The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring theState Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, Agency operations have expanded to include care of the Governor's Mansion, operating the Bullock Texas State History Museum, Texas State Cemetery, Capitol Mall and three Capitol Complex legislative office buildings. We are hiring an Assistant Facilities Manager to help oversee the care and maintenance of Texas’s most iconic landmarks. Position Summary:
The Assistant Facilities Manager reports directly to the Facilities Manager and works under the general guidance of the Director of Facilities. This position involves complex administrative, technical, and supervisory responsibilities requiring specialized knowledge in planning, developing, and implementing maintenance programs across various historically and operationally significant sites. These include the State Capitol, Capitol Extension, Capitol Visitors Center, Capitol Grounds, Texas Governor’s Mansion, Texas State Cemetery, Bullock Texas State History Museum, Capitol Mall, Legislative State Buildings, and other properties maintained by the State Preservation Board.
Working under limited supervision, the Assistant Facilities Manager is expected to exercise sound, ethical, and independent judgment. Key responsibilities include establishing program goals and objectives, ensuring compliance with safety and maintenance standards, developing guidelines and procedures, prioritizing activities, setting staff performance standards, and monitoring outcomes.

· Assists the Facilities Manager in overseeing daily operations across SPB properties, ensuring compliance with quality, industry, and safety standards, as well as agency requirements.
· Conducts regular facility inspections and risk assessments, supports business continuity planning, and ensures equipment and infrastructure meet safety and operational standards.
· Supervises and coordinates maintenance activities, including installation, repair, and upkeep of equipment, while guiding staff and vendors on safe practices and proper equipment use.
· Provides training and technical assistance to staff and internal customers, emphasizing safety, customer service, and operational procedures through meetings and instructional sessions.
· Manages staff schedules, monitors attendance and timekeeping records, and supports performance management processes, including hiring, evaluations, and disciplinary actions.
· Responds effectively to customer inquiries and complaints, ensuring high-quality, timely service and fostering a positive, customer-oriented work environment.
· Participates in program planning and policy development; assists in writing, revising, and maintaining operational and training manuals to ensure regulatory compliance and accuracy.
· Prepares administrative reports, analyzes data and program operations, and makes strategic recommendations for improvements in procedures, services, and expenditures.
· Assists with budget development and monitoring, procurement of supplies and services, and contract/vendor management including oversight, compliance, and bid specification preparation.
· Performs all other duties assigned.
Knowledge, Skills, and Abilities:
· This position is physically active and requires the ability to walk throughout the Capitol, Capitol Complex, and SPB-maintained buildings and grounds, often involving extended periods of standing, walking, and sitting.
· Must be capable of performing repetitive manual tasks and physical activities such as climbing, pulling, lifting up to 50 pounds, pushing, stretching, stooping, kneeling, reclining, and working at elevated heights.
· Proficient in using equipment requiring fine motor skills and eye-hand coordination.
· Able to work in environments with temperature extremes, moisture, humidity, and inclement weather conditions.
· Strong analytical abilities to gather, organize, evaluate, and report information, as well as to develop and negotiate effective solutions.
· Flexibility to work variable schedules, including nights, weekends, and on-call hours, to meet operational needs.
· Ability to drive legally in the State of Texas, and maintain personal insurance while driving agency vehicles.
· Demonstrates sound judgment and effective interpersonal communication skills, both verbal and written, when interacting with internal staff, building occupants, and visitors.
· Skilled in reading schematics and accurately identifying color-coded electrical conductors.
· Ability to visually inspect facilities, conceptualize repairs, and clearly communicate observations and recommendations.
· Strong organizational skills with the ability to prioritize multiple tasks and deliver measurable outcomes independently.
· Works effectively both independently and as part of a team; maintains professionalism, composure, and courtesy in all interactions, representing the agency with integrity.
· Ability to pass a thorough criminal background check.
Required Education and Experience:
· Secondary or trade school education, or an associate degree (two-year college).
· Minimum of five years of experience in general maintenance, operations, or facilities maintenance and construction, including hands-on work with physical or central plant equipment and machinery.
· At least three years of supervisory and program administration experience, including scheduling.
· Demonstrated background in preventive maintenance and oversight.
Preferred Education and Experience:
· Bachelor’s degree (four-year college) or completion of a certified trade school program.
· Experience in performing complex plumbing, carpentry, and mechanical repairs, particularly in public buildings or within the service industry.
· Knowledge of HVAC systems and electrical troubleshooting, including familiarity with control systems.
