Definition
Under direction, plans, supervises and participates in the daily operations and activities of CCCERA’s Accounting Department; assists with the development and management of CCCERA’s financial transactions, record keeping, investment accounting, and pension payroll processes; recommends and implements policies, procedures and practices; performs a variety of complex professional accounting duties including the preparation of diverse financial statements, and working with external auditors on accounting matters; and performs related duties as required.
Supervision Received and Exercised
Receives direction from the Accounting Manager. Provides direct supervision to technical accounting staff.
Class Characteristics
This is a full supervisory class; while assignments in this class focus on supervision, responsibilities also include organizing and overseeing accounting operations within the Accounting Department. The Accounting Supervisor is distinguished from the Accounting Manager in that the latter is a member of the management team for CCCERA with responsibility for managing, directing, planning, coordinating, and organizing the activities of the Accounting Department. The Accounting Supervisor is the first line supervisor of the department, performing the higher level tasks, and responding to staff requests for assistance on complex accounting related issues.

Plans, organizes, administers, reviews and evaluates the work of assigned staff to ensure operational goals are met; assigns work according to changes in workload priorities.

Assists with the development and management of CCCERA’s financial system and transactions, record keeping, investment accounting, and pension payroll processes; interprets and applies policies and procedures; ensures all transactions are compliant with mandated and CCCERA rules and regulations.

Supervises, documents and trains staff on CCCERA’s accounting practices and operational procedures; reviews and audits the work of subordinates to ensure compliance with regulations and procedures

Participates in the selection of, trains, motivates and evaluates assigned staff; provides or coordinates staff training; works with employees on performance issues; implements discipline and termination procedures.

Assists in evaluating, developing and implementing department goals, objectives, policies and procedures.

Evaluates the accounting group’s operations; recommends improvements and modifications; prepares various reports on operations and activities; considers resource availability; negotiates timelines as needed.

Researches and resolves a variety of accounting issues related to general accounting, investments, electronic filing of payroll taxes, 1099’s, accounts payable, security lending and retirement payroll.

Ensures the provision of quality customer service; resolves difficult or sensitive issues.

Serves as the primary contact and liaison with external auditors; receives document requests from the auditor; provides the necessary materials; responds to questions from auditors during the audit process; reviews audit reports and provides comments/feedback to management; assists in implementing and monitoring auditor recommendations.

Assists in the preparation and publication of CCCERA’s Annual Comprehensive Financial Report (ACFR) and the State Controller’s Report; analyzes and reconciles financial data; prepares notes and narrative.

Assists the Accounting Manager with special projects as assigned.

Performs related duties as required.
SUPPLEMENTAL INFORMATION
This position has 5 steps in the salary range. CCCERA generally starts new hires at step 1, or step 2 based on qualifications. The salary increase from step 1 to step 2 is assessed at 6 months and annually thereafter.
After an initial training period, CCCERA allows employees to request to work remotely up to 2 days per week. Everyone is required to work in the office on Tuesdays.
