GENERAL POSITION SUMMARY: The Appeals Manager plays a critical role in the appraisal district by overseeing all operations pertaining to the Appeals Processes. This position is responsible for ensuring that the appeals process is fair, accurate, and compliant with all relevant laws and regulations. The Appeals Manager will work closely with the Chief Appraiser, Chief Deputy, MCAD Directors, appraisal staff, property owners, and the public to facilitate the review of property appeals and maintain high standards of transparency and accountability. The position requires strong organizational, communication, and analytical skills, as well as a deep understanding of property appraisal practices and relevant legislation. This position involves managing, providing guidance and support to the Appeals Department and seasonal team members.

DESCRIPTION OF DUTIES & REQUIRED RESPONSIBILITIES:

  • Oversee Hearing Schedules, Reschedules and helps Manage the logistics of hearings.
  • Oversee and assist with mailing Hearing Notices by e-delivery, regular and/ or certified mail.
  • Collaborate with other departments to address any issues that may arise pertaining to scheduling and/or rescheduling hearings.
  • Mentor and Support seasonal staff on processing reschedules, assisting property owners in person, by phone, and online.
  • Serve as a primary contact for property owners regarding appeals, providing information and assistance as needed.
  • Address public inquiries and concerns related to property appraisals and the appeals process.
  • Review and process protests forms, Agent Correspondence and Property Owner Appeal Correspondence.
  • Analyze appraisal reports, property data, and appeal documentation to make informed recommendations and for the Operation Survey.
  • Present reports to the Board of Directors.
  • Train staff on software pertaining to appeals.
  • Ensure the appraisal review process complies with all local, state, and federal laws and regulations.
  • Stay updated on changes in appraisal laws, regulations, and best practices.
  • Prepare and maintain accurate records of ARB decisions and actions.
  • Ensure the prompt processing of Agent Fiduciary appointments, removals, and protests.
  • Generate reports for management regarding appraisal trends, issues, and outcomes for senior management.
  • Assist with Processing Real Property Renditions.
  • Collaborate with legal counsel as needed to address complex appraisal issues pertaining to Appeals.
  • Process Board Orders by Portal and with third party vendors.
  • Coordinate Agent Meetings in person and online
  • Represent the Appraisal District at hearings and meetings with property owners
  • Assist with Appraisal Notices
  • Assist with Department Email
  • Assist with Open records requests
  • Provide excellent customer service by phone, email and or in person
  • Research and solve appeal issues with Property Owners and Agents

REQUIRED KNOWLEDGE, SKILLS, and ABILILTIES:

  • In-depth knowledge of property tax laws and regulations, specifically related to exemptions preferred.
  • Strong leadership and management skills.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Attention to detail and accuracy in reviewing all correspondence.
  • Ability to prioritize tasks and manage multiple projects simultaneously.
  • Proficiency in using computer software for data entry, analysis, and reporting.
  • Ability to work independently with minimal supervision.
  • Capability to remain calm and effective under pressure, especially during peak periods or challenging situations.
  • Ability to adapt to the needs of the organization and employees.
  • Quality Controls Checks.

QUALIFICATIONS:

  • Minium of 5 years of experience in the appraisal/ property tax profession.
  • Bachelor's degree in real estate, finance, public or Business Administration or related field preferred.
  • Registered with TDLR preferred.
  • Proficiency in Microsoft Office and other relevant software applications.

PHYSICAL REQUIREMENTS:

  • Ability to sit and stand for extended periods of time.
  • Manual dexterity to operate a computer and other office equipment.
  • Ability to communicate effectively both orally and in writing.
  • Occasional lifting of boxes or files weighing up to 20 pounds.

WORK ENVIRONMENT:

An indoor setting. Frequent exposure to computer monitors and interfacing with the public. The job is not subject to significant occupational or environmental hazards.
