The Williston Fire Department is seeking a dedicated and community-driven Assistant Fire Chief of Operations to support the agency!Summary: The Assistant Fire Chief of Operations assists in planning, directing, and reviewing all department activities, including emergency medical services operations, fire suppression, hazardous material mitigation, fire and life safety education, and fire code compliance. This role provides high-level executive support to the Fire Chief as a member of the management team and is responsible for standing in for the Fire Chief during their absence.Supervision Received: Fire Chief Supervision Exercised: Battalion Chief(s), Training Captain, Deputy Fire Marshal, & Administrative support staffFLSA Status: Exempt Essential Job Functions: Essential responsibilities and duties may include, but are not limited to, the following: Supports the Fire Chief in implementing departmental strategic plans, policies, and operational objectives, coordinates and monitors progress of assigned programs and initiatives. Supervises, directs, and evaluates assigned staff; coordinates work assignments, ensures training, certifications, and performance expectations are met.Ensures effective coordination between department functions, supporting managers in prioritization, resource allocation, and issue resolution.Assists in the development and monitoring of the Fire department budget; provides recommendations for operational efficiencies and resource allocation.Regular communication and collaboration with City Officials, City of Williston Departments, Williston Care Flight, Williams County Emergency Management, mutual/automatic aid agencies, and other pertinent third-party groups.Assists in the preparation of reports, studies, and documentation related to fire department operations, regulatory compliance, and strategic initiatives, ensuring accuracy, completeness, and attention to detail.Participates in emergency response and incident management; may serve in a leadership role during operational events as assigned.Ensures proper documentation and maintenance of training records and operational compliance requirements with a high degree of accuracy and organization.Assists in the preparation and update of fire department operational documents, manuals, and compliance programs.Assist with development of policies and standard operating guidelines.Administer and enforce city, and department policies and guidelines.Supports efforts to maintain ISO ratings, CPSE accreditation, among other industry standards that impact the community.Will serve as the department Public Information Officer (PIO)Acts on behalf of the Fire Chief and/or the Deputy Fire Marshal in their absence on operational and administrative matters as assigned.Ensures ongoing compliance with all applicable local, state, and federal laws and regulations.Must be able to exercise some independent judgement and critical thinking skills.Perform all work duties and activities in accordance with City policies and procedures. The job description does not constitute an employment agreement between the employer and employee and is subject to change by the employer as the needs of the employer and requirements of the job change.Required Education, Experience, and Licenses: Minimum bachelor’s degree from an accredited university with a major in Fire Science, Emergency Medical Services, Emergency Management, Homeland Security, Business Administration, Public Administration, or related field.Seven (7) years of total satisfactory work experience in the Fire/EMS field. Five years (4) of supervisory/management experience; or an equivalent combination of education, training, and experience.Held the rank of Battalion Chief, Training Captain, and/or Deputy Fire Marshal for a minimum of two (2) years; or demonstrated career progression within the Fire/EMS industry.NREMT Paramedic Licensure, with the ability to be certified with the State of North Dakota.Valid North Dakota driver's license; insurable under the City’s motor vehicle insurance policy.Preferred Education, Experience, Certification, and Licensure: Chief Fire Officer (CFO) Designation from the Center for Public Safety Excellence (CPSE)Completion of the National Fire Academy's Executive Fire Officer (EFO) Program. Required Knowledge, Skills, and Abilities: Knowledge of fire prevention, suppression, and investigation standards, practices, strategies, tactics, and apparatus. Knowledge of pre-hospital advanced life support and stabilization of critically ill or injured patients at the scene of an emergency and during transport.Knowledge of National Registry of Emergency Technician (NREMT), National Fire Protection Agency (NFPA) and International Code Council (ICC) standards. Knowledge of incident command principles and practices. Knowledge of local, state, and federal fire codes, local ordinances, and departmental rules and regulations. Knowledge of budgeting principles and practices. Knowledge of personnel management principles. Skill in management and supervision under both routine and emergency situations. Skill in decision making and problem solving under routine and emergency conditions. Skill in the operation and use of EMS and fire equipment.Skill in developing and implementing long-term operations plans. Skill in public and interpersonal relations. Skill in oral and written communication. Demonstration of proactive approaches to problem-solving with strong decision-making capability. Highly resourceful team-player, with the ability to also be extremely effective independently. Ability to handle confidential information with discretion, be adaptable to various competing demands, and demonstrate the highest level of customer/client service and response. Training opportunities available to obtain desired certifications for incumbents who have met the minimum certificate, license, and registration requirements.Language Skills: Ability to communicate clearly and concisely, both verbally and in writing. Ability to read, analyze and interpret general business documents, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from managers, employees, and the public.Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to calculate figures and amounts.Communications: Regular communication with Fire Department personnel, other City of Williston departments and employees, third parties, outside representatives, community members and groups, as needed.Use of Equipment and/or Computers: Regular use of technology and equipment for job-related functions will be required including but not limited to computers, phones, printers and equipment pertaining to fire prevention, suppression and pre-hospital emergency medical care. Physical Demands: Standing in work areas, walking between work areas, and driving to various locations will be required. There will be a regular expectation to pull, push, reach, walk, stand, sit, crawl, kneel, bend and have the use of hands and fingers, use of both eyes for sight, including ability to distinguish color and distance, hearing, extensive use of arms and legs to climb on top of, under, in and around equipment and facilities; work in proximity and use of computer screens; verbally communicating, and moving objects. The employee must be able to physically move, lift, carry and manipulate up to 100 pounds. The employee will work at all City of Williston Fire Department facilities and is expected to keep work areas clean, safe, and functional. The employee frequently works in both indoor and outdoor weather environments. The employee may be exposed to demanding, hazardous conditions with frequent exposure to smoke, extreme temperatures, loud noises, chemicals, and physical dangers like heights, traffic, and collapsing structures, requiring constant readiness. Essential functions require maintaining condition necessary for sitting and standing for prolonged periods of time. The noise level in the work environment is moderate but can occasionally be loud.Work Schedule: This position typically works Monday – Friday 8AM – 5PM. There is an expectation of occasional work to be done outside the typical schedule (i.e., City of Williston City Commission meetings, community events, Fire/EMS response).The employee may be required to work extended hours including evenings, weekends, and holidays.Travel is expected and frequent.Regular, predictable, and dependable attendance is required.
