Job Summary:</b></p>
<p>
Reporting to the Utilities Director, the Regulatory Compliance Officer/Utilities Administrative Coordinator is a supervisor position which performs technical and specialized duties to ensure the City is compliant with State/Federal laws and policies, including U.S. Department of Transportation Pipeline Hazardous Materials Safety Administration&rsquo;s (PHMSA) Title 49 Parts 191 and 192, and coordinates/supervises the activities of the Administrative Services Division. The Gas Pipeline Compliance Officer oversees all aspects of compliance with Federal Safety Standards for pipelines and pipeline facilities in the transportation of natural gas and is responsible for ensuring compliance with operating and maintenance procedures, damage prevention, public awareness, emergency response, operator qualification, and distribution integrity management plans.</p>
<p>
 <b>Essential Duties and Functions:</b></p>
<ul>
<li>Reviews existing DOT code requirements against Plans and Standard Operating Procedures (SOP) for compliance, recommending revisions as necessary, and ensuring updates are appropriately documented.</li>
<li>Conducts internal audits of Department&rsquo;s gas activities for compliance with required Plans and SOPs and represents the Department during Public Service Commission inspections.</li>
<li>Analyzes and monitors updated state/federal regulations and PSC/PHMSA advisory bulletins, comparing that information to existing processes, and recommending changes.</li>
<li>Reviews and approves work orders for final regulatory approval and filing.</li>
<li>Reviews and submits gas damage reports to GUFPA for damages to our gas system.</li>
<li>Requests GC1s per PSC Rule 515-9-1-.04 for any new construction of a gas main line or service line within 2,000 feet of another gas line operator.</li>
<li>Assists in coordinating activities identified in the Distribution Integrity Management Plan, Pipeline Public Awareness Plan, and Operator Qualification Plan.</li>
<li>Administers the reporting requirements in Part 191 and oversees record management and reporting in Part 192; attends regulatory update conferences as needed; and schedules and conducts required training as needed to keep staff abreast of changes to Plans and SOP&rsquo;s.</li>
<li>Handles confidential files and materials.</li>
<li>Works with other internal and external departments as assigned.
</li><li>Follows and promotes Policy &amp; Procedures of the City of Winder.</li>
<li>Performs other related duties as assigned.</li>
</ul>
<p> <b>Knowledge, Skills, and Ability:</b></p>
<ul>
<li>Knowledge of Pipeline Safety Rules and Regulations.</li>
<li>Knowledge of general office practices and procedures.</li>
<li>Advanced knowledge of Microsoft Word and Excel.</li>

<p> <b>Licenses and Certifications Required:</b></p>
<ul>
<li>Pipeline Safety Operator Qualifications</li>
<li>Valid Georgia Driver&rsquo;s License and maintains valid license and good driving record.</li>
</ul>
<p><b> </b><b>Qualifications:</b></p>
<ul>
<li>Minimum of three (3) years of Natural Gas Pipeline experience.</li>
<li>High School diploma or GED.</li>
<li>No felony convictions within the prior ten (10) years or while employed in the position.</li>
<li>A citizen of the United States or has obtained legal work status.</li>
<li>Must pass detailed background investigation.</li>
<li>Must be able to pass a credit check.
