Access Control Specialist

This position is specialized regulatory compliance work performing identity management and security credentialing, including the inspection, collection, and transmission of biographical data and biometric information related to the authorization of airport access. This position functions as a designated 'Trusted Agent,' a federal status granted upon the successful completion of training approved by the Transportation Security Administration (TSA). The position applies comprehensive knowledge of federal regulations and the Airport Security Program (ASP) to audit and process requests for Security Identification Display Area (SIDA) badges, Air Operations Area (AOA) driver permits, and secured area credentials for air carriers, tenants, concessionaires, contractors, and federal employees. Contacts require exceptional customer service with the ability to manage difficult situations while guiding stakeholders through complex security vetting processes. The work involves the execution of tasks governed by Standard Operating Procedures (SOPs) and federal statute, requiring consistent adherence to established protocols. Discretion and judgment are required to identify fraud, verify eligibility, and ensure compliance. The work is performed in a controlled, public-facing office environment. The position requires technical proficiency to operate specialized computer equipment and software to manage the airport access control system, the intelli-key system, and biometric capture technology. Work is performed under general supervision by exercising independent judgment to facilitate customer needs subject to strict federal regulations, policies, and procedures. This position reports to the Access Control Manager within the Public Safety and Security Department.

Essential Functions

· Manages biometric intake and data transmission, capturing high-fidelity fingerprints and submitting badge applications to federal agencies for mandatory Security Threat Assessments (STA) and Criminal History Records Checks (CHRC).

· Oversees continuous vetting operations by maintaining federal Rapback subscriptions and performing annual biometric reviews to ensure real-time monitoring of criminal history updates.

· Executes strict identity verification in compliance with federal I-9 standards and TSA acceptable document lists, ensuring zero-gap authentication of government-issued credentials.

· Administers the Identity Management System by populating and verifying applicant data to prevent database errors and ensure the integrity of the Access Control System.

· Manages secure SIDA personnel files, ensuring the documentation of all training, vetting results, and application materials to support regulatory audits.

· Controls the assignment of badge access levels based on strict operational necessity and the "principle of least privilege," authorizing issuance only after successful vetting.

· Validates Authorized Signatory approvals on all applications prior to processing, ensuring strict adherence to the JAA-approved signatory list and regulatory requirements.

· Manages the billing and cost-recovery framework, ensuring the accurate submission of revenue transactions for badging fees, fingerprinting services, and regulatory fines.

· Adjudicates AOA driving privileges by evaluating annual Motor Vehicle Records (MVR) and enforcing driver eligibility standards for the Airfield Operations Area.

· Executes comprehensive regulatory audits of badge records to ensure continuous compliance with TSA mandates and 49 CFR Part 1542.

· Enforces immediate revocation protocols for expired, terminated, or lost badges to maintain the integrity of the Secure Area and prevent unauthorized access.

· Facilitates and certifies federally mandated SIDA training, ensuring all personnel possess the required security knowledge prior to receiving unescorted access privileges.

· Adjudicates background check results to identify Disqualifying Criminal Offenses (DCOs) and immediately escalates potential security threats to management for final determination..

· Collaborates on the inventory and auditing of high-security assets, including the Intelli-Key system and airfield vehicle placards, to identify and correct potential vulnerabilities.

· Ensures daily financial reconciliation and reporting for fiscal accuracy, preparing all necessary documentation for audit readiness by the JAA Finance Department.

· Compiles and analyzes statistical compliance reports for JAA leadership and stakeholders, including badging throughput data and authorized parking validations.

· Serves as the primary operational liaison for JAA personnel, tenants, and airlines, resolving complex credentialing inquiries and facilitating compliance.

· Participates in special projects and assumes other responsibilities as directed to support the department’s strategic security objectives

Knowledge, Skills & Abilities

· Comprehensive knowledge of federal aviation security regulations, specifically 49 CFR Parts 1542 and 1544, and the ability to interpret and apply TSA Security Directives (SDs), Information Circulars (ICs), National Amendments (NAs), and Policy Clarification Notices (PCNs).

· Specialized proficiency in utilizing federal and state vetting portals, including the Designated Aviation Channeler (DAC), Fingerprint Result Distribution (FDR) systems, Rapback monitoring, and law enforcement databases (DMV/NCIC).

· Advanced understanding of Authorized Signatory responsibilities, enabling the ability to audit, train, and enforce signatory compliance among tenant organizations.

· Proficiency in Identity Management Systems (IDMS) and Access Control Systems (ACS) as well as a strong computer literacy, including intermediate-to-advanced proficiency in Microsoft Office Suite for data analysis, financial reconciliation, and compliance reporting.

· Capable of delivering high-level customer service while strictly enforcing regulatory denials when necessary.

· Ability to maintain high-precision accuracy in a fast-paced environment characterized by frequent interruptions and competing security priorities.

· Strong critical thinking and problem-solving skills, with the ability to identify "red flags" in background checks and resolve complex badging discrepancies independently.

· Unwavering commitment to confidentiality, specifically regarding the protection of Personally Identifiable Information (PII), Sensitive Security Information (SSI), and Criminal History Records Information (CHRI).

Required Education & Experience

· High School diploma or its equivalent and

· Three (3) years of progressively responsible administrative or operational experience involving complex record keeping, application processing, or regulatory compliance.

Preferred Education & Experience

· Associate’s degree in aviation management, criminal justice, public administration, or a related field.

· Experience working specifically within airport operations, aviation security (TSA/Airline), or law enforcement credentialing.

· Experience managing high-volume customer interactions (phone and walk-up) where attention to detail and adherence to strict rules or policies was required.

· Hands-on experience with Software House CCURE 9000 (or similar enterprise Access Control Systems) and Intellisoft AirportICE (or similar Identify Management Systems).

· Previous experience operating livescan fingerprinting hardware and trusted identity document scanners.

· Possession of the AAAE "ACE-Trusted Agent" certification.

Work Environment

Work is primarily performed in a professional, secure indoor office environment utilizing a dedicated sit-down desk configuration. This position is required to remain in a stationary position for extended periods to process high volumes of applicants, utilizing a computer, digital camera, and biometric fingerprint scanner. Physical requirements include the ability to move freely around the office to facilitate training or retrieve records, as well as the occasional lifting or carrying of office supplies and badging consumables weighing up to 25 pounds. The role requires significant manual dexterity for precise data entry and equipment operation. Must be able to perform the essential functions of the position with or without reasonable accommodation.

Pay: $25.00 - $26.00 per hour
