We are seeking a highly capable
Assistant Resident Engineer – Electrical (Substation)
with a strong focus on
Testing, Pre-Commissioning, Commissioning, and Energisation
of HV substation systems to support delivery and handover of major electrical infrastructure projects across the UAE.
This role is ideal for a hands-on engineer with deep technical understanding of
HV equipment, protection systems, control & relay panels, SCADA integration, and authority approval processes
, ensuring all commissioning activities meet
utility standards, contract requirements, and safety protocols.
Your Mission
As
Assistant Resident Engineer – Electrical (Substation)
, your mission will be to support the Resident Engineer in overseeing and coordinating all site execution and commissioning-related activities, ensuring smooth progression from installation through
testing, energisation, and successful handover.
You will act as a key technical point for commissioning readiness, witnessing tests, managing contractor coordination, ensuring compliance with authority requirements, and contributing to issue resolution through the final operational handover stage.
Key Responsibilities (Testing & Commissioning Priority)
Testing, Pre-Commissioning & Commissioning

Support and monitor all
pre-commissioning and commissioning activities
across HV substation works.

Witness
Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and functional tests
for key electrical systems.
-
Review and verify contractor
testing procedures, test packs, method statements, and commissioning plans
.
-
Ensure all
test results, calibration certificates, and inspection records
are accurate, complete, and aligned with contract requirements.

Witness and validate testing of:
-
HV switchgear, GIS/AIS systems
-
Power transformers and earthing systems
-
Protection relays and control systems
-
Control and relay panels
-
Battery chargers and DC supply systems
-
SCADA, RTU, and telecom integration
Energisation & Authority Compliance
-
Assist in preparing
energisation readiness reviews
, punch list closures, and technical clearance workflows.

Support coordination with UAE utilities and authorities for:
-
testing approvals
-
energisation permissions
-
final clearance and handover certification
-
Ensure commissioning activities comply with standards and requirements of
TRANSCO, DEWA, ADDC, Etihad WE, SEWA
, or other utility frameworks depending on project location.
Site Supervision & Contractor Coordination

Support the Resident Engineer in daily supervision of substation electrical works, ensuring installation is completed to commissioning-ready standards.

Conduct frequent site inspections to confirm compliance with drawings, layouts, and approved construction methodology.

Coordinate with contractors to ensure sequencing supports commissioning milestones and avoids rework or delays.

Attend site meetings and provide commissioning-focused progress updates and reporting.
Quality, Documentation & Handover

Ensure all commissioning documentation and handover deliverables are complete, including:

Testing reports and certificates
-
Commissioning records and checklists
-
As-built drawings
-
O&M manuals
-
Asset tagging and final technical documentation packs

Support final inspection activities, issue resolution, punch list closure, and handover to client/utility.
Requirements
Qualifications

Bachelor’s degree in
Electrical Engineering
(approved by UAE authorities)
Experience
-
Minimum
8 years of UAE-based experience
in electrical engineering works

Strong experience in
HV substation construction supervision
-
Proven involvement in
testing, commissioning, energisation, and handover
of HV systems
