Job Summary
Under general direction, responsible in the assistance in managing complex financial reporting and accounting activities. The Assistant Controller may act in the capacity of the Controller, as needed, to support continuity of operations.

Responsibilities
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES (include the following)
Supports the Controller in the preparation, review, and coordination of monthly and annual financial statements and related reports, ensuring accuracy, timeliness, and compliance with established accounting standards and policies.
Coordinates and participates in the monthly close process, including review of account reconciliations, identification of variances, and follow‑up with accounting staff and departments as needed.
Assists in monitoring cash position, cash flow activity, and related financial trends, escalating issues or risks to the Controller as appropriate.
Provides technical accounting support to departments, including interpretation of financial policies, procedures, and system‑related issues impacting accounting operations.
Supports internal controls and audit readiness, including coordination with internal staff, external auditors, and documentation of processes and controls.
Maintains working knowledge of Controller processes, critical deadlines, and reporting requirements to support cross‑coverage and continuity of operations.
Completes other job duties as assigned.

SUPERVISORY RESPONSIBILITIES

May provide guidance, training, and direction to accounting staff as needed. May serve as acting Controller, ensuring continuity of accounting and financial operations in the absence of the Controller.

Knowledge, Skills, and Abilities
Knowledge important to perform the functions of the job include:
Working knowledge of Generally Accepted Accounting Principles (GAAP).
Thorough knowledge of governmental and/or utility accounting principles and practices.
Practical knowledge of financial statement preparation and audit processes.
Knowledge of internal controls, financial reporting concepts, and preferred business practices.
Understanding of accounting systems and financial data analysis.

Skills important to perform the functions of the job include:
Computer skills working with Microsoft Office programs.
Professional oral and written communication skills in English.
Skills in handling conflict and uncertain situations.

Abilities important to perform the functions of the job include:
Ability to build and maintain effective working relationships with internal and external customers.
Ability to exercise a maximum amount of initiative and independence within general established work assignments and overall policies.
Ability to act as an advisor on policies regarding activities related to general ledger, fixed assets, payroll, cash accounting, etc.
Ability to analyze financial transactions and make appropriate adjustments as needed and to prepare complex financial reports and statements.

Education & Experience Requirements
Bachelor’s Degree with major course work in Accounting or Finance and four (4) years of experience in municipal or utility accounting. An equivalent combination of appropriate education and relevant experience may substitute for the minimum experience requirement.

Certificates, Licenses, Registrations
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
