Job Summary:
Under general supervision, the Airfield Maintenance Specialist II operates a variety of equipment used in the maintenance of airport surfaces. Maintenance and repair projects include repairing asphalt/concrete, hauling materials, plowing snow, mowing grass, maintaining grounds, etc. The Airfield Maintenance Specialist II is primarily responsible for operating equipment that is categorized as medium to heavy and requires a greater degree of skill to operate.
Scope of Responsibility:
The Airfield Maintenance Specialist II works under supervision of the Airport Operations Supervisor, who is often not immediately present at work sites but is typically available by electronic communications media. Work involves some risk of harm to personnel, equipment or property. Responsible for all equipment issued, which is of a high dollar value, in accordance with airport policy.
Essential Duties and Responsibilities:
1 Operates unique and specialized airport equipment including but not limited to Oshkosh 4WD trucks with 24-foot blades,18-foot runway brooms, sand truck, road plow/spray/sander truck, runway friction testers, mowers, and front-end loaders.
1.1 Logs daily activities including, time spent on each job, maintenance, repairs, etc. fill in gallons used on equipment;
1.2 Inspects equipment prior to operation to ensure proper fuel levels, tire pressure and overall condition are conducive to its safe operation. Reports broken parts and malfunctioning equipment to supervisor as needed;
1.3 Changes cutting edges and broom cores on airport snow removal equipment;
1.4 Performs routine maintenance to vehicles such as cleaning, changing oil, greasing parts, etc.;
1.5 Assists equipment technician with repairs, cleaning, and inspections of all vehicles in fleet.
2 Understands, and follows FAA safety regulations Part 139 Airport Certification, while operating in an extremely controlled and regulated environment:
2.1 Trains annually in FAA regulations for safety and compliance;
2.2 Completes annual recurrent training for airfield driving, including proper radio procedure when communicating with the Air Traffic Control Tower;
2.3 Conducts regular self-inspections of the Airport Operations Area (AOA) to include airfield runways, taxiways, ramps, safety areas, marking and lighting, and security to ensure compliance with Federal Aviation Administration (FAA) rules and regulations;
2.4 Ensures that roads associated with access gates are serviceable and clear of any obstructions that could impede a possible off-airport response;
2.5 Maintains runway surfaces;
2.6 Understands how to issue Notices to Airmen (NOTAMs) to describe current airfield conditions;
2.7 Operates and monitors regulators on high voltage lighting systems;
2.8 USDA certified, trains annually in identification, proper mitigation and dispersion of wildlife from the airfield, by use of pyrotechnics, or lethal means if necessary;
2.9 Administers herbicides, insecticides, and pesticides as needed;
2.10 Takes water samples from airport storm water outfalls as needed for storm water testing;
2.11 Monitors the airfield for FOD (Foreign Object Debris - litter or wind- blown debris)
2.12 Ensures that fire extinguishers are up to date;
2.13 Provides security support for airfield operations area; escorts visitors as necessary.
3 Working knowledge of TSA regulations, specifically Part 1542 Airport Security. These procedures are referred to as Sensitive Security Information (SSI) and cannot be listed.
4 Performs related maintenance duties for airport including but not limited to:
4.1 Collects and loads refuse from the buildings and grounds and hauls to the landfill;
4.2 Performs off-airport equipment and parts runs with airport vehicle.
5 Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
5.1 Communicates with the air traffic control tower;
5.2 Frequently communicates with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work-related needs; occasionally interacts with others in the work unit to exchange detailed and/or technical information where the ability to explain concepts is exercised;
5.3 Occasionally interacts with vendors or across airport departments to exchange detailed and/or technical information.
6 Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
6.1 Knows and follows Airport Authority rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;
6.2 Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;
6.3 Makes efforts to avoid or correct potentially unsafe conditions if they are controllable and brings them to the attention of the responsible supervisor in a timely manner.
7 Performs other duties and activities as assigned.
Minimum Qualifications:
The job requires a high school diploma or GED and three years of related experience. The job also requires specialized training to include a Class B commercial driver’s license with an air brake endorsement or must be obtained within one year and a Hunter’s Safety Certificate is also required or must be able to obtain within 12 months of the start of employment.
Employment is contingent upon successful completion of a fingerprint-based FBI criminal history record check and a TSA security threat assessment to be issued an airport identification badge.

Physical Demands & Working Conditions:
Most work is performed in a field environment or in a vehicle. Work is generally moderate with occasional heavy work and involves the use of hand tools, occasionally heavy lifting and frequent climbing in and out of trucks or equipment. Physical effort will vary based on assignments. There is regular exposure to multiple disagreeable working conditions including dirt, liquids, wet, heat, cold and slippery conditions. There may at times be exposure to strong odors, dust or blowing debris. The position is required to be on-call 24 hours, as assigned, in winter months.
Climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions.
Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
