About the Role</b></h3><div>

Responsibilities:

Technical Program Manager - Senior

<div>Overview:

WiSC Enterprises is seeking an experienced Senior Program Manager with a strong background in acquisition planning, risk management, and leadership of multidisciplinary teams. This role requires strategic coordination across funding, engineering, and operations, and supports large-scale program execution while ensuring fiscal oversight and risk mitigation across diverse project portfolios.</div>
Responsibilities:
<ul><li>Lead budget forecasting, annual spend planning, and expenditure tracking for programs exceeding $40M annually.</li><li>
Coordinate with internal program offices and segments to gather requirements and manage future year planning (1&ndash;5 years).</li><li>
Serve as task order manager for large cross-functional teams, ensuring performance and communication across supported offices.</li><li>
Act as primary point of contact for risk management&mdash;track program risks, issues, and opportunities and facilitate the development of mitigation strategies.</li><li>
Support acquisition lifecycle activities including planning, prioritization, and documentation of requirements.</li><li>
Lead and facilitate technical planning sessions, working group meetings, and sprint or increment planning events in Agile environments.</li><li>
Evaluate competing vendor proposals, align capabilities to resource constraints, and support tool development and implementation.</li><li>

Required Qualifications:

Proven ability to manage risk, identify issues, and lead mitigation planning efforts.</li><li><b>

Program Manager / Risk & Acquisition Lead - Mid

This role includes technical and strategic oversight of budget execution, acquisition planning, and contract administration across complex portfolios.</div>
Responsibilities:
<ul><li>Lead financial management and strategic planning across program portfolios valued over $10M annually.</li><li>
Develop, manage, and implement spend plans, resource allocations, and visual financial dashboards to track execution against goals.</li><li>
Provide acquisition and programmatic support, including documentation of requirements, technical evaluations, and cost/schedule oversight.</li><li>
Coordinate and facilitate periodic program reviews, stakeholder meetings, and budget reconciliation activities.</li><li>
Create and track funding documents using enterprise financial systems and ensure timely distribution of funds to meet contract requirements.</li><li>
Analyze budget reductions, identify essential requirements, and recommend re-scoping strategies to sustain mission-critical functions.</li><li>
