Community Supervision Officer/Specialized Officer/Pre-Trial Officer
Basic Function:
The Community Supervision Officeris responsible and accountable to the Director and Supervisors of the Department,supervising a caseload comprised of felony and misdemeanor offenders placed oncommunity supervision in a manner consistent with TDCJ-CJAD standards,applicable laws and Department policy and procedures.
Essential Functions:
1. Responsible for the supervision of offenders assigned,implementing proper case management;
2. Maintains case files in accordance with office policyand procedures, TDCJ-CJAD standards and applicable laws;
3. Responsible for the proper implantation and maintenanceof the TDCJ-CJAD case classification system through the use of the Texas RiskAssessment System (TRAS) and Department policy;
4. Responsible for completing individualizedsupervision/treatment plans, ensuring plans comply with Departmental policy andprocedure and TDCJ-CJAD standards through the use of TRAS;
5. To be knowledgeable of all laws, standards andregulations pertaining to community supervision and case records;
6. To be aware of confidentiality laws and regulations pertaining to community supervision case records;
7. Responsible for computer and paper file security and confidentiality of case sensitive information;
8. To be knowledgeable of all legal documents used in community supervision cases;
9. Responsible for maintaining a complete knowledge of community resources and the continuum of available sanctions, possessing the ability to make effective referrals and sentencing recommendations to the Court;
10. Verifies all NCIC, TCIC and other criminal history records/information pertaining to individual offenders;
11. Responsible for extensive documentation in case files;
12. Responsible for dictating correspondence to individuals, offenders and other agencies;
13. Process new cases;
14. Investigates and processes the transfer of offenders, as warranted;
15. Conducts Pre/Post Sentence Investigations, as required;
16. Conducts ase file/offender assessments/evaluations, as the individual offender’s needs dictate through the use of the Texas Risk Assessment System;
17. Communicatesand counsels with offenders;
18. Responsible for enforcing and monitoring compliance of community supervision terms and conditions, taking appropriate action for non-compliance following the Department’s Progressive Sanctions Model.;
19. Investigates violations of community supervision;
20. Prepares Violation Reports, provides prosecutors with documentation of violations;
21. Attends and testifies in Court proceedings, as required;
22. Conducts field contacts, as warranted;
23. Obtains and analyzes urinalysis from offenders, forwards specimen for confirmation incompliance with chain of custody evidence, as required;
24. Maintains accurate monthly, quarterly and year-end statistical data (Interventions) on all Levels of Supervision, Intensive Supervision Program offenders, and Substance Abuse Intervention and Detection activities and outcomes;
25. Responsible for the collection of Court ordered fees;
26. Responsible for the accuracy of Monthly Statistical Data from individual caseload;
27. Attends and completes training, as required;
28. Exercises independent and mature judgment in the supervision of offenders;
29. Makes all decisions in the best interest of justice and the safety of the community;
30. Maybe assigned additional duties, not explicitly set out herein, as assigned by the Director.
Qualifications for Appointment:
Education: A Bachelor’s Degree conferred by an institution of higher education accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board in criminal justice, criminology, corrections, counseling, human services development, law, law enforcement, police science, pre-law, public administration, rehabilitative studies, social work, psychology, or sociology. If the degree is not in one of these fields, one-year of graduate study in one of these fields, or one-year of experience in full-time casework, counseling, or community, or group work is required.
Experience: One year of full-time paid experience in casework, counseling, community, or group work can be substituted for one year of graduate study, if the degree is not in one of the above noted fields of study.
Physical/Mental Requirements:
1. Must have mobility within an office environment (i. e-lift case files, bend, sit, stoop, pull, push, stand, walk, speak, hear ,visually identify offenders and observe their actions, visually identify potentially dangerous situations, read, write, file, type, use a telephone and computer);
2. Must have mobility in a field environment (i. e-operate a motor vehicle, hear speak, bend, stand, walk and climb stairs);
3. Must be able to travel to and from public and private agencies, employment locations, training locations and other collateral travel;
4. Must be able to handle a high level of stress;
5. Must be able to rationally prioritize tasks andexercise independent judgment in decision making and recommendations;
6. Must be able to satisfactorily follow oral and written instructions;
7. Must be able to initiate and maintain legible documentation in a timely manner, on a continual basis.

1. Continuous offender contact/supervision;
2. Indoor activity;
3. Works in a field environment and high crime areas;
4. Contact with the Court, Court personnel, various Courthouse personnel, law enforcement and community agencies.
Skills Required:
1. Good interpersonal skills in dealing with offenders, the public, co-workers, Court personnel, county personnel and criminal justice agencies;
2. Ability to communicate proficiently, both verbally and in writing;
3. Ability to work independently and efficiently;
4. Ability to work satisfactorily with offenders, Court personnel, county personnel, the public and co-workers.
