Apprentice Line Technician — Citizens' Electric Company

C&T Enterprises, Inc. will receive letters of interest for the position of Apprentice Line Technician at
Citizens’ Electric Company (Citizens’).

Location: The position will be located at Citizens’ in Lewisburg, PA.

Reporting Structure: The position will report to the Crew Chief at Citizens’.

Primary Responsibilities: To work under the direction of a Crew Chief and/or Journeyman Line Technician to safely perform maintenance, operation, and construction tasks on the Company’s distribution systems and equipment, in full compliance with established safety procedures, codes, company policies, and objectives. Recommend improvements to job processes, materials, and supplies. Maintain positive employee relations and foster goodwill between the company and its customers.

Qualifications and Skills:

To be successful in this role, the candidate should have the following qualifications and skills:

  • High school diploma or G.E.D.
  • One to two years of related experience is preferred.
  • General knowledge of line construction, materials, devices, and machinery.
  • Basic understanding of the electrical system, including substations and related equipment.
  • Working knowledge of electrical principles applied to line work on de-energized distribution systems under direct supervision.
  • Strong commitment to safety, with comprehensive knowledge of and adherence to the Company’s Safety Rules and OSHA standards.
  • Must have the mental capabilities, muscular coordination, and stamina to safely perform all phases of the job under all weather conditions.
  • Demonstrate personal skills and behaviors that promote effective teamwork, efficient work processes, and the ability to complete assigned tasks thoroughly.
  • Demonstrate the ability to develop good working relationships with fellow employees and personnel of other departments.
  • Be alert in the observation of hazards and prevention of accidents.
  • Must be familiar with Rural Utilities Service (RUS) construction specifications, National Electric Code, National Electrical Safety Code, Cooperative Engineering and Operations policies and practices, and safety rules.
  • Understands the fundamentals of electricity and has a strong math background.
  • Must have general math and writing skills.
  • Must be able to communicate effectively with employees, members, the general public, other utilities, and local agencies.
  • Ability to work independently with minimal or no supervision.

General Responsibilities:

As the Apprentice Line Technician, the candidate's responsibilities will include:

  • Perform groundwork related to maintenance, operation, and construction in a safe and skillful manner under close supervision, following the Company’s Safe Work Practices.
  • Develop a basic understanding of electricity and its principles.
  • Gain knowledge of all Company Safety Rules, Rural Utilities Service (RUS) construction specifications, and OSHA standards.
  • Build proficiency in pole climbing and related tasks under close supervision on de-energized lines.
  • Learn proper fitting and use of climbing gear and personal protective equipment.
  • Participate in tailboard safety meetings and monthly safety meetings as required.
  • Learn proper operation and maintenance of trucks, hydraulic equipment, buckets, diggers, and power and hand tools.
  • Assist with the installation and maintenance of substation equipment under supervision.
  • Become familiar with the Company’s distribution system and equipment such as capacitors, regulators, reclosers, and three-phase transformer banks.
  • Become familiar with the Company’s distribution system and learn to read and interpret digital and paper system maps.
  • Perform PA One Call locates and responds to emergency One Calls.
  • Work with Journeymen to restore system outages during and after normal work hours under close supervision.
  • Maintain clean and orderly work areas and garage.
  • Read meters and perform service disconnects and reconnects as requested.
  • Communicates and coordinates with all employees to receive or give information that is pertinent to and will result in safe, efficient, and reliable operation of the Company.Performing other related work as assigned.

Special Working Conditions:

  • Maintain a valid Class A Commercial Drver’s License.
  • Ability to work in all weather conditions, including nights and weekends, during outages or emergencies.
  • Availability for scheduled after-hours work.
  • Willingness to work overtime during storm-related events.
  • Occasional overnight travel.
  • The ideal candidate must be capable of performing the essential functions of the role, which may include walking long distances over varied terrain such as rights-of-way. Additional requirements include sufficient visual and auditory acuity, clear verbal communication, the ability to sit or stand for extended periods, and the manual dexterity necessary for detailed tasks.
