Application Development Analyst

Job Title: Applications Development Analyst (Advanced)
Location: Tallahassee (Onsite/Hybrid based on project needs) Locals Preferred
Employment Type: Contract
Contract Duration: 12+ Months (with possible extensions based on project needs).

Job Summary
We are seeking an experienced Applications Development Analyst (Advanced) to support the maintenance, operations, enhancement, and integration of enterprise web-based applications for the Integrated data systems. The ideal candidate will have extensive experience in .NET technologies, Oracle PL/SQL development, API integrations, and enterprise application support within large-scale environments.

Required Experience & Qualifications

  • Minimum 10 years of hands-on experience in application analysis and development using:
  • ASP.NET
  • VB.NET / C#.NET
  • JavaScript
  • HTML/CSS
  • .NET Framework tools and libraries
  • Visual Studio and Azure DevOps / Team Foundation Server
  • Minimum 10 years of experience with:
  • Oracle Database (11gR2 or newer)
  • MS SQL Server (2012 or newer)
  • Oracle PL/SQL (mandatory)
  • SSRS Reporting
  • Minimum 10 years of experience developing APIs using:
  • RESTful services
  • SOAP services
  • XML/WSDL
  • JSON
  • Strong experience working in enterprise development teams supporting web-based systems.
  • Experience troubleshooting:
  • System integrations
  • Load balancers
  • Proxy servers
  • Gateway servers
  • Database servers
  • Active Directory environments
  • Experience with change management and code promotion processes using DevOps/TFS.
  • Strong business analysis and requirement gathering skills.
  • Experience translating complex business requirements into scalable technical solutions.

Key Responsibilities

  • Provide daily development and technical support for WIC and EBT integrated systems.
  • Analyze work requests and resolve production and development issues.
  • Develop, maintain, and enhance enterprise web applications and interfaces.
  • Build and support APIs and system integration processes.
  • Create technical documentation including:
  • System analysis
  • Work estimates
  • Release documentation
  • Technical specifications
  • Gather and document business and technical requirements.
  • Develop work plans and implementation timelines.
  • Perform code development following organizational coding standards.
  • Conduct system testing and support User Acceptance Testing (UAT).
  • Monitor and improve application performance and operational efficiency.
  • Research and recommend emerging technologies and process improvements.
  • Ensure compliance with data security and confidentiality policies.

Preferred Skills

  • Experience with government or healthcare systems.
  • Strong analytical and troubleshooting abilities.
  • Excellent communication and stakeholder collaboration skills.
  • Experience working in Agile/Scrum development environments.
  • Ability to work independently and manage multiple priorities.

Additional Requirements

  • Candidate must successfully pass criminal background screening and fingerprinting before project onboarding.
