Assistant Director, Leadership and Instructional Foundations for Texas (LIFT)

JOB SUMMARY: Work in partnership with the Director to facilitate leadership, direction, and management for the administration and implementation of the Leadership and Instructional Foundations for Texas (LIFT) component. Maintain compliance with applicable program regulations, Board Policies and Administrative Procedures. Supervise designated staff to support quality leadership and implementation of program services.


POSITION REQUIREMENTS:

JOB KNOWLEDGE, SKILLS/ABILITIES

Knowledge
  • Master’s degree from an accredited university required.
  • Valid Texas teaching certificate required; Mid-Management, Supervisor, or Principal Certification preferred.
  • Three to five years of relevant experience as a principal, principal manager, Texas Instructional Leadership (TIL) Lead, Strong Foundations Lead, senior experience consulting and/or capacity building with districts required.
  • Demonstrated success in managing end-to-end, detailed long-term projects and initiatives required.
  • Experience in supervision of staff, fiscal management, and administration of programs, preferred.
  • Experience with education data in the State of Texas (accountability, assessment, special student populations, curriculum implementation, etc.) preferred.
  • Experience implementing High-Quality Instructional Materials (HQIM) and supporting district and campus leaders to implement HQIM preferred.

  • Proficiency with standard functions within applications such as Microsoft 365/Google, (word processing, spreadsheets, presentation software), e-mail, web browsers, and databases.
  • Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations, and working in a cloud-based and/or networked environment

PRODUCTS/OUTCOMES
  • Administer and facilitate the implementation of high-quality programs and services which advance the Center’s mission.
  • Provide operational leadership under guidance of the Director to lead a team of content and district coaches to deliver high-quality training, implementation support, and coaching on instructional leadership systems and HQIM implementation (Bluebonnet Learning) to district and campus leaders and teachers, ensuring the delivery of high-quality programs and services which advance the Center’s mission.
  • Oversee weekly implementation check-ins and provide monthly coaching sessions with district coaches.
  • Assist the Director in visiting supported districts monthly to calibrate implementation and support district and campus coach teams.
  • Plan, facilitate and implement internal meetings for district and campus coaches to maintain team alignment and professional development.
  • Assist the Director in ensuring the completion of required certifications and training of trainers for all district and campus coaches.
  • Oversee the recruitment experience for prospective LEAs, outlining program expectations and onboarding leaders.
  • Provide informational and promotional sessions for prospective districts on Bluebonnet Learning and the program.
  • Support district leaders and coaches directly to resolve challenges or concerns.
  • Oversee the collection and analysis of program success data and metrics for TEA and assist in the preparation of federal/state/local reports.
  • Share data with TEA, including student outcomes, implementation fidelity, coaching cycles, and program scale.
  • Participate in "Program U," TEA focus groups, and coaching connections to develop expertise in HQIM, content, and instructional leadership systems.
  • Facilitate a culture of learning through participation in program professional development and provide or arrange for staff development experiences that contribute to the development and maintenance of high-quality programs and services for clients.
  • Act on behalf of the Director as a secondary TEA liaison for the program, ensuring timely communication of critical information to colleagues and senior leaders.
  • Support the development of renewal and new grant applications that expand funding and meet regional needs as required for continued funding.

  • Facilitate maximum service delivery by program staff members and arrange staff development experiences, ensuring compliance with applicable program and financial guidelines and with Center policies and procedures.
  • Monitor and support the accuracy and quality of staff activity related to programs.
  • Facilitate and implement collaboration with clients to assess client needs, develop program objectives, monitor effectiveness and evaluate outcomes.
  • Support the Director in providing assistance to district planning teams in identifying resources available from ESC-20, the Texas Education Agency, and other sources to support efforts to improve student performance.
  • Assist the Director in the design, maintenance, oversight, and availability to external and internal clients a selection of services, materials which support increased student achievement, enable effective technology use by educators, learners within schools and within the Center, and enhance operational efficiencies in schools and in the Center.

SUPERVISION AND ORGANIZATION OF STAFF
  • Ensure that a comprehensive system of supervision, substantive performance evaluation, and staff development is provided to staff members.
  • Recommend a staffing pattern for the department which ensures efficiency and effectiveness in all areas.
  • Recruit individuals who best match he requirements for the position and the culture of the Center.
  • Provide leadership, direction, and support to assigned staff to ensure timely achievement of department goals and outcomes.

BUDGET RESPONSIBILITIES
  • Develop, monitor, and manage assigned budgets in a timely, efficient, and fiscally responsible manner.
  • Monitor program expenditures to ensure use of funds in accordance with program guidelines and Center policies and procedures.
  • Be aware of and follow Center guidelines of allowable costs when recommending use of public funds for expenditures for supplies, equipment, and facilities in area of assignment.

PHYSICAL/MENTAL DEMANDS & ENVIRONMENTAL FACTORS
  • Tools/Equipment Used: Standard office equipment including personal computer, peripherals, copy machine, phone, etc.
  • Posture: Prolonged sitting; occasional standing, bending/stooping, pushing/pulling, and twisting.
  • Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.
  • Lifting: Light lifting and carrying (less than 15 pounds); occasional heavy lifting/carrying (15–50 pounds).
  • Environment: This role primarily operates in an in-person, dynamic office setting, characterized by frequent verbal communication, movement, and collaboration among team members (small to large in-person gatherings/meetings); exposure to low or intense illumination; exposure to office equipment noise; may work prolonged or irregular hours; occasional travel; and, occasional remote work (after pre-determined length of employment).
  • Mental Demands: Work with frequent interruptions; maintain emotional control under stress.

ADDITIONAL REQUIREMENTS
  • Champion and model the Center’s Mission, Vision, Core Values, and Service Standards.
  • Function within the policies and procedures of ESC-20.
  • Accept other responsibilities as assigned.
  • Dress and groom appropriately for the ESC-20 work setting.
  • Travel independently to fulfill responsibilities of the position.
  • Maintain regular and reliable attendance, majority in-person/onsite.
  • Serve at the will of the Executive Director.
