Accountant cum Procurement & Contracts Officer

Job Summary

We are looking for a multi-skilled professional to manage accounting, procurement, and contract administration within a construction/contracting environment.

The ideal candidate will ensure cost control, proper procurement processes, and strong contract management, while maintaining accurate financial records and supporting project operations.

Key Responsibilities

1. Accounting & Finance

  • Manage day-to-day accounting operations (AP, AR, GL, bank reconciliation)
  • Prepare monthly financial reports, cash flow statements, and forecasts
  • Handle client invoicing, payment follow-ups, and receipt tracking
  • Monitor project-wise expenses (materials, labour, subcontractors)
  • Manage advance payments, retention, and final accounts
  • Ensure compliance with UAE VAT (5%) and statutory requirements
  • Process payroll, WPS, and staff expense claims
  • Support audit preparation and financial reporting

2. Procurement Management

  • Handle end-to-end procurement process:
  • RFQs (Request for Quotation)
  • Quotation comparison
  • Negotiation with suppliers
  • Finalization of vendors
  • Prepare and issue LPOs (Local Purchase Orders)
  • Track material deliveries and supplier performance
  • Maintain approved vendor/supplier database
  • Ensure procurement aligns with:
  • Project budget
  • Required specifications
  • Cost optimization targets
  • Coordinate with site and engineers for material requirements planning

3. Contracts Administration

  • Assist in preparing and managing:
  • Subcontract agreements
  • Supplier contracts
  • Service agreements
  • Ensure all contracts include:
  • Scope clarity
  • Payment terms
  • Penalty clauses
  • Warranty obligations
  • Track contractual milestones, deliverables, and payment terms
  • Monitor subcontractor performance and compliance
  • Support in handling:
  • Variations / change orders
  • Claims and disputes (basic level)
  • Maintain proper contract documentation for audit and compliance

4. Cost Control & Commercial Support

  • Monitor budget vs actual project costs
  • Identify cost-saving opportunities in procurement and execution
  • Support management with:
  • Cost reports
  • Financial insights
  • Supplier comparisons
  • Ensure profitability control across projects

5. Administration & Compliance

  • Maintain organized financial and contractual documentation
  • Handle:
  • Trade license renewals
  • Insurance coordination
  • Employee records (basic HR support)
  • Ensure compliance with:
  • Dubai Municipality (DM) requirements
  • MBRHE procedures (if applicable)
  • Support QMS / ISO documentation and audit readiness

Required Qualifications

  • Bachelor’s Degree in Accounting / Finance / Commerce
  • Minimum 3–5 years UAE experience in construction/contracting company
  • Strong knowledge of:
  • Construction accounting
  • Procurement processes
  • Contract administration basics
  • Proficiency in:
  • Advanced Excel
  • Accounting software (Tally / Zoho / QuickBooks / ERP)

Preferred Skills

  • Experience in:
  • Subcontractor management
  • Supplier negotiations
  • Cost control in construction projects
  • Familiarity with:
  • DM / DEWA / MBRHE workflows
  • Ability to read and understand basic technical documents/contracts

Key Competencies

  • Strong commercial awareness and cost control mindset
  • Excellent negotiation skills (critical for procurement)
  • High attention to detail and accuracy
  • Ability to handle multiple roles in SME environment
  • Good coordination with engineers, suppliers, and management
