Essential Job Duties:

· Responsible for all areas of administration in the Department under the supervision of the City Engineer; assists with the maintenance and construction of streets, alleys, curbs, gutters, sidewalks, parking lots, sanitary sewers, storm sewers and water mains, parks, and public buildings; assists as needed.

· Plan preparation, acceptance testing, evaluation of field conditions, design changes, and reports; coordinates findings with engineering personnel and others concerned with the projects.

· Surveys project sites, analyzes topographical details of sites, and performs pre-design and construction surveying; designs and prepares plans for municipal projects such as street, storm, water and sewer under the supervision of the City Engineer.

· Calculates costs and studies the feasibility of projects based on the analysis of data gathered with recommendations to the City Engineer; prepares and reviews bid documents, contract change orders, and contract payment estimates

· Inspects construction sites regularly to determine conformance of the project to design specifications and assures that construction and repairs meet requirements.

· Uses AutoCAD, Beehive, Bluebeam, Excel and other software to prepare engineering and design documents; provides direction to Engineering Technicians; operates department equipment including computers, level, and survey equipment.

· Attends meetings, training, and seminars as deemed appropriate; conducts special projects as deemed necessary by the City Engineer, and performs other duties and responsibilities as directed.

· Prepares records, reports, and studies, completes and files regular monthly and annual reports as required; prepares documents of compliance with Federal and State regulations on public funded projects.

· Requires substantial and frequent contact and communication with the public, fellow employees, various community and government agencies and personnel to maintain good public relations; such contact requires tact, diplomacy, and confidentiality.

· Responsible for property and equipment requiring care to prevent damage; work may be performed in an uncontrollable atmosphere of a construction site that requires the use of proper safety equipment and procedures to prevent accidents or injury.

· Preparing bid specifications, plans, and designs for City project(s); preparing Payment Requests and Construction Change Order(s) and required documents for Commission approval/action; among other duties as assigned.

SUPERVISION - RESPONSIBILITY FOR WORK OF OTHERS: Supervises full-time personnel and seasonal employees.

EDUCATION AND EXPERIENCE REQUIREMENTS:

· Bachelor’s degree in civil engineering and four (4) years of responsible civil engineering experience preferred, or 7 years related experience in municipal engineering, including survey and design.

· Licensed Professional Civil Engineer preferred.

· Experience with engineering computer software, AutoCAD, Beehive, Bluebeam, Excel and other software to prepare engineering and design documents.

Physical requirement: sitting, standing, walking, bending, stooping, kneeling, crouching, and lifting up to 50#’s (greater with assistance). Work is occasionally performed in outside weather conditions of heat, dampness, cold, dust, and moderate noise levels.
