Position Summary:

The Acquisitions/Procurement Subject Matter Expert will serve as a trusted advisor
providing specialized expertise in federal acquisition policy, procurement package
development, and IT systems acquisition support. This role will deliver comprehensive
acquisition support services, ensure compliance with Federal Acquisition Regulation (FAR)
and agency-specific policies, and contribute to the modernization of the Department's
acquisition governance framework.


Essential Duties and Responsibilities:

  • Provide expert guidance on federal acquisition policy, compliance, and procurement
    documentation.
  • Draft, edit, and finalize agency-specific templates for requirements documents, including Performance Work Statements (PWS), Statements of Work (SOW), and Statements of Objectives (SOO).
  • Collect and analyze program requirements; prepare acquisition packages in accordance with FAR and agency guidance.
  • Support the development of Independent Government Cost Estimates (IGCEs), Market Research Reports, Acquisition Plans, Justifications, and Annual Procurement Plan Forecasts.
  • Coordinate with Contracting Officer Representatives (CORs), program managers, and other stakeholders to gather input and ensure timely submission of complete, accurate procurement packages.
  • Establish and maintain centralized repositories for procurement documentation, version histories, and audit artifacts.
  • Conduct quality reviews of all procurement documentation to validate accuracy, consistency, and compliance.
  • Support the review, revision, and modernization of acquisition regulations (e.g., EDAR), templates, policies, and procedures in alignment with FAR updates, Executive Orders, OMB memorandums, and departmental guidance.
  • Conduct policy reviews, gap analyses, and provide recommendations to strengthen governance processes.
  • Assist in drafting, revising, and coordinating acquisition-related policies, SOPs, guidance documents, directives, and rulemaking documentation (e.g., NPRM, Final Rule).
  • Provide training and advisory support to program staff on procurement documentation
    standards, acquisition policies, and best practices.
  • Develop and maintain milestone schedules for procurement activities, tracking deliverables, dependencies, and ensuring alignment with acquisition planning timelines.
  • Support change management strategies, workforce training, and rollout of enterprise-wide acquisition lifecycle frameworks and standardized business processes.
  • Provide acquisition-related assessments, research, and consultation to improve mission outcomes, strengthen the acquisition workforce, and integrate modern technological solutions.

Knowledge and Critical Skills:

  • Extensive knowledge of the FAR, federal acquisition policies, and procurement documentation requirements.
  • Demonstrated experience in IT systems acquisition and federal procurement support.
  • Proven ability to conduct policy reviews, regulatory analyses, and acquisition governance updates.
  • Strong advisory, consultation, and training skills, with the ability to collaborate effectively across diverse program offices and stakeholders.
  • Exceptional attention to detail, organizational, and communication skills.

Education & Work Experience:

  • Advanced degree preferred.
  • Minimum 10 years of federal acquisition and contracting experience.
  • Previous experience in a Federal Civilian Agency contracting office.

Certifications, Licenses:

  • DAWIA Level III (or equivalent) strongly preferred.
  • PMP strongly preferred.

Special Requirement:

  • Must meet Contractor Security Vetting Requirements and maintain an active
    clearance throughout performance.

Work Environment:

  • Primarily remote with standard computer and communication equipment.
    Occasional on-site work at federal facilities may be required.

Physical Demands:

  • Ability to work on a computer for extended periods, attend virtual meetings, and
    produce written documentation. Must be able to lift up to 20 pounds occasionally.
