding the impact of changes in practices resulting from initiatives or policy changes.</li><li>
Assigns and explains work requirements to subordinate levels for new or changed rules, policies, practices, or procedures. Ensures adequate training is provided and staff participates as needed.</li><li>
Frequently communicates and responds to requests from Clerk and Chief Deputy and drafts associated correspondences. Effectively and timely communicates with Clerk and Chief Deputy issues of concern or potential problems.</li><li>
Ensures the timely preparation and submission of employee appraisals and development plans in accordance with policy. Uses effective mediation and problem-solving skills when managing conflicts in the workplace.</li><li>
Displays effective skill in leading a team of employees in the implementation of new ideas and better work procedures, including process redesign and evaluating and implementing potential process improvements.</li><li>
Ensures adherence to administrative and internal control procedures involving such things as collection, deposits and disbursing functions, property management, jury management, time and attendance and leave management, securing freelance/contract interpreters and proper use of information technology equipment and postage metering equipment.</li><li>
Demonstrates an in-depth knowledge of federal and local rules and court policies and procedures. Maintains a working knowledge of the procedures used by employees in completing their duties. Displays and applies a thorough knowledge and understanding of judiciary audit standards and stewardship principles and ensures operational compliance. Clearly understands and promptly complies with reporting requirements of the Administrative Office.</li><li>
Participates in the development, drafting, and implementation of Clerk&rsquo;s Office policies and procedures and provides support and compliance with such policies.</li><li>
Promptly addresses operational or systems problems to the appropriate department and ensures appropriate solutions are determined and implemented.</li><li>
Ensures the timely maintenance and proper functioning of equipment so that such property is in good repair for use in the office.</li><li>
Abides with the Code of Conduct for Judicial Employees and Court confidentiality requirements. Presents themselves as a positive role model for others to follow. Effectively treats all employees fairly and consistently. Takes the necessary steps to mend strained relationships and understands the impact of ineffective actions. Recognizes the need for self-improvement and professional development.</li><li>
Communicates effectively, both orally and in writing, with individuals and groups to provide information and reports in clear and understandable formats.</li><li>
Interacts effectively and appropriately with a wide variety of individuals, providing good customer service, and resolving difficulties successfully while complying with rules and regulations.</li><li>

<p></p><div><div>The incumbent must have proven leadership and human relations skills, the ability to exercise sound judgment, and broad knowledge of the concepts, principles, and theories of management.</div><br>

Candidates must have a bachelor&rsquo;s degree from an accredited college or university.</li><li>
A minimum of three years of progressively responsible supervisory or managerial experience in a legal environment is required.</li><li>
Skill in developing interpersonal work relationships needed to lead employees. Ability to exercise mature judgment. Thorough knowledge of the basic concepts, principles, and theories of management and the ability to apply the managerial policies in the court environment.</li><li>
Ongoing leadership-related education.</li><li>
Strong leadership skills and the ability to effectively coach, develop, direct and manage a skilled, service-oriented team.</li><li>

The United States District Court for the Western District of Texas is seeking qualified applicants for the full-time position of Official Court Reporter in the Austin divisional office. An official court reporter is responsible for the verbatim reporting of proceedings held before United States District Judges and Magistrate Judges and for the transcription of those proceedings upon request. Occasional travel will be required as the Court is designated to preside in other locations throughout the Western District of Texas.</div></div><p></p>
<div><h2 class="jobSectionHeader"><b>Responsibilities</b></h2></div>
<p></p><div><ul><li>Attend and record verbatim court sessions for both civil and criminal proceedings; read back portions of court record as required.</li><li>
Provide transcripts within the time and cost limitations set by the Judicial Conference; electronically file with the Clerk of Court a copy of all transcripts prepared concurrently with delivery to the requesting parties.</li><li>
Provide transcripts and/or a Realtime feed to the Court upon request, without charge.</li><li>
Perform administrative duties as required, such as billing for transcripts, financial and other record keeping, preparation and filing of required Administrative Office reports, and responding to official correspondence and telephone calls.</li><li>
Maintain and safeguard records until they are disposed of according to statutory requirements and national and local policies.</li><li>
Adhere to the requirements of <i>The Guide to Judiciary Policy</i>, Volume VI, as well as the Court&rsquo;s local Court Reporter Management Plan.</li><li>

<div><h2 class="jobSectionHeader"><b>Qualifications &amp; Preferred Qualifications</b></h2></div>
<p></p><div><div><b>MINIMUM QUALIFICATIONS</b></div><ul><li>
Must possess a minimum of at least one (1) year of prime court reporting experience in a court, or in the freelance field of service or a combination thereof.</li><li>
Must have passed the Registered Professional Reporters (RPR) examination administered by the National Court Reporters Association (NCRA) or passed an equivalent qualifying examination* such as the Certified Verbatim Reporter (CVR) administered by the National Verbatim Reporters Association (NVRA).</li><li>
Realtime court reporting proficiency, Realtime certification is <i>preferred.</i></li><li>
Must own or be willing to purchase, upon entry on duty, realtime court reporting equipment.</li><li>
Excellent organizational and communication skills to permit the production of transcripts within strict time limitations.</li><li>
Work well under pressure and be willing to work as part of a team of court reporters fulfilling the needs of all judicial officers of the Court.</li><li>
Must possess tact, good judgement, poise, initiative, and always maintain a professional appearance and demeanor.</li></ul><div></div><ul><li><br>
<i>Equivalent Qualifying Examination - Professional associations (other than the NCRA) and state license examinations may be acceptably equivalent to the NCRA testing, but the requirements for the examinations at the time of administration should be evaluated on a case-by-case basis as the requirements change from time-to-time.</i></li></ul><div></div><div><b><br>
PREFERRED QUALIFICATIONS AND CERTIFICATIONS</b></div><ul><li>
Registered Professional Reporters (RPR) or equivalent qualifying exam.</li><li>
Reporters who possess a Certificate of Registered Merit Reporter (RMR) or are a Certified Realtime Reporter (CRR) from NCRA or have passed an equivalent qualifying exam.</li><li>
Reporters with prior federal court experience.</li></ul><br>

CR LEVEL 1: $ 98,137 (minimum qualifications)<br>
CR LEVEL 2: $ 103,044 (requires merit certification) *<br>
CR LEVEL 3: $ 107,950 (requires realtime certification) **<br>
CR LEVEL 4: $ 112,857 (requires realtime and merit certification)<br>
CR LEVEL 5: $ 117,765 (current Federal Official Court Reporter hired before October 11, 2009, with longevity: minimum of ten years Federal Service; Merit and Realtime Certification by NCRA)<br>
