DESCRIPTION

The Accounting Analyst II - Grants Fund, plays a critical role in supporting the financial stewardship of grant-funded programs by managing budgets, monitoring expenditures, ensuring compliance with federal, state, and local regulations, and preparing accurate financial reports. This position collaborates closely with program managers and district leaders to provide fiscal guidance throughout the grant lifecycle, from proposal development through closeout. By analyzing financial data and identifying potential risks, the Accounting Analyst II- Grants Fund, helps ensure transparency, accountability, and effective use of public funds.

MINIMUM QUALIFICATIONS

A combination of education and experience may be considered.

Education:

  • Possession of a Bachelor’s degree in Accounting , Finance, Business Administration, or Public Administration from an accredited college or university .

Experience:

  • Four years of budget analysis, forecasting, accounting, auditing, or finance work experience.

Education:

  • Possession of a Master’s degree in Accounting , Finance, Business Administration, or Public Administration from an accredited college or university .

Certification/Licensure:

  • Certified Public Accountant (CPA)

Experience:

  • Progressively responsible experience in grant accounting, governmental accounting, public finance, or school district finance.

  • Direct experience managing federal and/or state education grants (e.g., Title I, IDEA, ESSER) strongly preferred.

ESSENTIAL POSITION RESPONSIBILITIES

  • Manage the fiscal administration of assigned federal, state, and local education grants from award through closeout, ensuring compliance with HCPSS policies and grantor requirements.

  • Monitor spending trends, staffing allocations, and budget balances to ensure grants remain fiscally sound and sustainable throughout the award period .

  • Analyze expenditures to ensure alignment with approved grant applications, allowable cost principles (e.g., Uniform Guidance), and district financial procedures.

  • Collaborate with principals, program managers, and central office departments to provide ongoing fiscal guidance that supports instructional programs and equitable resource allocation .

  • Reconcile grant accounts monthly, quarterly, and annually, to maintain accurate financial records and promptly resolve discrepancies.

  • Prepare and submit reimbursement requests, financial status reports, budget amendments, and year-end closeout documentation within established timelines.

  • Ensure compliance with federal and state education regulations, including documentation requirements for time and effort reporting, procurement standards, and supplement-not-supplant provisions and support internal and external audits and monitoring visits.

  • Review grant budgets in collaboration with program leaders during the application and amendment cycles, interpret grant regulations and provide guidance to non-fiscal staff, recommend budget revisions or corrective actions based on financial analysist, and maintain organized documentation systems to support transparency and accountability.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

  • Federal & State Regulations: Deep familiarity with 2 CFR 200 (Uniform Guidance), Education Department General Administrative Regulations (EDGAR), and specific Maryland State Department of Education (MSDE) grant requirements.

  • Grant Life Cycle: Comprehensive understanding of the phases of grant management, from pre-award application and budget development to post-award monitoring and final closeout.

  • Compliance Frameworks: Strong knowledge of Supplement-not-Supplant provisions, Maintenance of Effort (MOE), and Time and Effort reporting standards.

  • Public Sector Accounting: Understanding of fund accounting principles, specifically as they apply to K-12 public education and local government (HCPSS) financial policies.

  • Procurement Standards: Knowledge of federal and local bidding and purchasing requirements to ensure all grant-funded expenditures are "allowable, allocable, and necessary."

  • Financial Analysis & Forecasting: Ability to monitor spending trends, project future staffing costs, and identify potential deficits or surpluses before they become issues.

  • Technical Reporting: Proficiency in preparing complex financial status reports (FSRs), reimbursement requests, and budget amendments with high mathematical accuracy.

  • Software Proficiency: Advanced skill in Microsoft Excel (pivot tables, VLOOKUPs, data modeling) and large-scale Enterprise Resource Planning (ERP) or financial management systems (e.g., Workday, Oracle, or SAP).

  • Reconciliation: Expert-level ability to cross-reference grant accounts against general ledgers to identify and resolve discrepancies promptly.

  • Collaborative Consultation: The skill to translate complex fiscal regulations into actionable advice for "non-fiscal" staff, such as principals or instructional leads.

  • Attention to Detail: The ability to maintain meticulous documentation systems that can withstand the scrutiny of internal and external audits.

  • Strategic Thinking: Ability to evaluate how budget revisions and resource allocations impact long-term program sustainability and equitable student outcomes.

  • Prioritization & Time Management: The capacity to manage multiple grant portfolios simultaneously while meeting strict federal and state statutory deadlines.

  • Ethical Judgment: Maintaining a high degree of integrity and transparency when handling public funds and ensuring strict adherence to accountability standards.

  • Effective Communication: Ability to facilitate meetings with diverse stakeholders to align fiscal management with instructional goals

Working Hours

  • The duty day for this position is 8 hours including a one hour duty-free lunch.

EMPLOYMENT INFORMATION

Compensation

This is a 12 -month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 2 6 on the Technical Central Office and School Based salary scale, $ 102,370 - $ 154,260 . Step placem ent will be in acc ordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

Telework Program

This position is eligible to participa te after th e first 120 working days of employment. Telework schedules will be subject to approval and determine d by the d epartment and/or supervisor.

Retirement

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary .
