Job Description and Duties

The California State Payroll System (CSPS) Project will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, time management, and travel and expense management) and Payroll with employee self-service and streamlined business processes using innovative technology solutions.

Under the general direction provided by the Training Manager (SI), the Trainer will assist in the planning, design, development, delivery and evaluation of the CSPS Training Plan through all phases of the CSPS project. They will work collaboratively to develop and provide training on new business processes, system functionality, as well as how to effectively manage impacts for end-users across the state.

An incumbent in this role will demonstrate the highest level of expertise within the new personnel and payroll solution, training principles, adult learning best practices, and customer service concepts.

Duties Performed:

  • Perform analysis, design, development, implementation and delivery of training programs.
  • Perform evaluation of training effectiveness, updating training materials based on results and stakeholder needs.
  • Collaborate with subject matter experts, utilizing a variety of software applications and tools, such as Articulate 360 and Vyond, Poll Everywhere, Survey Monkey, Adobe Acrobat Pro, and Microsoft Office Suite.
  • Apply participant-centered training techniques and principles to analyze, design, develop, and implement engaging and interactive instructional eLearning and instructor-led courses.
  • Design, develop, and maintain training materials such as course outlines, lesson plans, business process flow diagrams, reference manuals, job aids, participant guides, facilitator guides, producer notes, presentations, or other learning materials as needed.
  • Ensure curricula, learning objectives, and training materials meet ADA compliance, department standards, and CSPS Project training standards and guidelines.
  • Incorporate emerging learning trends to provide high-quality learning opportunities for CSPS stakeholders.
  • Identify training issues and learning gaps, asisting to develop mitigation plans to resolve them.
  • Identify and inform Organizational Change Management (OCM) team of resistance.
  • Prepare and support other state agencies in continuing to deliver CSPS training after the project has ended.
  • Schedule and maintain the training calendar, attendee registration, enrollment, and completion using CalLearns learning management system.
  • Coordinate logistical support for training arrangements and courses, ensure that accommodations, notices to enrollees, and other preparations are completed prior to training.
  • Reserve and prepare equipment, facilities, and/or virtual platforms as needed.
  • Coordinate training materials production, storage, and delivery for all stakeholders and end-users.
  • Participate in Joint Application Development (JAD) sessions, working collaboratively with Agency Change Experts, subject matter experts, testing team and other internal stakeholders.
  • Incorporate lessons learned during the testing activities and JAD documentation into training activities and materials.
  • Collect data, measure effectiveness, and produce regular reports on training progress.
  • Facilitate post-training assessment activities and analyze results to identify and incorporate opportunities for improvement or modifications for future training sessions.
  • Update training libraries and registries as needed.
  • Conduct and facilitate presentations to groups.
  • Support SCO and CSPS by performing other duties to facilitate the transition between legacy and CSPS solutions.

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer’s market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit’s light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99.

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
