Airworthiness Inspector

An Airworthiness Inspector serves as the final authority in aviation safety, bridging the gap between complex regulatory mandates and the physical integrity of an aircraft. The role requires a rigorous synthesis of technical mastery and ethical judgment to ensure that every component-from life-limited parts to flight control systems—is maintained in strict accordance with approved technical data. By conducting both systematic audits and hands-on physical surveillance, the Inspector identifies latent risks, validates "back-to-birth" traceability, and ultimately provides the final certification that an aircraft is fit for flight, prioritizing passenger safety above all commercial or operational pressures.

The Airworthiness Inspector shall be responsible for the following:

1.    Carry out airworthiness review for the issue of airworthiness review certificate.

2.    Conduct certification and oversight audits of CAMO, AMO and MTO for the continuous compliances to applicable regulations.

3.    Conduct routine and non-routine inspections and surveillance audits of approved organizations, their facilities, manpower requirements, capabilities, etc. at their approved locations to ensure continued compliances with the established requirements.

4.    Evaluate and examine applications for initial issue or renewal of approval certificate for

CAMO, AMO and MTO.

5.    Evaluate and examine acceptability of changes to type design data (modification) or repair for installation on Qatar controlled aircraft/aircraft component.

6.    Evaluate and examine completed airworthiness review and associated recommendation of the extension of an airworthiness review certificate.

7.    Evaluate and examine proposed Aircraft Maintenance Programs / Schedules or amendment or revision thereof, for approval and implementation.

8.    Evaluate and examine type certificate, type certificate data sheet equivalent document for acceptability of airworthiness and environmental certification of aircraft, related products, parts and appliances, as well as aircraft components and materials.

9.    Evaluate proposed amendment or revision to Operator's operations specification approval in respect of airworthiness and maintenance procedures, MEL, Technical Logbook and

AFM Supplement for approval, in coordination with the Flight Operations Section.

10.    Evaluation and advise for implementation of Service Bulletins, Alert Service Bulletins, Airworthiness Directives, Service letters, and other mandatory requirements.

11.    Evaluation and examination of technical records documentation, and conduct inspection of aircraft for issue of certificate of registration, airworthiness certificate, noise certificate,Export C of A and other airworthiness approval certificates.

12.    Review and examine submitted pertinent documentations in support of application for approval of or amendment to CAME, MOE and MTOE, including associated document manuals for compliance with applicable regulatory requirements.

13.    Carry out SAFA Inspections according to established procedures.

14.    Provide examination questions, as may be required, for QCAR Part 66 Examinations.

15.    Conduct examination, inspection and provide advice for approval of organizations and persons for specific tasks related to training and licencing.

16.    Conduct or participate in investigation of Mandatory Occurrence Reports (MOR).

17.    Play a key role in assessing gaps between oversight obligations/responsibilities and actual workforce skills.

18.    Take appropriate remedial action against immediate threat to safety Upon request to review, amendment and revisions of regulatory publications and technical procedures manuals in accordance with ICAO SARPs and other adopted foreign civil aviation requirements (e.g. JARs, EASA IRs and FARs). 

Experience:

Required Qualification and Experience

1.    Preferably hold a Degree in Bachelor of Science in any of the following discipline:

Aeronautical/Mechanical/Electrical/Electronic Engineering; or

2.    Must hold an Aircraft Maintenance Mechanic/Engineer Licence or Airman's Certificate in Airframe and Powerplant or Avionics Category issued by a Contracting State to the ICAO;

3.    Have at least a minimum of 10 years experience in any aircraft operators' maintenance organisations, 3 years of which have been served in supervisory capacity; or 5 years of continuous service as an Airworthiness Inspector or equivalent position in a National Aviation Authority;

4.    Have completed an ICAO recognised specialised courses in airworthiness; operator's certification; continuing airworthiness, aircraft accident investigation and internationally recognised audit techniques;

5.    Have completed at least two of the manufacturer's recognised type training or general familiarisation courses on aircraft of the types registered in Qatar;

6.    Must have working knowledge of ICAO Annexes and relevant Documents, US FARs and EASA IRs;

7.    Have acceptable experience in aircraft incident/accident investigation;

8.    Proficiency in written and oral communication of technical English language;

9.    Computer literate.
