Airport Project Coordinator – Oversight & Services

Examples of Duties

Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Minimum Qualifications

Bachelor's Degree from an accredited four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of any equivalent combination of education, training and experience in program administration required. Must be able to lift and carry thirty (30) pounds. Valid State of Ohio Driver's License required.

Additional Requirements:

  • Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.
  • Must be able to pass a pre-employment physical and drug test.
  • Must be proficient in the Microsoft Office Suite, particularly Excel and PowerPoint.
  • Availability for on-call support and occasional after-hours work for critical system maintenance.
Preferred Qualification:
  • Bachelor’s degree in business administration, Social Services Administration, Human Resources, Law or closely related field.
  • Three years of experience in project coordination, Program Administration preferably in an airport, government or highly regulated environment.
  • Experience working with vendors, contractors, and service providers.
  • Experience with DBE/ACDBE, title VI, Davis-Bacon or similar programs.
Duties & Responsibilities
Under administrative direction, assists in the management and compliance with Grant, Civil Rights, compliance programs for the Cleveland Airport System. Programs include but are not limited to Disadvantage Business Enterprise (DBE) program, Airport Concessions Disadvantage Business Enterprise (ACDBE) program, State of Ohio Prevailing Wage and Federal Davis Bacon Act programs, and Title VI Nondiscrimination Services program, City of Cleveland Office of Equal Opportunity programs and the Airport Improvement Program (AIP).
  • Coordinates processes associated with the administration and alignment of the DBE and ACDBE programs. Provides oversight and general support for all functions in the program including compliance and monitoring, goal setting, reporting, review and evaluation of documents, certifications, outreach and networking. Ensures alignment on locally funded contracts through working with the City of Cleveland Office of Equal Opportunity.
  • Coordinates processes associated with the administration and alignment of the Title VI Program. Assists with Title VI review, evaluates Cleveland Airport System regulations within Title VI, investigates complaints and reports on program status and activities.
  • Coordinates processes associated with the administration and alignment of the ADA Program. Assists with the ADA review process, monitors program for compliance, investigates complaints and reports on program status and activities.
  • Coordinates monitoring the Federal Davis Bacon and State of Ohio Prevailing Wage(s) programs. Provides wage rates and presentations, conducts field audits, reviews certified payroll registers and affidavits, maintains documentation for annual audits, reviews contract and subcontractor agreements, and collaborates with various sections to monitor enforcement of standards and regulations.
  • Coordinates processes associated with the administration of the Airport Improvement Program. Assists in processing required documents, preparing reports, monitoring compliance and ensures that the Cleveland Airport System is following all established guidance related to the AIP grant process.
  • Works in collaboration and continually develop relationships with all relevant federal, state, and local agencies, the Office of Equal Opportunity, City Officials, all airport sections, contractors, tenants and other stakeholders.
  • Assists small business owners with program processes and required documentation.
  • Validates legitimacy of documentation and that it aligns with program regulations.
  • Conducts site visits and interviews to investigate documents received with company owners, managers, supervisors and staff on the project or job site.
  • Coordinates recruiting companies in underutilized NAICS codes for contracting opportunities.
  • Provides education to potential DBE firms on certification rights and responsibilities.
  • Works with community partners to educate business owners on how to do business with the Cleveland Airport System. Educational topics include the certification process, growing your business, business development, inclusion and diversity, compliance, becoming a concessionaire, and various other community topics.
  • Maintains certification files and records.
  • Promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment.
  • Performs other related duties as required.
