SUMMARY
The Accounting and Human Resources Specialist, a member of the administrative support team, plays a vital behind-the scenes role. The individual in this position is responsible for employing GAAP and Library best practices and performing various accounting and human resource functions while upholding the highest standards of confidentiality, accuracy, and accountability. Duties may require independent judgement and action within specific parameters.
To perform this job successfully, an individual in this position must adhere to the Library’s mission, vision, and core values and be able to meet or excel in the following representative responsibilities, knowledge, and abilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Assists Finance and Human Resources Manager with various accounting and human resource related duties.
  • Interprets and applies accounting policies, rules, and regulations to all work in order to ensure compliance with applicable standards.
  • Processes highly accurate and timely biweekly payroll, including ensuring compliance with federal, state, and local employment regulation, as well as issuing payroll-related disbursements.
  • Serves as a knowledgeable and approachable resource for staff payroll and benefit questions.
  • Processes biweekly accounts payable, including review and payment of vendor invoices.
  • Ensures invoices are properly coded and aligned with accounting standards and internal controls.
  • Communicates with vendors for problem resolution.
  • Tracks receipt of materials on purchase orders.
  • Maintains vendor W-9 files and processes 1099s.
  • Supports HR processes such as onboarding, offboarding, benefit changes, and personnel updates.
  • Assists with audits, reporting, data analysis, and required regulatory filings.
  • Maintains confidentiality of all financial and human resource data.
  • Maintains organized and transparent accounts payable and payroll files.
  • Adheres to all Library policies and procedures.
  • Supports and applies the Library strategic plan.
  • Works occasional evenings and weekends as needed.
  • Performs related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES
  • Strong knowledge of Generally Accepted Accounting Principles (GAAP) and employment laws.
  • Knowledge of library policies, procedures, and best practices.
  • Exceptional attention to detail and commitment to accuracy.
  • Reliability and strong organizational skills.
  • Ability to work and communicate effectively with the public and employees.
  • Skilled in the use of computers and accounting software.
  • Integrity, discretion, and respect when handling sensitive information.
  • A collaborative mindset and appreciation for public service work.
  • Comfortable working independently while supporting a team-oriented environment.
  • Ability to be flexible and creative in a rapidly changing environment.
  • Must be able to lift, stack, and carry up to 30 lbs.
EDUCATION, EXPERIENCE or OTHER Qualifications include:
  • Bachelor’s Degree (Bachelor’s Degree in Accounting or Business Management preferred)
  • Additional training in Human Resources and employee benefit systems
  • Three years of accounting experience, specifically accounts payable and payroll (Governmental or Nonprofit Accounting preferred)
  • Valid Michigan Driver’s License and/or available transportation
