Job Description

The Texas Workforce Commission (TWC) is seeking an experienced Applications Architect 2 to lead the design and implementation of the UpSIDES application architecture. This initiative will modernize unemployment insurance processes by transitioning from manual, paper-based workflows to secure electronic data exchanges utilizing NASWA SIDES standards.

The selected consultant will serve as the technical lead, responsible for architecting scalable enterprise solutions, designing secure integrations, establishing development standards, mentoring development teams, and ensuring successful delivery of a mission-critical modernization project.

Responsibilities

  • Lead the architecture, design, and implementation of enterprise-scale applications.
  • Design and develop secure REST and SOAP web services for data exchange.
  • Implement XML and JSON-based integrations between internal and external systems.
  • Define application architecture, workflows, security models, and integration patterns.
  • Collaborate with database architects, legacy system teams, and business stakeholders.
  • Develop architectural artifacts including system diagrams, data flow models, sequence diagrams, and technical specifications.
  • Establish coding standards and conduct code reviews.
  • Mentor developers and provide technical leadership throughout the SDLC.
  • Design and implement application security, encryption, authentication, and authorization mechanisms.
  • Support integration with enterprise data warehouses and existing unemployment insurance systems.
  • Troubleshoot complex application and integration issues.
  • Participate in CI/CD implementation and deployment automation efforts.

Required Qualifications

  • 4+ years of enterprise application architecture and development experience using C#/.NET, Java Enterprise, or similar technologies.
  • 4+ years of experience designing and implementing REST and SOAP web services.
  • Strong experience with XML and JSON data exchanges.
  • Experience developing and troubleshooting Unix/Linux shell scripts.
  • Experience serving as a Technical Lead on large-scale application projects.
  • Strong understanding of software architecture, SOA, design patterns, and application security.
  • Experience conducting code reviews, establishing technical standards, and mentoring development teams.
  • Strong web development, database management, troubleshooting, and systems integration experience.
  • Experience creating architecture diagrams, data flow models, and technical documentation.

Preferred Qualifications

  • Experience with multiple RDBMS platforms such as Oracle, SQL Server, and DB2.
  • Experience with NASWA SIDES (State Information Data Exchange System).
  • Experience implementing CI/CD pipelines.
  • Strong expertise with XML/SOAP and JSON/REST integrations.
  • Experience with enterprise software architecture, design patterns, and quality engineering practices.
  • Previous Texas Workforce Commission experience is highly preferred.

Work Location

Remote. However, candidates must be willing to report to the Austin, Texas office when requested. Unscheduled onsite visits may be required with up to 72 hours' notice based on business needs.
