Texas leads the country in its unprecedented commitment to catalyze discovery and progress in preventing cancer and researching and developing innovative technologies to detect, treat, and cure cancer. Created by the Texas Legislature and approved by two statewide votes in 2007 and 2019, the Cancer Prevention and Research Institute of Texas (CPRIT) directs the state’s $6 billion cancer initiative. To date, the agency has awarded more than $3.9 billion in grants to Texas research institutions and organizations through its academic research, prevention, and product development research programs, resulting in a significant increase in intellectual property and knowledge related to cancer treatments, cures, and prevention best practices.

General Position Summary

Performs moderately complex legal work involving interpreting laws, procedures, and rules. Work involves planning and organizing work, preparing legal documents, rendering advice, drafting memoranda and administrative rules for the Texas Register. Other duties include assisting the agency with reviewing procurement contracts and drafting and reviewing agreements.

This position reports directly to the General Counsel, working under general supervision, with latitude for the use of initiative and independent judgment.

CPRIT operates on a standard Monday - Friday work schedule. Approval of an alternative work schedule, including any form of teleworking, is at management's discretion and based on the business needs of the agency and the requirements of the position. This position may be eligible to telework up to a maximum of 20 hours in a 40-hour-a-week hybrid work schedule.

Salary Range: (B26) $76,530 - $129,430 /year

Experience and Education

Graduation from an accredited law school with a JD degree. A minimum of three (3) years legal work experience as a licensed attorney at a Texas State agency. Must be licensed to practice law in the state of Texas and be a member in good standing with the State Bar of Texas.

Must have experience working on state agency procurements, Public Information Act requests, and drafting contract agreements.

Knowledge, Skills and Abilities

Knowledge of the Texas Public Information Act and other open government laws.

Knowledge of Texas procurement laws and rules.

Knowledge of administrative law.

Knowledge of state government contract law.

Skill in using personal computers and general office software.

Skill in interpersonal communications.

Ability to prepare legal documents, policies and procedures, administrative rules, and contracts.

Ability to conduct research, to interpret and apply laws, and to summarize findings.

Ability to successfully manage multiple projects, tasks, and priorities.

Ability to establish and maintain effective working relationships both internally and externally.

Ability to communicate effectively orally and in writing.

Ability to obtain and maintain knowledge of all pertinent laws, rules, regulations, and procedures.

EXAMPLES OF WORK PERFORMED

Reviews and prepares responses to public information requests. May serve as the Public Information Coordinator.

Drafts, reviews, interprets, and apply agency rules. Prepares agency rule preambles for the Texas Register, files with the Secretary of State, and drafts final order for filing.

May develop and update contract template language, interpret contractual provisions, and provide advice on all facets of agency procurement and contracting and grant contract matters.

May investigate legal and factual issues and prepare reports of the findings.

Coordinates with internal staff regarding legal or other project issues, including those affecting agency operations and administration.

Manages the updates to the grant policies and procedures resource guide, which includes information on the rules and requirements that CPRIT grant applicants, grant recipients, and staff must follow

Assists with preparing grant award recommendations for quarterly Oversight Committee meetings, including drafting affidavits and other documents.

Assists agency staff to ensure each grant application submitted follows the required procedural steps using a pedigree form by attesting in the agency electronic grants management system.

Participates in grantee compliance training webinars and prepares PowerPoint slides regarding agency administrative rules that may apply to grantees.

Assists with developing and performing compliance and ethics training for staff and Oversight Committee members.

Presents administrative rule updates at the quarterly Oversight Committee meetings.

Prepare forms, agendas, and documents for agency committee and subcommittee meetings.

Assist staff with the interpretation of agency administrative rules and statute.

Prepares legal memorandum, correspondence, and reports.

May attend meetings on behalf of the agency.

Performs related work as assigned.

Physical Requirements and/or Working Conditions:

The Assistant General Counsel will work in a standard office environment. The position requires regular, reliable, and punctual attendance, and frequently working under deadlines, as a team member, and in direct contact with others.
