The Climate Change Reporting Section (CCRS) in the Program Planning and Management Branch (PPMB) has a vacancy for a Staff Air Pollution Specialist (SAPS) position for which it is seeking a highly qualified candidate with knowledge of greenhouse gas (GHG) emissions reporting and verification programs, environmental program auditing, the Low Carbon Fuel Standard (LCFS) program, and/or GHG inventory development. PPMB houses the mandatory GHG reporting and verification programs, and the LCFS verification program. The section is responsible for collecting complete and accurate data necessary for implementation of CARB’s Cap-and-Trade Program, the State-wide GHG Inventory, and other climate change programs. The section also implements continual improvement of procedures, reporting and verification guidance, the web-based reporting tool (Cal e-GGRT), and the MRR, as needed.
Under direction of the Air Resources Supervisor I, the Air Pollution Specialist (APS) collects, extracts, and evaluates data sets related to quantification and assessment of GHG emissions and trends across sectors, as well as be responsible for the review, evaluation and development of the emissions calculation, reporting and verification methods for use in a comprehensive GHG reporting, and the verification program. The APS also provides analysis support of GHG data in support of the Cap-and-Trade Program, the COI Fees Program, and the Statewide GHG Inventory. The position requires close interaction and teamwork with CARB staff and management across Branches and Divisions, as well as staff and management from other public and private organizations.
The position requires close interaction, coordination, and teamwork with internal staff and management, and external stakeholders, including external GHG emissions experts, verifiers, and representatives from industry, government, environmental, and community organizations. The incumbent will be expected to communicate clearly and concisely through technical reports, memos, letters, summaries, oral presentations, and training sessions for CARB management, verifiers, and the general public. Some travel may be required for verification auditing and training.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

Desirable Qualifications
The incumbent must have the ability to comprehensively understand technical regulations, develop and implement regulatory solutions, and present information effectively, both verbally and in writing. Proficiency with Microsoft Word, Excel, Access, and database management platforms is highly desirable. The most competitive candidates will be highly motivated, self-starting and enthusiastic, and will possess the ability to interact effectively with people at all levels of management, government, and industry. They will have the ability to handle sensitive and confidential assignments with tact and diplomacy, the ability to handle rapidly changing priorities, and the ability to work under pressure and time constraints. Previous experience with design and/or implementation of third-party verification and/or environmental auditing programs is highly desirable, as is specific knowledge of imported electricity, stationary combustion, and other industrial GHG source categories. This position is subject to a background check, including felony convictions and credit, because the incumbent may have access to highly sensitive carbon market information.
