Airport Operations and Maintenance Technician

PURPOSE OF POSITION: This position is the junior classification in the Airport Operations and Maintenance Technician series. Under the general direction of the Airfield Operations and Maintenance Manager and Airfield Operations and Maintenance Supervisor, this position performs a variety of unskilled, semi-skilled and skilled duties related to airfield and ground maintenance. This includes, but is not limited to, corrective and preventative maintenance, construction, carpentry, and demolition projects related to the Airport airfield, public and private roadways, parking lots and other Airport owned property.

EXAMPLE OF DUTIES
ESSENTIAL JOB FUNCTIONS: AirfieldPerforms entry level airfield and ground maintenance, such as tree removal, grading of safety areas, weed removal and general airfield grooming, occasionally with heavy equipment.Performs airfield inspections in accordance with Federal Aviation Administration (FAA) Part 139. Responsible for posting Notice of Air Missions (NOTAMS), the maintenance and security inspections of gates and fence lines, responding to gate alarms and report the findings appropriately, perform random badge inspections, which may include assisting security and/or law enforcement in removal of unauthorized persons inside the Air Operations Area (AOA).Ensures compliance with the Airport Certification Manual in the following areas: Snow and Ice Control Plan, Fuel Inspections, Airport Emergency Plan, Self-Inspections, Wildlife Hazard Management Plan and all Letters of Authorization and Standard Operating Procedures.Responsible for escorting contractors while on the Aircraft Movement Area (AMA) or inside the AOA and coordinate their movements with the Redmond Federal Control Tower (FCT) when necessary.Performs all entry level airfield painting, including layout of new paint markings, removal of old markings and understanding of FAA marking requirements.Performs entry level pavement maintenance on all Airport owned paved surfaces on the airfield runways, taxiways, ramps, and roadways. This work includes, but is not limited to, asphalt repairs, crack routing, crack-sealing, sealcoating, painting, and thermal plastic installation.Proactively monitor weather reports and forecasts that may have a significant impact on Airport operations, such as lightning, heavy rainfall, snow, and ice. Take the necessary actions to mitigate, as much as possible, the effects of these events on the Airport and its tenants.Performs snow removal using various types of large, specialized airfield equipment and FAA certified chemicals. Responsible for conducting Surface Condition Assessments, monitoring, and reporting conditions on the airfield, communication via telephone, NOTAM Manager, and air-to-ground radio to the Redmond FCT, Seattle Center, and aircraft either in the air or on the ground.Maintains airfield lighting in accordance with FAA requirements. This includes the use of lock-out/tag-out equipment, working with City and/or contracted electricians and making proper and timely notifications to other federal agencies regarding outages of their equipment and lights.Works within the Wildlife Hazard Management Plan to ensure FAA Part 139 compliance to reduce the risk of wildlife hazards on and around the airfield. Wildlife duties include, but are not limited to, using firearms, such as shotguns, pyrotechnic hazing pistols and high-powered air rifle, as well as various trapping systems for the transportation of hazardous wildlife.Carries City provided cell phone to respond to aircraft and/or maintenance emergencies and aid including the coordination and removal of disabled aircraft, facilitating calls with the National Transportation Safety Board (NTSB) prior to any removal following an incident or accident, coordinate with Redmond FCT for closure of runways, taxiways and possibly entire Airport and act as “Incident Command” during emergencies until properly relieved by qualified personnel.Assists with training of new employees on all equipment used by the department, work processes, techniques, and safety procedures.Equipment Operate in a competent, safe manner a variety of vehicles and large equipment, including, but not limited to, automobiles, backhoes, front-end loaders, pickup/utility trucks, 10-yard dump trucks, street sweepers, runway brooms and plows, liquid and dry chemical deicer vehicles, snow blowers, pavement maintenance equipment, airless painters and stripers and miscellaneous power and hand tools.Performs general maintenance and minor repairs on airfield vehicles and equipment such as safety, oil, operation checks and cleaning interior and exterior of vehicles/equipment weekly. GroundsPerforms entry level asphalt/concrete repairs and maintenance on all airport owned roadways and parking lots, to include paving, crack-sealing, sealcoating, painting, thermal plastic installation and marking layout. Provides snow removal with loaders, skid steer, truck mounted plows and gravels all roadways during inclement weather.Performs tree removal/limbing on Airport grounds and vegetation control within state licensing requirements.Installs, removes, and maintains signage for all Airport owned roadways and parking lots in compliance with all federal, state and city codes and laws.Performs trash pick-up/removal on Airport owned roadways, parking lots and properties.Auxiliary FunctionsMay attend meetings or serve on various employee committees.Maintains records, prepares reports, and other specialized Airport, airfield, and equipment records.

TOOLS AND EQUIPMENT USED: Automobiles, backhoes, front-end loaders, pickup/utility trucks, 10-yard dump trucks, street sweepers, runway brooms and plows, liquid and dry chemical deicer vehicles, snow blowers, pavement maintenance equipment, airless painters and stripers and miscellaneous power and hand tools.PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee is required to stand, walk, handle, feel, or operate objects, tools, or controls. The employee is occasionally required to sit, climb, or balance, stoop, kneel, crouch or crawl; and speak or hear.The employee must occasionally lift and/or move up to fifty (50) pounds and rarely team lift and/or move more than one hundred (100) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee is occasionally exposed to risk of electric shock.The noise level in the field environment is usually moderate, except during certain duties when noise levels may be loud.Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level.
