Job Summary:
Harbor Care seeks Assistant Program Manager for the Supportive Services for Veteran Families (SSVF) Program who will assist the Program Manager with providing oversight for the implementation, operation and evaluation of a statewide VA funded Rapid Rehousing/Homelessness Prevention grant. Assist in monitoring program financial expenditures. Assist in providing supervision to professional staff and facilitate staff development through evidence-based training, coaching and mentorship. Demonstrate strong ethical principles and interpersonal skills. Assist in statewide Diversion and Rapid Resolution efforts. As a hallmark priority, this position will play a critical role in the effort to end veteran homelessness state-wide. Be an active participant in community organizing and system development to achieve and institutionalize an effective end to veteran homelessness. Participate in public speaking and presentations regarding the program and the Ending Veteran Homelessness initiative including conferences, radio, social media, etc…
Basic Qualifications:
- A Bachelor’s degree in psychology, social work, or other related human service field is preferred
- Experience working with vulnerable populations
- Knowledge of human services and resources in New Hampshire
- Experience with Microsoft Office
Preferred Qualifications:
- Excellent problem solving and mediation skills
- Strong writing, reading, listening and speaking communication skills
- Ability to set, observe and train on appropriate boundaries
- Able to maintain a professional, customer-service oriented attitude
- Veteran, Veteran Spouse or gold star family member preferred
- Ability to work independently
- Organized and detail oriented
Essential Duties and Responsibilities:
- Operations and Compliance:
- Assist in the development and implementation of client-centered program policies and procedures for case management, outreach, data quality, and temporary financial assistance, ensuring alignment with the SSVF program mission and compliance measures.
- Maintain awareness of current VA and SSVF priorities/initiatives and integrate them into program policies and procedures.
- Review VA repository uploads and data reporting, ensuring open communication with ICA regarding data needs.
- Support the completion of all SSVF reporting requirements, including UDPaaS uploads and responses to SSVF regional coordinators as needed.
- Conduct internal monitoring of case files and Homeless Management Information System (HMIS) service entries.
- Assist in updating CARF policies and procedures, along with staff training requirements.
- Prepare for and assist with annual monitoring site visits to ensure grant compliance.
- Ensure active participation in statewide Continuum of Care (CoC) subcommittees, coordinated entry service delivery area meetings, statewide Ending Veteran Homelessness conference calls, and local case conferencing.
- Develop and maintain collaborative relationships with community partners, including the Veterans Administration, CoCs, housing facilities, landlords, donors, funders, agencies, and programs to deliver services effectively to veteran households.
- Provide assistance with data gathering efforts that contribute to community engagement initiatives.
- Actively seek, develop, and participate in relevant regional meetings, webinars, and trainings.
- Staff Supervision and Development
- Provide support and supervision to staff, including Shallow Subsidy and support staff, to enhance effectiveness and efficiency in their roles and responsibilities.
- Provide oversight to the Shallow Subsidy team, including facilitating weekly/bi-weekly meetings, updating policies and procedures, maintaining the monthly financial tracker, and issuing notifications for approvals and denials.
- Coach staff on their execution of their duties and ensure alignment with the Harbor Care Philosophy of Care and values, and with SSVF Core Principles and best practices.
- Assist in facilitation of internal case conferencing, team meetings and team training.
- Pursue professional education and development in best practices relevant to veterans and homelessness.
- Maintain an up-to-date calendar of professional activities in Outlook.
- Perform other related duties as assigned by the Program Manager.
