Palm Harbor Fire Rescue is an independent special district serving the unincorporated community of Palm Harbor in northern Pinellas County, Florida.

About the Position
This is a hands-on position responsible for performing and overseeing all financial and administrative operations of the District. The Accounting/Payroll Manager personally processes weekly payroll, accounts payable, and accounts receivable, while maintaining all general ledger and reporting functions.
Public accounting experience is required, as this position manages the full accounting cycle and ensures compliance with Florida Statutes, GASB standards, and governmental reporting requirements.
This is not a supervisory or policy-only position—it is ideal for a highly skilled and detail-oriented professional who enjoys working independently, managing all aspects of District finances, and building efficient, automated processes that improve organizational workflow and transparency.
Key Responsibilities
- Manage all aspects of fund accounting, A/P, A/R, payroll, and financial reporting
- Prepare the annual budget, three-year forecast, and annual financial report (AFR)
- Coordinate the independent audit and serve as liaison to the Auditor Selection Committee
- Oversee Truth in Millage (TRIM) filings (DR-420, DR-422, DR-487) and ensure compliance with state deadlines
- Support the Firefighters’ Pension Board (Chapter 175) and related reporting
- Maintain financial policies, purchasing procedures, and strong internal controls
- Streamline and automate processes to improve accuracy and reduce manual workload
- Provide administrative support for insurance, contracts, records, and board meetings
Minimum Qualifications
- Bachelor’s Degree in Accounting, Finance, or related field
- Minimum 5 years of progressive experience in governmental accounting or finance
- Strong understanding of fund accounting (GASB) and public budgeting
- Experience preparing for or managing external audits
- Advanced Excel skills and proficiency in accounting software (QuickBooks or similar)
- Excellent attention to detail and ability to manage multiple deadlines independently
- Must pass Criminal Justice Information Services (CJIS) background check
Preferred Qualifications
- Certifications: CPA, CGFO, CPFO, or CGFM
- Experience with Florida special districts, TRIM filings, and Chapter 175 pension plans
- Demonstrated success in creating automated workflows and process improvements
What We Offer
- Starting Salary: $95,800 with a five year step plan. The current max salary after five years is $107,823 (subject to increase). In addition, the district provides several education incentives.
