Activity Management Plan SME

SpecPro Sustainment and Environmental (SSE) is seeking an Activity Management Plan Subject Matter Expert (SME) to support the Air Force Installation and Mission Support Center. The Air Force utilizes Asset Management processes, procedures, and strategies to optimize infrastructure life-cycle management while balancing risk and fiscal constraints. The successful candidate will be part of the SSE team providing innovative solutions to execute the portfolio’s objectives.
The role will include supporting the Air Force Activity Managers and Sub-Activity Managers with the management of the specific asset product line and the development of asset management principles and execution of the requirement development and validation process.

What You'll Do:Responsibilities may include the following:
  • Demonstrate experience and knowledge of Activity Management, Requirement Identification, and Project Programming Programs or cross-Directorate programs.
  • Perform thorough review of submitted programming documents (DD Form 1391 & 1391C, Certificate of Compliance, and MILCON Replacement Calculations) to ensure compliance with the FSRM Programming Business rules and Programming Policy through a comment review matrix and facilitating changes/updates with USAF and USSF installations for repair projects.
  • Coordinate with base-level civil engineers, MAJCOMs, AFCEC, and other stakeholders to support project prioritization and execution.
  • Work with installations to inform on project development process and gain compliance with all applicable Air Force Instructions (AFI), Uniformed Facilities Criteria (UFC) and both the Air Force Comprehensive Asset Management (AFCAMP) and the FSRM DD Form 1391 Business Rules.
  • Support Requirement Identification by analyzing built infrastructure data, aggregating requirements, assessing asset performance predictions from Sustainment Management System (SMS), analyzing statistics and trends across portfolios, validating data, performing data management, and recommending enhancements to the process.
  • Review planning actions submitted through the Comprehensive Planning Platform (CPP) for compliance with programming policy.
  • Support development and maintenance of installation and enterprise Asset Management Plans (AMPs).
  • Analyze facility condition data, infrastructure risk, and sustainment requirements across facility portfolios.
  • Assist with prioritization of Facility Sustainment, Restoration, and Modernization (FSRM) projects.
  • Provide analytical support for Military Construction (MILCON) planning and project development.
  • Develop infrastructure investment scenarios and long-term facility strategies.
  • Support Program Objective Memorandum (POM) development and infrastructure investment planning.
  • Coordinate with Civil Engineer Squadrons, MAJCOM Civil Engineer staff, and AFCEC program offices.
  • Prepare analytical reports, data products, and leadership briefings related to infrastructure condition and investment strategies.
  • Support enterprise asset management initiatives and infrastructure optimization efforts.
  • Support program development processes by establishing document templates/tools, providing logistic support, training, and process refinement recommendations associated with the maturation of the portfolio.
  • Support the development of data analysis on funding trends, project execution risks, and cost variances.
  • Develop informative, professional project presentations, executive briefings, and metric reports.
  • Administrative and technical support to mid- to senior-level staff to prepare information briefs to higher headquarters and SAF levels.
What You Bring:Basic Qualifications:
  • Bachelor’s Degree.
  • 5+ years of related experience supporting DoD, Air Force, or federal facility/infrastructure programs.
  • Experience supporting infrastructure asset management, facilities planning, or civil engineering programs.
  • Ability to analyze large data sets and translate results into actionable infrastructure investment recommendations.
  • Proficiency with database management and Microsoft Excel, Word, and PowerPoint.
  • Strong analytical, organizational, and communication skills with ability to work independently and collaborate in a fast-paced government environment.
  • Excellent written and verbal communication skills with ability to develop clear and concise deliverables, presentations, briefs, and written reports.
  • Ability to adapt and develop innovative solutions to complex programming issues.
  • Understanding of cross-functional span of control over various civil engineering specialties and fields.
Preferred Qualifications:
  • Experience in a customer service, contractor environment.
  • Knowledge of Air Force mission and structure is preferred.
  • Experience with HHQ Project Authorization Tool (PAT), NexGen IT, and Sustainment Management Systems (SMS) such as BUILDER, PAVER, etc.
  • Experience supporting Department of Defense (DoD) or Air Force Civil Engineering programs.
  • Familiarity with Facility Sustainment, Restoration, and Modernization (FSRM) funding and project prioritization.
  • Knowledge of Military Construction (MILCON) planning processes.
  • Experience supporting Program Objective Memorandum (POM) development or capital planning processes.
  • A background in Air Force Civil Engineering and familiarity with project programming and DD Form 1391.
  • An existing NAC-I clearance or ability to receive clearance.
  • Ability to receive Secret level clearance.
This position involves routine customer engagements and may require on-site presence for meetings or working groups. The position will support a mixed government – contractor environment at Joint Base San Antonio – Kelly AFB and may require the ability to obtain a Secret security clearance. Travel may be required.
