This position provides technical/analytical fiscal support for the agency. This position requires the application of bookkeeping practices, cost allocation methodologies and reconciliation processes as developed and assigned to ensure the overall grant fund accounting, monitoring and reporting functionalities are in compliance. This position provides support for programs managed through HCSIS/PROMISe claims processing interface.

Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
<ul><li>Process travel expense claims and operations vouchers for the agency. This requires the pre-audit of expense for compliance with County travel and mileage policies, classifying of expenditures in accordance with cost allocation plan methods, coding and posting of expense in Program&rsquo;s subsidiary ledgers. A post audit of actual paid expenses in routinely conducted and all differences are reconciled with County Controller Operations and County Program employees.</li>
<li>Process assigned service rendered invoices submitted by contracted service providers for timely reimbursement. This requires verifying clean service claims with service authorizations, appropriate classification of expenditures for accurate interface with accounts payable system and maintaining accurate contract subsidiary ledger account balances. This includes the interface with HCSIS/PROMISe claims data, analysis of service plan/contract encumbrances and expenditures by categorical fund sources.</li>
<li>Maintain all functional aspects of voucher control supporting the reconciliation of agency expenditures with accounts payable journals and County Controller operations accounting audit trails.</li>
<li>Maintain hourly payroll timesheets for compliance with future audit inspections.</li>
<li>Assigned routine technical and analytical functions to include reconciliation of categorical expenditures with payroll registers, HSS claims history, accounts payable Check Registers, travel vouchers and operational expenditure accounts. Prepares internal fiscal and service tracking reports as required by the agency management for purposes of perpetual re-budget and reallocation of fund resources within maximum financial caps.</li>
<li>Maintains effective working relationships with internal and external customers to include, but not limited to, agency management, fiscal management team members, direct service staff, County Controller/Treasurer Office support operations, internal/external auditors and Department of Human Services officials.</li>
<li>Perform other duties as assigned.</li>

ESSENTIAL REQUIREMENTS
<ul><li>Graduation from high school and three years of work involving the maintenance of fiscal or financial records, including one year of responsible work which involves the application of accounting or fiscal principles and practices; or an associate degree in accounting or business administration and one year as a Fiscal Assistant; or one year of experience in maintaining and reviewing fiscal records; or any equivalent combination of experience and training.</li>
<li>Thorough knowledge of bookkeeping principles and practices.</li>
<li>Knowledge of modern office practices and equipment.</li>
<li>Some knowledge of accounting principles and methods.</li>
<li>Ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately.</li>
<li>Ability to prepare financial reports and statements.</li>
<li>Ability to apply and adapt established methods to financial transactions.</li>

The individual in this position has specific Case Management responsibilities for all assigned consumers who are approved for Mental Health-Intellectual Disabilities Services. Case Management responsibility is from intake to discharge.

Responsibilities
<ul><li>Provide case management services including intake and referral to service providers, to consumers with intellectual disabilities who may be residing in the community, community living arrangements, state center, private licensed facilities and intermediate care facilities for the intellectually disabled.</li>
<li>Assure that certain activities are completed to ensure the appropriate placement of consumers into waiver services including the development of an intake/referral procedure, arranging for applicant screening, arranging for eligibility determination by the County Assistance Office, developing a waiver plan of care in conjunction with the fiscal unit, and offering beneficiary of choice.</li>
<li>Develop and maintain consumer records including evaluation materials, progress reports and financial information.</li>
<li>Develop a Case Management Service Plan at least annually for each assigned consumer.</li>
<li>Develop and Individual Program Plan to be incorporated into the case record and update this plan at least annually for each waiver consumer.</li>
<li>Track and monitor the implementation of the service plan.</li>
<li>Monitor progress of service plans for each consumer in community and residential programs by attending agency staffing, program meetings, and direct consumer contact.</li>
<li>Conduct periodic reviews of waiver, residential and day programs.</li>
<li>Consumer advocacy.</li>
<li>Serve as a liaison to York/Adams consumer residing in the state center.</li>
<li>Provide supportive services to waiver and non-waiver consumers and their families when in need of specialized and/or generic services. Do referrals as appropriate.</li>
<li>Participate in training conferences as requested.</li>
<li>Respond to inquiries regarding services and refer when appropriate
</li><li>Participate, as requested, with county office administrative staff in the development of the county plan as it relates to the IDD unit and waiver programs and in IDD policy development as requested.</li>
<li>Participate in officer coverage duty as required during regular working hours.</li>
<li>Perform related work as required.</li>
</ul>Essential Requirements
<ul><li>A bachelor's degree with a social welfare major; or a bachelor's degree which includes or is supplemented by successful completion of 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences with a combination of experience and training which includes one year of case management experience in a public or private social services agency; or six months of experience as a County Caseworker 1; or any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.</li>
<li>Knowledge of current social case management principles, techniques, and methods.</li>
<li>Knowledge of current social, economic, and health problems and resources and the recognition of their impact on the growth and development of people.</li>
<li>Knowledge of individual and group development and behavior and ways of working effectively with adults and children who have social, economic, emotional, or health problems.</li>
<li>Knowledge of the basic principles and methods of program interpretation and community organization.</li>
<li>Knowledge of social welfare policy and law as they relate to agency function and purpose and societal structures.</li>

Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES
<ul><li>Responsible to assist assigned individuals to obtain needed mental health services as well as adequate food, housing, medical care, employment, education and recreation.</li>
<li>Responsible to adhere to the following priority order in exploring resources which may help individuals enhance his/her ability to live independently:
<ul><li>Family, friends and neighbors</li>
<li>Local community groups and service organization; and</li>
<li>Specialized mental health and other rehabilitative service providers</li>
</ul></li><li>Responsible to identify with each consumer his/her strengths, needs and interest in developing a Community Service Plan.</li>
<li>Responsible to identify with each individual and document in the Community Service plan the precipitants leading to exacerbation of his mental illness. Caseworker will help person plan strategies to avoid these factors, should the individual choose to do so. Collaterals and clinical material may be consulted to insure that circumstances which have led to past hospitalizations are understood and re-hospitalization can be avoided.</li>
<li>Responsible to establish and maintain contact with each consumer&rsquo;s family and friends in order to enhance his/her social support network, as long as the individual agrees that such contact may occur.</li>
<li>Responsible to assist each individual in identifying activities, which would increase his marketable skills or enhance his vocational or educational status.</li>
<li>Responsible to maintain face-to-face and telephone contact with assigned consumers and collaterals, preferable weekly intervals between consumer contacts must not exceed two weeks.</li>
<li>Responsible to spend 70% of working hours in contact with assigned persons and collaterals, including travel time.</li>
<li>Responsible to spend at least 50% of working hours outside of the office.
</li><li>Responsible to spend no more than 25% of working hours attending meetings and completing paperwork.</li>
<li>Responsible to develop an Intensive Case Management record for each assigned person using prescribed OMH forms, documenting activities, progress and outcome. Level of functioning must be documented quarterly.</li>
<li>Responsible to participate in individual and group supervision as scheduled. Responsible to meet with consultant psychologist once monthly for group supervision.</li>
<li>Responsible to attend training opportunities designated by OMH for Intensive Case Managers and other training as directed by the County Programs.</li>
<li>Responsible to participate with County Administrative Staff in the development of the County Plan, specifically in identifying unmet consumer needs and suggestive modifications to existing services.
