Airport Operations Chief

JOB TITLE: OPERATIONS CHIEF

GENERAL STATEMENT OF JOB

The Airport Operations Chief leads the Airport Operations team in delivering quality service while maintaining a safe, secure, and efficient airport environment. This position is responsible for overseeing 24/7 airport operations, including Airside and Landside Operations, Aircraft Rescue & Firefighting (ARFF), and Fixed Base Operations (FBO).

The Operations Chief assists the Airport Operations Manager and Compliance/Training Officer in coordinating all airport training and regulatory compliance activities within both the airfield and landside environments. The position ensures compliance with FAR Part 139 safety standards, Title 49 CFR Part 1542 security requirements, and applicable industry fuel quality standards including ATA Specification 103.

In the absence of the Airport Operations Manager, the Operations Chief serves as the senior operational authority on duty.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

  • Supervise and direct daily all Airport Operations activities, including oversight of Airport Operations personnel and development of work schedules to maintain continuous 24/7 operational coverage and charters.
  • Ensure safe and efficient airport operations in compliance with FAR Part 139, 49 CFR Part 1542, and ATA Specification 103.
  • Conduct and oversee required airfield and landside inspections, ensuring discrepancies are documented, prioritized, and corrected through coordination with maintenance staff and the Veoci work order system.
  • Manage operational communications including the issuance, monitoring, and cancellation of NOTAMs and dissemination of accurate weather observations.
  • Maintain operational readiness during irregular operations, inclement weather, and emergency events, serving in a leadership role during aircraft incidents and airport emergencies.
  • Ensure Aircraft Rescue and Fire Fighting (ARFF) compliance including staffing, equipment readiness, training certifications, and coordination with the Compliance/Training Officer.
  • Assist in the planning and execution of airport emergency preparedness exercises, including triennial full-scale disaster drills and annual tabletop exercises.
  • Oversee FBO fueling and ground handling operations, ensuring compliance with ATA 103 fuel quality control standards, environmental requirements, and safety regulations.
  • Assist with airport training programs and regulatory compliance, ensuring completion and documentation of required Part 139 training.
  • Support development and maintenance of required airport plans and manuals including the ACM, AEP, WHMP, SICP, and ASP, and assist during FAA and TSA inspections and fuel audits.
  • Maintain working knowledge of airport operational systems including AWOS/ASOS, security surveillance, access control, Virtower, Veoci, and NOTAM systems, and ensure protection of NAVAID critical areas.
  • Assist with operational planning and budgeting, including staffing, equipment, ARFF apparatus, and infrastructure improvement recommendations.
  • Other duties as directed

MINIMUM TRAINING AND EXPERIENCE

  • Associate’s degree in Aviation Management, Airport Management, Public Administration, or related field preferred; equivalent experience may be considered.
  • Minimum two (2) years of progressive airport operations experience, including supervisory responsibility.
  • Working knowledge of FAR Part 139 and Title 49 CFR Part 1542 regulations.
  • Knowledge of ATA Specification 103 fuel quality standards preferred.
  • Ability to obtain and maintain FAA Weather Observation and ARFF certifications within three (3) months of hire.
  • Valid North Carolina driver’s license required.

Hourly pay, with benefits. Evenings, weekends, Holidays and callout required.
