Job Summary:

We are seeking a highly experienced Asset Valuation Expert specializing in water

infrastructure assets, including treatment plants, pumping stations, reservoirs,

pipelines, and other linear networks.

The successful candidate will be responsible for conducting technical and financial

valuations of water utility assets, supporting asset management planning, and ensuring

compliance with international accounting and engineering standards.

This role requires a solid background in asset lifecycle costing, condition assessment,

depreciation modelling, and replacement cost estimation, as well as experience with

GCC water utilities and regulatory frameworks.

Key Responsibilities:

  • Conduct asset valuation studies for water supply and wastewater facilities,

including treatment plants, pumping stations, reservoirs, and linear networks

(pipelines, transmission mains, and distribution systems).

  • Develop asset registers, including asset hierarchies, classification, and coding

aligned with ISO 55000 standards.

  • Perform condition assessments and determine remaining useful life (RUL) of

water infrastructure assets.

  • Apply appropriate valuation methodologies — historical cost, replacement cost,

depreciated replacement cost (DRC), and fair value.

  • Prepare capital replacement forecasts and lifecycle cost models for long-term

asset management planning.

  • Review and validate as-built data, GIS records, and maintenance history to

support accurate asset valuation.

  • Coordinate with engineering, finance, and asset management teams to ensure

integrated asset information systems.

  • Support the implementation of asset management frameworks based on ISO

55001 and utility best practices.

  • Develop and maintain valuation databases and reporting templates.
  • Provide technical and financial input for audits, feasibility studies, and regulatory

submissions.

  • Ensure compliance with IFRS, IPSAS, or local accounting standards for asset

reporting and valuation.

Qualifications and Skills:

  • Bachelor’s Degree in Civil Engineering, Water Resources, Asset Management, or

Finance (Master’s preferred).

  • Minimum 5–7 years of experience, with at least 3 years in water or utility asset

valuation.

  • Proven experience in valuing linear and non-linear water assets (pipelines,

treatment plants, reservoirs, pumping stations, etc.).

  • Strong understanding of depreciation modelling, useful life estimation, and

replacement cost calculation.

  • Familiarity with asset management standards (ISO 55000/55001) and

international valuation standards (IVS).

  • Proficiency in asset management and GIS software (e.g., Maximo, Infor EAM,

ArcGIS, or similar).

  • Knowledge of GCC water infrastructure systems, regulations, and utility

operations.

  • Excellent analytical, financial modelling, and reporting skills.
  • Strong communication and stakeholder coordination abilities.
  • Fluency in English (Arabic is an advantage).

Preferred Experience:

  • Experience working with national utilities, municipalities, or consulting firms in

the GCC region.

  • Involvement in asset inventory and valuation programs for large-scale water or

wastewater networks.

  • Exposure to non-revenue water (NRW) reduction projects and asset optimization

initiatives.

  • Certification or training in asset valuation, infrastructure finance, or asset

management (e.g., RICS, IAM, or CPA).

Job Type: Full-time

Pay: RO400.000 - RO800.000 per month
