Salary: Commensurate with experience up to $75,000
MAJOR FUNCTION: Provide administrative and operational support and guidance for transportation deparment and functions under the direction of the Supervisor of Transportation. The main responsibilities include fleet and on-bus technology management, compliance reporting and document retention, drug screening, video management, employee time and attendance, trip scheduling, time and attendance, routing support, and stakeholder communication.
ESSENTIAL FUNCTIONS: Employee must have the ability to perform the following essential functions on a timely basis with or without reasonable accommodations.
[Supervisory] - Oversee dispatchers to run daily transportation operations. - Oversee mechanics to maintain the District’s fleet and other equipment. - Oversee secretaries to complete all administrative and clerical taslks.
[Fleet and On-Bus Technology Management] - Ensure all buses and on-bus technology equipment, such as GPS device, on-bus tablet, student ridership scanner, cameras and radios, are functioning properly while the buses are on the road. - Other bus equipment, such as seats, special education devices, first aides kits, etc, are always in working order. - Ensure the school bus drivers complete the pre-trip inspections twice a day (AM and PM). - Oversee mechanics and service vendors to complete vehicle work orders in a timely and fiscally responsible manner. - Approve part purchases and initial a requisition process. - Order diesel and gasoline. - Serve as a single point of contact to handle video requests. - Maintain up to date fleet list and lead fleet acquisition and disposal processes.
[Operational Compliance] - Have the full understanding of the PA Transportation Subsidy Report and compile all necessary data, such as odometer readings and evacuation drills, to complete the annual subsidy reports. - Administer quarterly random drug screening. - Design and collect any other additional data required to comply with departmental, local, state and federal requirements.
[Communication] - Spearhead the beginning of the school year communication. Sending information out to charter and non-pub schools, initial route communication to parents and schools, - Dispatch accident, inclement weather, delay or cancellation, or any other relevant messages to all stakeholders. - Receive and process Bus Conduct Incident Report (Policy 810-AR-4), present them to schools, and serve them to students and families. - Ensure departmental messages or individual messages to each driver or assistant reache to all intended reciepients. - Provide courteous and professional customer services to schools and parents.
[Routing] - Collect and organize the route and route change information and share them with the routing team. - Disseminate updates routes to all applicable parties to avoid breakdowns of communications. - Prepare necessary information to help administer school year route (regular school year and ESY) bids and interim bids for drivers and attendants
Ensure planned route matches actual routes by constantly evaluating route accuracy (timing, sequence, stops and students). - Ensure correct route data is displayed in the District’s GPS system. - Oversee athletic, field, and any other trips through dispatchers
[Human Resoures, Credential Retention, and Time and Attendance] - Ensure the Department has sufficient drivers to run operations through hiring and training new employees. - Ensure driver credentials are always up to date and retained in an easily accessible location. - Review drivers and attendants’ daily time and attendance and make necessary adjustments and communicate it to the employees.

QUALIFICATIONS: To successfully perform this position, a person must be able to perform each primary duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skills, and/or ability necessary.
1. Excellent oral and written communication skills
2. Proficient in various management systems, including but not limited to GPS system, parent communication system, routing system, etc..
3. Proficient in MS suite and GoogleDoc suite
4. Unwavering commitment to students’ success and belief in the Upper Darby School District’s mission
5. Experience in educational setting is preferred, but not required
6. Prior school bus driving experience is preferred, but not required
7. BA/BS perferred, but not require
