Summary:
The Public Affairs Photographer will support the Offset Systems Group (OSG) JV&rsquo;s contract efforts for the Support Base Services (SBS) contract to the United States Army Garrison (USAG) in Fort Riley, KS. OSG is a joint venture between OSS and Yorktown Systems Group, Inc. (YSG). 

The Public Affairs Photographer will provide services to the United States Army Garrison (USAG) and the 1st Infantry Division Public Affairs Office (PAO) at Fort Riley, KS. The Duty First Editor will support the Installation Management Command (IMCOM) who is responsible for providing support base services to the United States Army, which includes supporting Active Component (AC) deployments/redeployments and re-stationing, and Reserve Component (RC) mobilizations/deployment/redeployment and demobilizations. IMCOM accomplishes this mission through United States (US) Army Garrison staffs which have historically been augmented during surge mobilizations/deployments with RC soldiers that could only be ordered to remain on active duty for a limit period of time. As part of the Army&rsquo;s long-term remedy, the Continental United States (CONUS) Support Base Services (CSBS) contract was awarded. The objective is that all Soldiers are satisfied with the service transition for Mobilizations and Demobilizations. 

Specific duties may include, but are not limited to:
<ul><li>Assist the Public Affairs Office (PAO) with timely, efficient support for complete news releases, in-depth news and feature articles, edit copy, design pages, media layout development, assumes responsibility for grammatical accuracy, clarity, completeness, appropriateness for intended audience, and conformity to established standard format guidelines of publication, IAW AR 360-1 and Associated Press (AP) Style Guide.</li>
<li>Coordinate, synchronize, oversee, report and brief (as required) on all command information requests and missions throughout Division and Garrison level.</li>
<li>Shall work with the government editor to adjust strategy of publication accordingly.</li>
<li>Shall use computer applications, computer generated graphics, available software packages for innovative designs that are prepared camera-ready for reproduction.</li>
<li>Perform archival functions to maintain the Divisions Audiovisual Information Library including cataloging and indexing all audiovisual products.</li>
<li>Shall provide other general editing services for the newspaper as well as other audio/visual formats as required.</li>
<li>Serve as a journalist in the 1st Infantry Division Public Affairs Office. Shall be responsible for all production elements of that office's publications and/or printed materials. The performance outcome is to provide complete timely and efficient support to photojournalist services, and to provide support for news releases, indepth news and feature articles, copy/edit services, publication layout, assists with the distribution of approved Public Affairs command information messages through radio, video and television, catalogs media archives and audio/visual equipment user level maintenance.</li>
<li>Support the PAO in providing hometown news release services.</li>
<li>Perform various technical duties involved in communicating information through visual means.</li>
<li>Shall train and assist Public Affairs personnel on Adobe Creative Suite 5 and 6.</li>
<li>Shall practice good personal hygiene and maintain a clean and neat appearance; attire shall be appropriate for the applicable work environment, and shall be clean, neat and void of rips, tears, and holes. For safety reasons, open toe shoes are not allowed; footwear shall comply with mission and OSHA requirements.</li></ul>

<ul><li>Must have documented and relevant knowledge, skills, and experience as outlined in this announcement.
</li><li>Must be able to select from a range of standard photographic equipment for assignments demanding exact renditions, normally without opportunity for later retakes, when there are specific problems or uncertainties concerning lighting, exposure time, color, or artistry.</li>
<li>Able to discuss technical requirements and customize treatment for each situation according to a detailed request, vary camera processes and techniques, and use the setting and background to produce esthetics, as well as accurate and informative pictures.</li>
<li>Must have working knowledge of personal computers, and be familiar with the Adobe Creative Suite including InDesign, Illustrator, Photoshop and Lightroom software packages.</li>
<li>Capable of using specialized hardware and/or software for video/audio capture and editing of multimedia presentations, incorporates principles of layout design throughout the courseware production process, and is responsible for quality control, review and revision of all aspects of graphics development.</li>
<li>Must be able to speak, write and read the English language sufficiently enough to perform the service requirements of this position.</li>
<li>Must be able to communicate with Government military and civilian personnel.</li>
<li>Must be able to perform basic addition and subtraction functions and have the ability to accurately report fire or other emergency conditions as required.</li></ul>

<div>Job Description: 
Azerbaijani Associate Language Instructor will assist the 1st Special Forces Command which has an ongoing requirement for web-based, Distance Learning (DL) foreign Language, Regional Expertise, and Cultural (LREC) instruction and LREC program support services. 
 
Specific duties may include, but are not limited to:
<ul><li>Provide tailored and modular web-based language instruction to improve foreign language speaking and listening skills increasing ACTFL or Oral Proficiency Interview (OPI) scores by 1/2 a point or more.</li>
<li>Provide web-based instruction in listening, reading, writing, and speaking skills, as well as regional and culture subjects, using modern communicative methodology. Instructors shall develop learning materials, as required. Instructors shall employ computer skills to organize data and teaching materials.</li>
<li>Primarily execute ad hoc tutoring sessions based on student requirements. Teach language curriculum based on designated POI in some cases.</li>
<li>Possess the ability to teach on the spot upon contact with the student based on student interest and levels varying from ILR 0+ - 3, take attendance, make daily annotations of student's learning and behavior progress or lack of, develop weekly progress reports.</li>
<li>Review, correct, and grade daily homework, discuss and provide feedback to the student.</li>
<li>Review, distribute, and grade assessments/quizzes if requested by the student when assigned.</li>
<li>Maintain a positive and professional web-based learning environment, telephonic environment, chat message environment address student behavior/attendance concerns with site lead, and utilize designated materials mentioned in POI and other products approved by GOVT to support instruction.</li>
<li>Collaborate with Site Lead, POI analyst, or Language Instructional Developer to address student and curriculum gaps.</li></ul> 
 
 
Required Qualifications:
<ul><li>Instructor must have access to a computer, a webcam, a headset with a microphone, a phone or smart tablet, and a wired high-speed internet connection.</li>
<li>Instructor is required to have a phone that can send and receive SMS text notifications.</li>
<li>Experienced and knowledgeable in language and cultural education.</li>
<li>Measurable past performance of improving students speaking and listening capabilities.</li>
<li>Thorough understanding of customs and cultural components pertaining to the target language common to its region of predominate use.</li>
<li>Native or near native language capability.</li>
<li>Practice customs and culture common to the target language and its region of predominate use.</li></ul> 
 
English Language Qualifications:
<ul><li>Completed formal study of the English Language and achieved the score indicated on any of the below:</li>
<li>At least ILR level 2 as measured by DoD test.</li>
<li>A score of 553 on the Test of English as a Foreign Language (TOEFL) PBT, or TOEFL iBT score as follows: 83 minimum overall and at least 20 each in Reading, Listening, Speaking, and Writing.</li>
<li>A score of no less than 82 on the English Comprehension Level (ECL) test.</li>
<li>At least a proficiency level 2 or Advanced-Low (ACTFL) on an OPI.</li></ul> 
 
Target Language Qualifications:
<ul><li>Language Instructor will possess general professional proficiency (a language rating of ILR level 2+ or ACTFL Advanced-High) or higher in the specified foreign language.</li>
<li>Proficiency will be demonstrated by one of the following:</li>
<li>Oral Proficiency Interview (OPI) or 2-skill OPI from the DLIFLC.</li>
<li>An interview certified by the American Council on the Teaching of Foreign Languages (ACTFL).</li>
<li>Defense Language Proficiency Test.</li>
</ul>
Desired Qualifications:
