Accountant & Compliance / Regulatory Affairs Advisor

Purpose of Engagement To appoint a qualified Compliance & Regulatory Affairs professional who will ensure that Al-Mauiza Foundation and all its projects (including Understand Qur’an Global – Pakistan) remain fully compliant with all statutory, tax, and regulatory obligations under Pakistani law. This resource will take full ownership of this function, ensuring the Foundation’s compliance framework remains updated, proactive, and transparent at all times.

Scope of Work / Responsibilities

A. Accounting & Financial Management

  • Maintain accurate financial records, ledgers, and supporting documentation.
  • Prepare monthly, quarterly, and annual financial statements.
  • Manage accounts payable and receivable.
  • Ensure proper recording of all income and expenses.
  • Reconcile bank statements on a monthly basis.
  • Prepare and process payroll in coordination with HR.
  • Monitor cash flow and prepare financial forecasts.
  • Maintain fixed asset register.
  • Support budget preparation and monitor budget utilization.
  • Ensure proper documentation for audits.
  • Liaise with external auditors and support annual audit processes.

B. SECP – Section 42 Annual & Ongoing Compliance

  • Ensure timely submission of annual returns, audited accounts, and statutory forms under the Companies Act, 2017, and subsequent Companies Regulations.
  • Maintain updated statutory records (including but not limited to Form 29, Form A, minutes, resolutions, register of directors, etc.).
  • Liaise with SECP for renewal of license under Section 42(3) and ensure compliance with license conditions.
  • Oversee board governance practices and advise management on corporate secretarial best practices.
  • Track regulatory amendments and update internal policies accordingly.

C. FBR – Taxation & Exemption Compliance

  • Ensure timely filing of annual income tax returns and withholding statements.
  • Oversee exemption processes under Section 2(36) and Section 100C of the Income Tax Ordinance, 2001.
  • Liaise with FBR for status renewals and compliance with audit or inquiry requirements. • Maintain documentation necessary for tax exemption, donations, and statutory correspondence.

D. Charities Commission (ICT / Provincial)

  • Manage registration and renewals under the Voluntary Social Welfare Agencies (Registration and Control) Ordinance or equivalent provincial acts.
  • Submit annual reports, donor disclosures, and governance declarations as required.
  • Ensure activities and expenditures align with approved objectives and permissible scope.

E. Pakistan Centre for Philanthropy (PCP)

  • Lead the PCP certification or renewal process for the Foundation.
  • Prepare documentation, policies, and evidence for evaluation in governance and program delivery.
  • Maintain active communication with PCP for ongoing compliance and updates.

F. Other Statutory & Regulatory Bodies

  • Liaise with relevant banks, auditors, and government agencies for compliance documentation and certification requirements.
  • Ensure adherence to Anti–Money Laundering (AML) and Counter–Terrorism Financing (CTF) regulations applicable to non-profit entities.
  • Maintain all licenses, NOCs, and registrations in current and valid status.
  • Prepare and update the Foundation’s compliance manual and regulatory calendar.

Qualifications & Experience

  • Bachelor’s or Master’s degree in Accounting, Finance, Commerce, or related field.
  • Minimum 3–5 years of relevant experience in accounting and regulatory compliance.
  • Strong knowledge of Pakistani tax laws and regulatory framework.
  • Experience with NGOs preferred.
